In the Pacific we work in Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, Vanuatu: These 14 Pacific island countries are home to 2.3 million people, including 1.2 million children and youth, living on more than 660 islands and atolls stretching across 17.2 million square kilometers of the Pacific Ocean, an area comparable to the combined size of the United States of America and Canada. Kiribati, Marshall Islands, Federated States of Micronesia, Solomon Islands, and Tuvalu are classified as Fragile States according to World Bank/OECD criteria. All 14 Pacific Island countries and territories have ratified the UN Convention on the Rights of the Child, but only a third are on track with reporting obligations. How can you make a difference?

The Planning Officer reports to the Chief of Planning Monitoring and reporting for supervision. The Officer provides professional technical, operational and administrative assistance throughout the planning, process preparing, executing, managing and implementing a variety of technical and administrative tasks to contribute to the planning process to ensure office plans follow corporate guidance and are coherent and well-coordinated.

Key functions/accountabilities

1. Setting Standards for Programme planning

  • Provide technical support to the process of developing Rolling Work Plans, including ensuring integrated/cross sectoral programming and reflection of equity and gender and other markers as outlined in the Programme Policy and Procedures Guidance
  • Support the development of the Annual Management Plan
  • Support quality assurance of VISION and RAM planning processes.
  • Provide technical support as necessary in organising and managing annual/mid-year/mid-term/end term country programme reviews ensuring consistency with objectives and goals set out in the CPD and contribute to the AMP and Rolling Work Plans.
  • Support the programme components to effectively monitor and report on the intersectoral programme results, cross sectoral programme component results and field office results to facilitate programme coherence and convergence where appropriate and inform shifts in rolling work plans.
  • Provide technical support to programme sections to effectively plan, monitor and report on the intersectoral programme results.
  • Support programme sections in planning of complex grants – including from proposal to start up so that each complex grant has a clear implementation plan with clear roles of multiple sections and field offices.
  • During major milestones (CPD development, UN Cooperation Framework, MTR, etc. ) provide planning support to plan these processes based on global guidance and local context.

2. Support to the planning of the integrated monitoring and evaluation plan (IMEP)

  • Participate in evaluation planning and discussions and support the development and completion of IMEP through research, collection, analysis and reporting of evaluation related information/data to facilitate integrated evaluation planning and priority and goal setting.
  • Support the review of required documentations/materials/data to facilitate evaluation planning, implementation and reporting.

3. Networking and partnership planning

  • Support and build effective working partnerships with government counterparts and national stakeholders on planning processes including UNICEF Field Office teams.
  • Support sections and partners on planning of CSO partnerships ensuring close links to CPD results and compliance with CSO procedures.
  • Participate in appropriate inter-agency (UNCT) meetings/and with inter-agency partners/colleagues on UN cooperation Framework operational planning and preparation and to integrate and harmonize UNICEF position and strategies with the UN development and planning process including country implementation plans and use of UNINFO.

4. Innovation, knowledge management and capacity building

  • Identify, capture, synthesize and share lessons learned from UNICEF and partners – from evaluations, monitoring visits, reviews and end year reporting.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

To qualify as an advocate for every child you will have…

  • A University Degree in economics, psychology, sociology, education or other social science fields is required.
  • A minimum of 2 years of professional experience in social development analysis and programming at the international and/or in a developing country is required.
  • Relevant experience in program/project monitoring and evaluation in a UN system agency or organization is an asset.
  • Fluency in English is required. Knowledge of the local language is an asset.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Otherwise, the selection will be cancelled.
