UNICEF Pacific Multi-Country Office is seeking to prevent and respond to all forms of child abuse, neglect, exploitation, loss of parental care, and other situations harmful to children through the strengthening of multi-sector multi-stakeholder child protection systems in 14 Pacific Island Countries and Territories. The Child Protection Programme comprises 3 Components: (i) Establishing the legal, policy and coordination framework for child protection; (ii) Strengthening the capacity of services in the 5 key sectors, social welfare as child protection statutory authority and lead of the multi-sector child protection system, justice, police, health, and education, to prevent and respond to child protection concerns; and (iii) Promoting social and behavior change for child protection.

Under the supervision of the Chief Child Protection, the Child Protection Officer (Knowledge Management & Monitoring) is responsible for information, knowledge and data management, support to planning, monitoring, and evaluation, and external communication for the Child Protection Programme in 14 Pacific Island Countries and Territories (PICTs).

To qualify as an advocate for every child, you will have…

  • A university degree in social science is required, and/or an advanced university degree in social sciences is preferred.
  • At least two years of relevant professional experience
  • Familiarity with child protection issues and interventions
  • Technical expertise in data collection and analysis
  • Technical expertise in Excel, Share Point, and all Microsoft software
  • Excellent communication, interpersonal, analytical, and writing skills
  • Full English language proficiency

II. ORGANISATIONAL CONTEXT

Under its Multi-Country Programme 2018-2022, UNICEF Pacific is seeking to increasingly protect children from all forms of violence, including neglect, abuse, exploitation, separation from parents, and any other harm, through strengthening child protection systems, as defined in UNICEF global Child Protection Strategy, “the set of laws, policies, regulations, and services needed across all social sectors – especially social welfare, justice, security, health, and education – to support prevention and response to protection-related risks.” Within this framework, the approach takes into account the uniqueness of Pacific Island Countries, in particular the role of families, communities, and traditional and religious organisations and leaders. Child protection systems in the Pacific, therefore, build on positive existing practices and include both informal and formal structures.

Child Protection Systems are at various stages of development across the 14 PICTs. Although the countries do share common features, they also vary in terms of the number of population, geography, culture, language, social organization, and resources/income. UNICEF Pacific has therefore developed a regional technical framework adapted to the unique context of Pacific Island Countries, with the flexibility for adaptation to each country. The Child Protection Programme comprises 3 Components: (i) Establishing the legal, policy and coordination framework for child protection; (ii) Strengthening the capacity of services in the 5 key sectors, social welfare as child protection statutory authority and lead of the multi-sector child protection system, justice, police, health, and education, to prevent and respond to child protection concerns; and (iii) Promoting social and behaviour change for child protection.

III. PURPOSE OF THE POSITION

Under the supervision of the Chief Child Protection, responsible for information, knowledge and data management, support to planning, monitoring and evaluation, and external communication for the Child Protection Programme in 14 Pacific Island Countries and Territories (PICTs).

1. Child Protection Section with relevant information on the 14 PICTs available on a timely basis.

2. Child Protection Section with relevant data available on a timely basis.

3. Child Protection Programme adequately planned and monitored.

4. Child Protection Programme studies and evaluations conducted with quality.

5. Child Protection implementing partners with strengthened monitoring capacity.

6. Child Protection Programme with quality external communication products.

V. KEY ACCOUNTABILITIES, DUTIES, AND TASKS

1. Information and knowledge management

-Maintain electronic and hard copy Child Protection (CP) Section “reference library” updated on a continuing basis, comprising relevant studies, legislation, policies, national plans, guidelines, standards, protocols, training curricula and manuals, management tools, and other reference documents from the 14 PICTs, as well as key another country, regional and global resources.

-Maintain electronic and hard copy Child Protection (CP) Section “programme library” updated on a continuing basis, comprising programme documents such as Strategy Notes, Results Frameworks, Annual Workplans, minutes of meetings and reviews, training and workshop reports and materials, programmatic visit reports, trip reports, cash request proposals, and reports, etc.

-Search for, store, and share relevant new PICT reference documents and resources from outside the Pacific region.

-Review PacNews (Pacific News Agency Service) daily bulletins and other key regional Pacific media, store and share information relevant to child protection with the team.

-Carry out any other information and knowledge management task in the section.

2. Data management

-Maintain up to date on a continuing basis, a database of indicators on prevalence and knowledge, attitudes and practices (KAP) related to child protection issues and on status of child protection system components

-Assist with a contextualization of MICS survey modules for PICTs

-Assist with review of data and draft reports on child protection and gender-based violence global survey modules of Demographic and Health Surveys (DHS) and/or Multi-Indicator Cluster Surveys (MICS) conducted by PICT’s.

-Make recommendations for possible further analysis of raw MICS data and carry out such analysis or supervise the work of consultants doing so

-Assist with compilation of data for SDG Voluntary National Reviews (VNR), UPR, and CRC reporting processes

-Compile data from the 14 PICT’s into tables, charts, etc. as required for briefing notes, presentations, reports, proposals, etc., including infographics for the dissemination of MICS results

-Carry out any other data management task (data collection, analysis, processing, compilation)

3. Planning and monitoring

In collaboration with Office PME Specialist:

-Review work plans developed with PICT’s to ensure they are aligned with technical guidelines and budgets, and indicator formulation and values are correct, and consolidate country work plans.

-Contribute to the development of funding proposals.

-Review reports on country work plan implementation and compile information for mid-year, annual and donor reports, including RAM indicators and SMQs.

-Compile recommendations from Programmatic Visits and monitor follow up actions.

-Compile information from UNICEF-funded activities technical reports to monitor work plan implementation

-Assist in the development of monitoring and reporting templates for team members and compilation of results.

-Assist with any other planning or monitoring task in the section.

4. Studies, assessments, reviews, and evaluations

In collaboration with Office Evaluation Specialist:

-Assist with the development of terms of reference for studies, assessments, reviews, and evaluations

-Oversee and support evaluation processes and conduct of studies and surveys.

-Assist with any other study, assessment, review, or evaluation task in the section

5. Strengthening of monitoring capacity of implementing partners

-Assist implementing partners to improve the collection, compilation, and analysis of routine administrative data in relation to child protection cases, including forms, guidelines, and training.

-Assist in the development of monitoring, supervision, and reporting templates for implementing partners and results compilation systems.

6. Communication

In collaboration with the communication section:

-Maintain the date of the photo database for the section

-Maintain to date the database of human interest stories.

-Assist with layout/design of presentations and various documents, including for publications

-Write upcountry briefs and keep them updated

-Write up regional/multi-country thematic briefs and keep them updated

-Write up human interest stories

-Produce materials for social media

-Assist with any other communication task in the section.

VI. QUALIFICATIONS

Education

A university degree in social science is required, and/or an advanced university degree in social sciences is preferred.

Work experience

At least two years of relevant experience.
