As part of the Staff Support Strategy for the HQ Efficiency Initiative (HQEI), a Staff Support Unit (SSU) was established in May 2022 to serve as a direct central resource for staff ahead of and during the transition of functions. Several posts from HQ Divisions in New York and Geneva are scheduled to relocate to different locations during the period of July 2023 to December 2024. The relocation of staff to Istanbul is scheduled to start in July 2023.

How can you make a difference?

The Human Resources Associate at the G-6 level will be based in UNICEF Istanbul office. The post will directly report to the HR Officer, SSU and will have a matrix reporting line to the Administrative Officer, in Central Services Centre (CSC), Istanbul. The role will have the overall HR coordination responsibility of staff moving from NYHQ and other outposted locations to Istanbul. Once HQEI is stabilized the post will continue as part of the CSC in Istanbul, cost-shared by divisions based in Istanbul.

Under the close supervision of the Human Resources Officer, SSU and guidance of the Administrative Officer in CSC, Istanbul, the Human Resources Associate provides HR, administrative, system, procedural and operational support to the functioning of the CSC and Staff Support Unit, ensuring a consistent and a people-centric approach in services rendered to staff relocating to Istanbul. The role will also support the SSU services needed in other HQEI transition relocations.

Specifically, 50% of the role is dedicated to ensure coherent support to staff relocating to the UNICEF Istanbul office, ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations. The other 50% of the role provides global administrative, procedural, and operational support and assistance to staff members relocating from New York and Geneva to other locations as part of the HQEI transition.

The HR Associate provides input into the design and development of improved transactional services and delivery processes. Working with a high degree of operational independence the HR Associate is accountable for the achievement of overall service delivery results in the areas of administrative and operational support to staff members relocating from New York and Geneva to other duty stations as part of the HQEI transition. The key results have an impact on the overall performance of the SSU and success in the implementation of project activities.

Coordinating onboarding and orientation of staff to the new duty station

• Maintain a checklist of staff being onboarded in Istanbul from DHR, EMOPS and DFAM and ensure all location specific information is shared in a timely manner, even prior to assignment. • Share welcome guide with newcomers and arrange for an onboarding orientation meetings. • Facilitate the administration of services, including security briefings and Host Government protocol services. • Facilitate the issuance of visas and residence permits. • Support new staff with information on housing, banking, school enrollment and access to public services to ensure smooth relocation and installation of staff.

Coordinating relocation related HR entitlements

• In coordination with supervisors, provide client focused service and guidance to staff and managers on HR policy, best practices, and entitlements related to relocation of staff, including relocation benefits, leave, pension, medical insurance and flexible work arrangements. • Liaises proactively with other offices and divisions on processing of HR services. • In consultation with supervisor, analyze, research and verify information for the purpose of responding to staff queries on areas related to relocation benefits and entitlements. • Maintain and prepare all personnel-related records and files, ensuring all information on each staff member is up-to-date and accurate.

Systems coordination, case monitoring and data analytics

• Update and maintain the Case Monitoring system and ensure accuracy of data. • Maintain dashboards and prepare updated data charts. • Receive, log and assign service requests in the SSU case monitoring tool. • Ensure that escalated cases are routed to the relevant approving authority. • Coordinate meetings between staff members and the relevant Staff Support Network (SSN) focal points. • Follow up on resolution of cases with the person the case was escalated to within the required timeframe as established in the SLAs and close the cases in the system. • Provide feedback to the Divisional HR Business Partner (HRBP) on case resolution, based on the guidance of the HR Officer SSU. • Ensure cases are closed timely and supporting documents and case resolution notes are uploaded in the monitoring tool.

Updating country welcome guide

• Based on feedback from relocating staff members, ensure that the country guide includes all relevant information to facilitate the settling of newly arriving staff. • In collaboration with the HR Officer in CSC Istanbul, keep abreast of changes and continuously update the Welcome to Turkiye guide.

General administrative support

• Draft and/or process a variety of correspondence and other communications. • Schedule appointments and meetings with focal points of relevant sections/experts/ HR team to monitor and coordinate the requirements identified by Divisions and offices. • Arrange meetings as needed and take minutes of meetings. Keep the correspondence of the team well organized. • Any other administrative tasks as it may evolve and assigned by the supervisor.

To qualify as an advocate for every child you will have…

  • Completion of secondary education, preferably supplemented by technical or university courses related to HR, Administration, or any other related field.
  • A minimum of 6 years of progressively responsible HR and administrative work experience required.
  • Extensive knowledge of HR principles, rules, regulations and procedures within the UN
  • Computer literacy and the ability to effectively use standard office software tools as well as good knowledge and skill in using HR systems.
  • Ability to extract and format data and to solve operational problems
  • Ability to organize own work, set priorities and meet deadlines
  • Takes responsibility to respond to internal and external service needs promptly and proactively; takes initiative to ensure that deadlines, rules and regulations are met. Uses own discretion to address unforeseen situations
  • Demonstrates a high degree of confidentiality, initiative and good judgment
  • Demonstrates courtesy, tact, patience and ability to work effectively with people of different national and cultural backgrounds
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
