Org. Setting and Reporting - Title of Supervisor : Deputy Chief of Infrastructure and Camp Improvement Program JFO will be the direct line manager and the Chief Of Infrastructure and Camp Improvement Program JFO.

  • Title of Supervisee/s: REPAC project team including Structural Engineers, Urban Engineer, Social Workers, Admin Officer, Environmental social Officer, Quantity surveyor, surveyor, Socio-Economist specialist with Data Analyst and GIS skills, Community Development Specialist/Community Planner, Reporting Officer, Social workers, and others

  • Working conditions: Office environment with access to telephone, PC and other automation equipment, internet, and intranet. Regular local travel to the project areas is required.

    Responsibilities - Acquaint him/herself with the Agreement signed between the Donor and UNRWA and all its integral parts and prepare all the project documentation regarding schedule, budget, and project set-up; develop the Project Implementation Plan and update it regularly ensuring that UNRWA rules and regulations on technical matters as related to the project are applied.

  • Guide and supervise the preparation of Camp Improvement Plan (CIP) for Marka camp. The task will include participatory planning, urban analysis, socio-economic data analysis, surveys, focus group, and thematic group discussion, preparation of conceptual project proposals, and working with the community and stakeholders.
  • Use the existing shelter prioritization list and community outreach structures already in place or those that will be created in Marka camp during the preparation of CIP, Facilitate project detailed design and implementation through cooperation and coordination with other Programme Departments and the Department for Palestinian Affairs (DPA). Monitor the project's work-plan and progress
  • Complete projects and activities within the approved budget, timeline, and scope. Identify and mitigate the risks of delays and budget overruns in a timely manner.
  • Ensure that UNRWA processes and procedures are adhered to during the implementation of the project and that any deviation is immediately raised to the supervisor.
  • Manage and supervise architectural and engineering design activities, design staff, and consultants, if any, hired for REPAC project,
  • Plan Shelter rehabilitation, from an urban & architectural point of view and decide on the implementation interventions based on technical and structural assessment.
  • Ensure effective planning and implementation of participatory processes involving beneficiaries and other stakeholders in shelter rehabilitation and other camp improvement interventions.
  • Finalize the preliminary designs, detailed designs, and tender documents.
  • Produce a detailed budget of the project and establish accurate, timely and effective budget tracking. The task includes preparation and monthly updating of financial forecasts for the effective implementation of the project and being accountable for the management of budgets and expenditures, and elimination of delays and cost overruns.
  • Develop and maintain effective relationships with external project stakeholders including beneficiaries.
  • Maintain regular contact with the beneficiaries.
  • Ensure effective project visibility from an Agency and donor perspective.
  • Coordinate tendering and contracting of construction works with HQ-A, Central Support Services Division, and Field Finance Department (FFD), incorporating self-help components in the shelter, where applicable.
  • Ensure proper visibility in line with donor requirements.
  • Lead the Site Engineers to ensure proper supervision and quality control of construction works and administer construction contracts and ensure regular site visits are conducted. Oversee the validity and accuracy of bills of quantities and financial accounts for work executed.
  • Prepare high quality reports on project progress and achievements as well as best practices, evaluations and lessons learned, as well as the project final report.
  • Perform other duties as may be assigned.

    Competencies •Excellent skills in project management •High level skills in the projects management of low-cost housing programs/ projects or urban planning. •Substantial experience in the area of construction project management, low-income housing and infrastructure works. •Demonstrated ability in report writing along with good analytical and numerical skills, including the use of MS Excel, Primavera, and other related computer proficiencies. •Solid experience/ability in involving the stakeholders in the planning and implementation of development projects utilizing multi-disciplinary teams. •Demonstrated ability to establish and maintain effective working relationships with others in a collaboratively team environment. •Ability to present information and data in a clear and constructive manner.

    Education - Advanced University degree in Civil Engineering or Urban Planning/ Development Studies or Architecture with specific knowledge of planning and implementation of low-income housing projects with ten years of experience in project management relevant to the post's duties and responsibilities in addition to experience as technically in charge of the overall planning, management, and execution of planning and construction projects, or ;

  • A Bachelor's degree in a relevant discipline with twelve years of relevant experience may be considered on an equivalency basis.

    Work Experience •Ten years of experience for the (MA holder) and twelve years of experience for the (BA holder) in project management relevant to the post’s duties and responsibilities in addition to experience as technically in charge-of the overall planning, management, and execution of planning and construction projects is required

    •Experienced in the application of participatory methodologies is required

    Languages •Excellent command of written and spoken English and Arabic

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice Contract Status: Limited Duration Contract for 6 months (Extendable) subject to availability of funds, satisfactory performance of the incumbent, and the continuing need for the post.

