Prevention of Sexual Exploitation and Abuse and Protection of Victims (PSEA) by aid workers is at the core of UNICEF’s mandate. UNICEF is committed to creating environments where populations are safe and respected by humanitarian and development personnel and can access the protection and assistance they need with-out fear of sexual exploitation and abuse (SEA). Recently, UNICEF Myanmar has allocated resources for a dedicated PSEA Specialist who provides strategic, technical and operational support to UNICEF and its Implementing Partners. To prevent and respond to Sexual Exploitation and Abuse, UNICEF Myanmar laid out three main priorities, namely 1) safe and accessible re-porting that is gender and child sensitive; 2) quality SEA survivor assistance; and 3) enhanced accountability, including through prompt and respectful investigations.

Under the direct supervision of the PSEA Programme Specialist UNICEF Myanmar, the International UN Volunteer will carry out the following tasks: - Support the implementation of the PSEA Action Plan 2024 and the L2 Emergency Plan for PSEA. - Plan and organise capacity building sessions for Implementing Partners on PSEA at decentralized level. - Set up and steer the PSEA Community of Practice for PSEA Focal Points and Im-plementing Partners in Myanmar. - Track the execution of the Capacity Development Plans for each Implementing Part-ner with moderate and high risk PSEA scores. - Monitor the Key Indicators on PSEA and document good practices. - Liaise with PSEA Focal Points in UNICEF’s Field Offices and with technical staff from different sections and operations of UNICEF. - Provide translation (English/Myanmar) of PSEA Core Standards documents and dur-ing training sessions. - Note taking and other administrative tasks. - Any other duty.

Master’s Degree or equivalent Advanced Degree in international affairs/development, economics, governance related, public policy/administration, or other related field with 3 years of relevant experience. A Bachelor University degree in a relevant field combined with (2) additional years of professional experience may be accepted in lieu of an advanced university degree.

Myanmar is second biggest country in term of land after Indonesia in South East Asia Region. It has a population of over 54 million living across seven States and Seven Regions plus Union Territory, where all central government departments are located. About 70% of population are living in rural areas and main economy of Myanmar is agriculture. Myanmar is subtropical and tropical country with three distinct seasons: Summer (from March to June), Rainy (from July to October) and Winter (from November to February). Sittwe, is the capital of Rakhine State, Myanmar. Sittwe, pronounced saittway in the Rakhine language, is located on an estuarial island created at the confluence of the Kaladan, Mayu, and Lay Mro rivers emptying into the Bay of Bengal. The city has 181,000 inhabitants. Sittwe is currently a “Level 2” area and therefore the Designated Official for Security for Myanmar must receive a travel notification in advance and provide security clearance. On 1 February 2021, the Myanmar Military took over the power from the democratically elected government and declared a state of emergency. Following the takeover, the security situation in the country worsened. Since 30 March 2021, there has been a family restriction in place and eligible family members of international staff members have been evacuated. Civilians, especially governmental staff joined a Civil Disobedience Movement (CDM). Consequently, provision of almost all the public services is affected especially banking and health care systems. In addition, as numerous anti-coup groups are now shifting focus from peaceful demonstration to armed revolution, security situation in Myanmar is currently volatile and unpredictable. Acts of violence by both parties of the conflict can occur anywhere, anytime and a further deterioration of the security situation is possible.
