Under the direct supervision of the Representative in Algeria, and in close collaboration with the Deputy Representative, this position is accountable for managing and leading the humanitarian support to Saharawi children and families in the Refugee Camps in Tindouf within the country programme and in line with the CCCs. The programme manager leads and oversees the team based in Tindouf, the programme and operational support, ensuring the delivery of quality results in accordance with UNICEF’s programme of cooperation, country programme management plan and overall vision.

How can you make a difference?

The incumbent will be responsible for planning, monitoring, implementing and evaluate the humanitarian programme in education, health and nutrition and the protection of the children and young people undertaken by UNICEF in support of the Sahrawi children living in the refugee camps in Tindouf. He /she will carry out the humanitarian programme in synergy with the UNICEF team in Algiers and in coordination and in partnership with the Sahrawi authorities, as well as United Nations system agencies and NGOs involved in the field. He/she establishes and monitors the country office emergency preparedness and response to ensure the survival and well-being of Sahrawi refugee children and mothers, and the affected communities in an emergency situation.

Summary of key functions/accountabilities:

  1. Effective management of UNICEF presence, staff and assets
  • Represent UNICEF in Tindouf, by participating in meetings, events, coordination mechanism moving forward the agenda for children.
  • Facilitate, take and implement measures to ensure safety and security of UNICEF staff and assets.
  • Effectively lead the team in Tindouf and manage the performance and conduct the staff members to deliver results for children
  1. Humanitarian Response: Planning, Implementation and Management
  • Leads the planning and implementation of plans of action and workplans for emergency interventions in Tindouf. Undertakes field visits to emergency project areas, to assess local conditions and monitor project progress when necessary. Makes technical decisions on project administration (e.g., activates, requests or reprogrammes allocation of emergency funds). Prepares inputs for appeals and updates related to emergencies. Works with program sections and senior management to mobilize donor response and recovery/rehabilitation-related funding, including annual or multi-annual humanitarian appeals and documents.
  • Identifies implementing/operational partners and establishes implementing arrangements. Ensures that the UNICEF support is effectively provided to the Sahrawi authorities with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitment for Children.
  • Participates in all humanitarian and recovery related forum and keeps management informed of all humanitarian developments in the country in terms of policies, strategy, situation developments, potential threats and opportunities/issues in partnership.
  • Promotes that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office's workplans. Prepares sectoral input for the country programme documents, plan of action, annual work plans, and all related documents of the office’s Emergency Preparedness and Response. Contributes towards the preparation of the Situation Analysis and the Country Programme Document.

    3. Emergency Preparedness

  • Adopts adequate emergency preparedness measures through the development and updating of country contingency plans and establishment of early warning mechanisms, to ensure effective preparedness and response to specific emergencies.

  • Participates in the formulation and development of plans of action in preparation and response to emergencies, monitors compliance of all sectors with emergency plans of action, including financial resources. Ensures coordination of the management of emergency preparedness and response.
  • Provides technical advice related to emergency preparedness and response, including on programme management related issues. Provides advice to the country office in the implementation of emergency preparedness measures in the field to strengthen preparedness and response mechanisms in the country faced with impending emergencies.
  • Develops and maintains databases on country information and ensure the flow of information and communication crucial for the planning and implementation of emergency preparedness and response management. Identifies availability of resources in emergency prone areas and establish logistics plans to be implemented during an emergency operation, to ensure a timely and effective emergency response.
  • Plans, organizes and conducts training for the office’s staff capacity building in emergencies preparedness and response. Assists in developing and conducting emergency training courses. Provides training and/or briefing, as required. Participates in other emergency training workshops in the region and builds up the emergency preparedness and response capability of UNICEF staff as well as implementing partners
  1. Programme Monitoring and Evaluations
  • Undertakes field visits and ensures that his/her staff conduct field visits to monitor and assess programme implementation and decides on required corrective action.
  • Carry out a rigorous and transparent approach to evaluate and participate in the major programme evaluation exercises in consultation with the Representative, the Operations Officer, the Evaluation Officer and others to improve efficiency and quality of programme delivery. Participate in annual sector review meetings with government counterparts. Ensure the timely preparation of annual program status reports.
  1. Partnership, Coordination and Collaboration
  • Maintains continuous, effective and strategic coordination, communication, consultation and liaison with the Sahrawi Authorities, UN agencies, NGOs, donors and allies to appeal for aid for children and children/women with special needs resulting from the emergency situation requiring an effective emergency response in all sectors.
  • Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability.
  • Maintain close collaboration with heads of sectoral programmes in the CO, Regional and HQ advisers for effective overall coordination on the humanitarian response in Tindouf.
  • Plans, develops and implements sectoral programme(s) by collaborating with the government and other partners. Provide leadership in provision of technical advice, negotiation, advocacy for partnerships and resource mobilization efforts with donors for the humanitarian response.