Benefits: -- Monthly salary of JD 1.834.80 Fils (as set for LDC holders on Band "G"/ S2) or higher, commensurate with the years of experience of the successful candidate. -Contract Status: six months (Extendable) subject to availability of funds, satisfactory performance of the incumbent and the continuing need for the post. -Other benefits include medical insurance and annual leave and dependency allowance (if applicable).

Desirable Qualifications:

•Experience in the construction industry in the Middle East, preferably low-cost housing projects. •Experience in upgrading and/or rehabilitation projects in built environment similar to the camps. •Experience with project management and computer-aided design software (eg. MicroSoft Project and/or AutoCAD). •Project management certification (eg. PRINCE2, PMP, or related internationally recognised accreditation); •Previous experience in producing detailed plans for improvements of infrastructure in selected areas (camps). •Work experience of the UN system.

Equivalency:

When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

General Information: UNRWA is seeking to employ a qualified project manager for REPAC projects.

The overall objective of REPAC is "the construction, extension and rehabilitation of social and economic infrastructure selected through participatory selection processes in and around Palestinian Refugee Camps in the Near East".

After the launch of REPAC in May 2011, UNRWA JFO started operating for REPAC with preparation activities such as selection of projects and participatory planning processes in 2012. Project implementation of the rehabilitation of physical infrastructure for REPAC started in February 2013. Both REPAC I and II were completed.

REPAC VII launched in December 2015 for construction of 63 shelters in Husn and Talbiyeh camp, construction of Talbiyeh Girls school and Improvement of the Street Infrastructure works in Jerash camp and this project completed on May 2020.

REPAC VIII commenced on 17 October 2018 and will be completed on April 2022 with the following activities in Jordan:

- The Rehabilitation of shelters in Husn, Jerash and Talbieh Camp (28 in each camp). - The Improvement and continuation of the Street Infrastructure works in Jerash camp. - The Upgrading and improvement of the camp's playground in Husn camp. - The improvement of the educational environment of the Boys' School in Talbieh camp.

REPAC XI agreement was signed for establishing camp improvement plan for Marka camp and establish wheeling station:

In Jordan, Camp Improvement Plans (CIPs) have already been developed in three Palestine refugee camps; in Husn, Talbieh camps through KfW funding and in Jerash camp through funding from the European Union obtained in December 2012. This has enabled the provision of an overall framework for the urban and socio-economic development of the camps and generating Action Plans that outline priority projects based on community needs.

In line with the methodology of the Camp Improvement Plan and the selection process for identifying the priority camps for intervention, UNRWA will undertake a new CIP for Marka Palestine refugee camp. The Camp Improvement Plan in Marka would be initiated in the same way that has been followed for Jerash, Husn and Talbieh Camps, that is by following the established CIP steps:

·Initial Contact and Formation of the Working Group/Participatory Planning Platform.

·Needs Assessment.

·Prioritize the needs list.

· Comprehensive Planning.

·Action Plans.

·Cost Estimated Projects.

Shelters rehabilitation already implemented in Jordan in the framework of the REPAC initiative have significantly improved the conditions of Palestine refugees living in Jerash, Talbieh and Husn camp. In line with the needs highlighted by the refugee community itself,

the bulk of the contributions was allocated to shelter rehabilitation. Therefore, UNRWA believes that regardless of camp's location, shelter rehabilitation remains the most urgent demand to be addressed.

Therefore, with this proposal, on top of developing a fully-fledge CIP in a participatory manner, UNRWA aims to rehabilitate 40 shelters in Marka camp to ensure a decent standard of living for approximately 200 Palestine refugees.

In order to identify the Palestine refugees eligible for shelter rehabilitation, field visits to the shelters will be carried out by UNRWA team of site engineers, architects and social workers to identify the level of eligibility of the families for intervention according to the established criteria. The assessment team will be using a scoring evaluation form to check and record several aspects that give insights into the actual living, health and socio-economic conditions of the families and the status of their shelters.

The new design of the shelters will be based on a participatory process and will involve the families in the layout and design of their shelters taking into consideration gender needs, accessibility of disabled persons, needs of the elderly, etc.

For the wheeling station , it will be built on a plot of land at UNRWA's Amman Training Centre in South Amman and will meet most of the energy requirements of the installations in South Amman, North Amman and Zarqa areas as well as UNRWA's Head Quarter office in Amman. The government approval through JEPCO was provided for a capacity of 3 MW kW-AC.

•This vacancy notice is open to internal and external candidates.
