FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

Currently, FAO Mongolia is implementing a number of projects in partnership with other agencies with the objective of increasing the capacity of Mongolian communities capacity to implement innovative and sustainable long-term landscape management to address food system challenges, boosting employability, promoting ecosystems for entrepreneurship and innvovation and dealing with climate stresses, mmainstreaming climate change adaptation into the agricultural landscape management, increase agricultural productivity, sustainablility and value addition

Reporting Lines

Under the overall supervision of the FAO Representative and direct supervision of the National Project Managers of selected projects, and in close liaison with the AFAOR and communication, operational and admin staff of the FAO, the Monitoring and Reporting Specialist will be responsible for the following tasks: Tasks and Responsibilities • Elaborate a sound Monitoring and Evaluation (M&E) framework for selected projects based on the project documents and the scope and type of activities carried out; • Prepare and implement the M&E action plan for the selected projects and report on progress made towards achieving the project outputs and project outcomes; • Develop monitoring, baseline and impact indicators for the project success; • Ensure that indicators are gender sensitive (disaggregated by age and sex) and data and information are collected and analyzed in gender sensitive way; • Report monthly, quarterly, half-yearly and annual progress on the project activities to the Project Managers; • Prepare Issues Log and Risk Log for the project; • Collect data from field surveys, interviews with different stakeholders and other sources. • Monitor the sustainability of the projects’ results and impact; • Recommend criteria for the selection of beneficiaries for FAO project activities based on findings from needs assessments; • Monitor that the beneficiary identification and selection processes follow these criteria and identify challenges and make recommendations for improvement as necessary; • Provide feedback to the Project Managers on project strategies and activities, recommend further improvement of the logical framework of the projects and suggest strategies and actions for improving the efficiency and effectiveness of the projects by identifying potential bottlenecks and developing plans to minimize or eliminate such bottlenecks; • Develop reports presenting the findings of M&E activities and assessments and lessons learnt; • Liaise with the communication coordinator to provide messages on impact of project activities; • Provide required inputs to FAO project reports; • Assist the project personnel in the use of M&E tools; • Provide any relevant technical training to the local governments and Project implementation team on M&E and reporting related matters; • Prepare and maintain data base; • Perform other M&E and reporting duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• A university degree in agriculture or economics and post-graduate qualifications in agriculture economics, rural development, management, M&E (or related technical disciplines); • Excellent command of language in English and Mongolian including ability to write clearly and concisely is essential. • A minimum of 5 years ‘experience in implementing participatory monitoring and evaluation systems within the context of agriculture and environment. • Nationality of Mongolia.

Technical/Functional Skills

• The Monitoring and Reporting Specialist should be familiar with community-driven development and participatory monitoring and evaluation approaches and their application in the field; • The Monitoring and Reporting Specialist should also possess strong communication, team building and computing skills (word processing, spreadsheets and data-bases) and be fluent in spoken and written English and Mongolian languages;
