Since 2015, China has increased its structuring of foreign aid management by establishing the South-South Cooperation Assistance Fund (SSCAF), funding it with $3 billion, and, in 2018, the China International Development Cooperation Agency to oversee the Fund was established. This offers an opportunity to achieve the ICPD Agenda in China and other developing countries as a contribution to the achievement of the SDGs. China has become an important participant in South-South and global cooperation (SSGC) with other developing countries an is committed to enhancing international development cooperation needed for the effective implementation of the 2030 Agenda through working with the United Nations and other partners. During the 9th UNFPA/China Country programme ( 2021-2025) UNFPA will facilitate South-South and Global Cooperation (SSGC) between China and other developing countries in support of SRH improvement as a contribution to strengthening global partnerships for SDG attainment (SDG 17). The programme will prioritize effective knowledge exchange and capacity transfers between China and other developing countries especially in Africa by leveraging UNFPA’s global and regional networks, knowledge repositories, and platforms for mutually beneficial progress towards the SDGs and the ICPD Agenda.

Brief Portfolio Description: UNFPA programme facilitates South-South and Global Cooperation (SSGC) through experience sharing and knowledge exchange between China and other developing countries in sexual and reproductive health, gender equality and population dynamics strategy, and reproductive health commodity security in other developing countries. The SSGC component of the 9th UNFPA Country Programme ( CP9 2021-2025) has identified the following two outputs to be achieved by 2025:

Output 2 (linked to UNSDCF Output 6.1): The Government and other Chinese institutions have strengthened capacity to design and deliver evidence-informed development and humanitarian co-operation, which is in line with international economic, social, and environmental sustainability standards and priorities of partner countries and other stakeholders.

Output 3 (UNFPA-specific): China and UNFPA have strengthened global and South- South cooperation and partnerships for the achievement of the unfinished agenda of ICPD Programme of Action and the SDGs in China and other developing countries.

The UNV will provide support to planning, implementation, monitoring and reporting of the SSGC component of the programme.

Under the guidance of the UNFPA Assistant Representative, the UNV will assist and support the planning, implementation, monitoring and reporting of the SSGC component of the Country Programme. The tasks will include provision of assistance and support for design, application, monitoring, reporting and communication of UNFPA projects that are supported by the SSCAF and by the MOFCOM, and support for components related to south south cooperation under other outputs of CP 9. He / She will also assist in establishing partnerships with the private sector, foundations, philanthropy institutions and the academia for China’s south south collaboration. The UN Volunteer will be placed at the UNFPA office in Beijing.

Specifically, the UNV is expected to perform the following functions:

Support for south south cooperation projects

• Provide assistance in translation of project concept notes and project proposals for applying for the SSCAF, comments from the reviewing committee, and feedback from the UNFPA country offices.
• Enter the proposals in the CIDCA online system and ensure the accuracy and consistency of the narrative and the annexes of project proposals. • Provide support for regular communication with the participating UNFPA country offices in implementation and monitoring of the south south projects including reviewing quarterly reports and translating relevant documents, and preparing visibility materials together with the UNFPA offices in other countries • Provide assistance in preparing the document of projects supported by the MOFCOM • Undertake ad hoc tasks related to implementation of south south projects • Ensure proper management of the filing and archiving system for south south and global partnership; • Identify sources, gather and compile data and information for preparation of documents including good practices, speeches, and policy brief; • Assemble briefing materials and prepare presentations related to south south and global co-operation for the senior management

Assistance in Coordination and liaison for establishment of partnership for south south and global cooperation (SSGC)

• Collect and translate information on potential partners for SSGC
• Participate in external meetings related to resource mobilization and prepare meeting minutes and provide assistance for follow-up with potential partners • Explore partnership opportunities with Chinese partners including the private sector and foundations for SSGC under the guidance of the supervisor and the team • Assist the Communication Team of the office for visibility of SSGC as needed. • Undertake ad hoc tasks related to partnerships

Furthermore, UN Volunteers are encouraged to:

Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day) Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. Assist with the UNV Buddy Programme for newly-arrived UN Volunteers Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:

As the programme management support, the UNV will contribute towards the following outputs: • Contributed to the programme results related to south south component • Programme management support provided according to the UNFPA policies and procedures; • Effective programme management including contributions to timely planning, monitoring and reporting; • Timely translation and other support for submission of quarterly progress reports of south south projects • Contributed to establishment and expansion of partnerships with Chinese private sector • Contributed to establishment of partnerships for south south cooperation with the private sector, private foundations, philanthropy institutions.

The duty station of the national UN Volunteer is located in Beijing city, where adequate public infra-structure and health services are available.

It is the foremost political and cultural metropolis in China. The city has excellent health services available.

In general, rent for apartments in central locations is high relative to other regions in China, but quality is good. Beijing is well served by many shopping malls, large supermarket chains and international brands. Buses and subways are the most common form of mass transportation. Metered taxis are widely available and domestic and regional travel by train and airplane is popular.

Conditions of Service for national UN Volunteers

The National UN Volunteer receives a standard volunteer living allowance (VLA), which is intended to cover their accommodation and basic living expenses. In China the VLA is 9,490 RMB per month. The National UN Volunteer is entitled to an excellent health, life and disability insurance package. A modest Settling-in Grant and end of assignment allowances will also be provided along with travel to and from the duty station within China. International travel to duty station is not covered by UNV. The National UN Volunteer is entitled to 2.5 days personal leave per month and government official holidays.
