Org. Setting and Reporting This position is located in the Office of the High Commissioner for Human Rights (OHCHR), Suva, Regional Office for the Pacific, Fiji. The incumbent reports to the Head of the Regional Office for the Pacific.

Responsibilities Within delegated authority, the Information Management Officer will be responsible for the following duties:

  • Data Coordination Establishes and maintains information flows to facilitate human rights information exchange and the promotion of data and information standards in the field presence; works with Human Rights Officers to ensure a smooth transition of information tools and services; engages with counterparts to ensure that information activities are coordinated and consistent with human rights standards and practices; provides training and expertise on the use and development of information management tools and platforms to OHCHR staff members and partners; advocates for the use of data standards and common platforms, and for the open exchange of information.

  • Data Management Sets up and manages content on relevant platforms, provides overall quality control for the platforms and ensures content is current, comprehensive and follows relevant metadata standards; works with external counterparts on related platforms to facilitate cross-site interoperability. Designs, develops and manages databases, spreadsheets and other data tools; understands, documents, and ensures the quality of high-value human rights data for accuracy, consistency and comparability; consolidates operational information on a regular schedule to support analysis. Ensures appropriate storage, destruction or archiving of data managed by the field presence (both human rights and organisational).

  • Data Analysis Organizes, designs and carries out the evaluation and analysis of location specific datasets through meaningful statistical techniques; participates in the development and revision of data standards and advises on the application of these standards into local systems and processes; participates in the development, implementation and management of new data elements, together with its accompanying data, to be included in common human rights datasets; understands, documents and ensures the quality of high-value human rights data for accuracy, consistency and comparability. Supports analysis activities, including humanitarian needs overviews, common country analysis, secondary data reviews, preliminary scenario definitions and rapid assessments; provides advice on assessment design to ensure data quality; manages platforms and tools that support data collection and analysis such as MS Lists, MS Teams and PowerBI.

  • Geographic Information Systems (GIS) & Mapping Develops and maintains spatial baseline and operational datasets in accordance with relevant standards and guidance; produces and updates high-quality map products and online services; maintains a repository of spatial data and ensures that the data are documented and accessible to all humanitarian partners through local and/or online services.

  • Visualization Produces and updates information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develops advocacy materials including posters, presentations and other visual materials.

  • Data security and confidentiality Ensures data coordination, management and analysis by the field presence is safe and there is no unauthorised access or disclosure of information, including assessment and mitigation of related risks.

  • Performs other related duties, as required.

Education Advanced university degree (Master’s degree or equivalent) in information management, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems & mapping, data visualization, or other related area is required.

Experience managing human rights information is desirable.

Experience with GIS tools and services is desirable.

Experience with o365 tools and data systems is desirable.

Experience within the United Nations common system or an international organisation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both written and oral) is required. Knowledge of a local Pacific language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice THIS POSITION IS TEMPORARILY AVAILABLE FOR THREE (3) MONTHS, WITH POSSIBILITY OF EXTENSION - SUBJECT TO AVAILABILITY OF FUNDS.
