Org. Setting and Reporting

This position is located in the Automated System for Customs Data (ASYCUDA) Programme in the Division on Technology and Logistics (DTL) of the United Nations Conference on Trade and Development (UNCTAD) in Suva, Fiji. The incumbent reports to the ASYCUDA Regional Coordinator for Asia/Pacific Region.

Responsibilities

Under the supervision of the ASYCUDA Regional Coordinator for Asia/Pacific Region, the Information Systems Officer will provide technical assistance and support to the National Customs Services (NCSs) and National Project Teams (NPT), and will be responsible for the following duties: • Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems. • Develops detailed system and other technical specifications and user documentation for ASYCUDA systems. • Provides specialized advice to NCSs and NPTs, analysing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. • Maintains, upgrades or enhances existing ASYCUDA user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of ASYCUDA assigned systems, etc. • Develops and maintains ASYCUDA proprietary programs, i.e. Single Windows, that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. • Develops Customs training materials, operating and user manuals; trains staff in assigned systems. • Develops disaster recovery plans and ensures appropriate planning and training of those responsible. • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. • Provides guidance to, and may supervise, new/junior staff, consultants, etc.

Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, including proficiency in the development and implementation of systems of moderate size/complexity. Education

Advanced university degree (Mmaster’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area, including relevant experience in the field of Customs and international trade digitalization, system deployment, development and support is required. Experience in prototyping and implementing complex customs information technology systems is desirable. Experience in organizing and delivering training courses within governmental organizations is desirable. Experience working in an international environment is desirable. Experience in technical ICT programming with Java, Linux and Oracle is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Special Notice

This temporary position is available for a period of six (6) months, starting in July 2024. Extensions may be possible provided continuation of need, availability of post and funds, as well as satisfactory performance. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat. A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