    Impact of Results

  1. Emergency preparedness and response (addressing gender issues that may be expected to intensify during emergencies) is effectively arranged together with establishment of country contingency plans and early warning mechanisms.
  2. Emergency plans of action are developed, and compliance and coordination of all sectors with the plans are implemented.
  3. Technical advice on emergencies and programme management related to implementation of emergency preparedness measures are effectively provided.
  4. Emergency preparedness and response, and a consistent flow of information of the humanitarian situation are effectively coordinated within the office. Ensure an efficient management of the resources made available to the Tindouf humanitarian programme (financial, material or human resources)
  5. Substantive improvements are made in the emergency preparedness and response capability of UNICEF staff and implementing partners through conduct of effective training activities.
  6. In the event of an emergency/humanitarian crisis, UNICEF's presence is promptly established, and the initial emergency operational tasks are effectively executed.
  7. Needs assessment is effectively conducted to determine priorities and an appropriate intervention by UNICEF based on the local emergency situation affecting children, their families and community. Share a quality contribution to sector analyzes through regular updating of data and indicators necessary for regular monitoring and periodic reviews of the programme carried out with partners.
  8. Emergency appeals and project proposals are prepared, and concerted efforts are put forward to mobilize donor response and recovery/rehabilitation-related funding. Produce periodic reports for the visibility of the humanitarian programme and the mobilization of resources
  9. Longer-term requirements of the emergency operation/interventions are determined to build a regular operational and staffing structure.
  10. Continuous, effective and strategic coordination, communication, consultation and liaison are maintained with Sahrawi authorities, UN agencies, NGOs, donors and allies in support of the special needs of children and women affected by emergency situations within the framework of the cluster approach and based on the Core Commitment for Children. Ensure active, effective and strengthened partnerships with all sectors concerned (education, health & Nutrition, child and youth protection). Liaise and represent UNICEF at coordination, meetings, forum and workshops as required.
  11. Management is kept informed of humanitarian developments in relevant policies, situation developments, potential threats and opportunities/issues in the country.
  12. Emergency preparedness and response strategies are mainstreamed in the country office's workplans. Sectoral input is provided for all related documents for the office’s Emergency Preparedness and Response, as well as for the Situation Analysis and the Country Programme Document.

To qualify as an advocate for every child you will have…

Education:

Advanced University degree in one of the following fields: social sciences, relevant humanitarian sector/conflict studies, public administration, international law, international relations, business administration or other related disciplines.

Experience:

Five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.

Developing country work experience, specialized training/experience in emergency response management highly desirable. Knowledge of the context of the Sahrawi refugee in Tindouf is an additional asset.

Technical Know-How

In-depth knowledge in at least one of the sectors concerned by the programme (education, health and nutrition, child protection, youth);

Knowledge of the principles guiding humanitarian action in responding to the nees of children, women, mothers and families

Ability to adapt to the working conditions induced by the daily movements in the Sahrawi refugee camps

Ability to work in a team, in a multidisciplinary and in a multicultural environment

Language Requirements:

Fluency in French and arabic is required. Knowledge of another official UN language (English and Spanish) language of the duty station is considered as an asset.
