This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Under the guidance and supervision of the UNDP/GF Project Manager in Benguela, the UN Volunteer in Angola will work to support the establishment of a foolproof audit trail in preparation for upcoming audits and for general accountability of donor resources and ensure that UNDP, as Principal Recipient and all Sub-Recipients abide by all the policies and procedures for both Global fund and UNDP in the execution of activities for the Global Fund project.

Program Management, PSM, Finance management, Monitoring and Evaluation, and Governance are the key pillars in Global Fund-financed projects and are governed by the same regulations, rules and procedures of UNDP under the principles: a) Provide the best value for money, b) Embody fairness, integrity, transparency, c) Engage in effective international competition and d) Serve the interests of UNDP.

Value for Money is about providing services of the right quality, level and cost that reflect the needs and priorities of customers, council taxpayers and the wider community.

The National UN Specialist Volunteer will be effective in supporting the monitoring of project routines, systems and standards of the key elements of programme/project performance, usually inputs (e.g. activities, staff, curricula, materials) and outputs (e.g. intervention sessions completed, people reached, materials distributed, pharmaceuticals distributed, assets distributed and installed etc.) through proper record-keeping, regular reporting and surveillance systems, as well as service delivery point observation and client surveys.

Within the delegated authority and under the supervision of Head of Unit or his/her designated mandated representative(s), the UN Volunteer Program Assistant will support the Global Fund PMU to prepare adequately for the upcoming OAI audit by performing the following tasks: • Support the preparation and management of a clear audit trail for both the principal recipient as much as the Sub-Recipients • Support the team of UNDP and the SR staff managing the project to collect all the reports of activities implemented from July 2021 to March 2024 and ensure that they are filed both physically and electronically. • Support the staff to put together field monitoring and supervision reports to the municipalities and ensure that they are systematically filed. • Support the team in the province to collect and file all minutes of meetings held during this period. The team should have all the documentary evidence of engagements be-tween the PR and the SRs properly filed. • Support the finance unit to ensure that every financial transaction abides with the financial policy of both UNDP and Global Fund. Follow up and collect all missing back up documents in the form of reports of activities for which a financial transaction was performed. • Support the SRs to ensure they have all the documents (project strategic framework, Budgets, plans of actions, activity reports, field trip reports, minutes of meetings held, etc) properly filed in a chronological manner. • Support the project to ensure all the assets of the project and entered on the asset listing, including those in use by the SRs and those installed at health units, and are kept in a secure place. • Support the team to maintain an up-to-date asset tracker, and all documentation regarding loss of assets is properly filed. •
• Support the reception of health products at the Benguela and Cuanza Sul health units; ensure that Delivery Notes Reception Reports are issued and are on file. • Support the administrative processes related to the quality control of health products. • Organize the archiving of health procurement documentation. • Provision of wide range of support on administration/programme activities.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Office Administration and project management: • Relevant professional experience in project design and implementation, monitoring and evaluation systems. • Experience in document management, reporting and inventory management • Experience in the use of Office Machines like computers, Photocopiers, conferencing equipment and in documentation systems and filing processes and procedures. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management. • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. The applicable Volunteer Living Allowance is pro-vided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents - except for UN Community Volunteers), as well as final repatriation (if applicable).
