Major Responsibilities:

Monitoring, Evaluation, and Learning leadership, capacity building, and culture change

- Collaborate with program and office leadership, and the Research, Analysis, and Learning team, in assessing Monitoring, Evaluation, and Learning (MEL) capacity and practices. - Work with office leadership and program staff to develop and implement a strategy aligned with IRC standards, and to build upon and sustain MEL capacity and practices, ensuring use of the IRC’s Outcomes and Evidence Framework, a Gender Equality, Diversity, and Inclusion (GEDI)-informed approach to program design and Monitoring and Evaluation (M&E) planning; and to establish program routines that support M&E planning, data analysis and use, and learning. - Ensure the Client Influence Strategy actively informs and guides program design and program activities, including MEL practices mentioned above, and that office leadership and program management understand and actively participate in its implementation as well as its revisions as needed. - Supervise Data & Evaluation Coordinator.

Provision of hands-on MEL technical assistance throughout the project cycle

- Support program staff in the design of evaluable programs and projects that are outcome-focused, client responsive, and informed by learning, research evidence, and data—including data from client needs assessments and intersectional context analysis. - Review, and when needed coordinate development of, program and project theories of change. - Support program staff in the development of M&E plans (including log frames), and where relevant, research plans, that meet organizational standards and facilitate learning and client-responsive, GEDI-informed, data-driven service delivery. - Support program staff in the GEDI-informed design and implementation of data collection tools, including tools to capture client feedback. - Support program staff in developing and implementing strategies to close client feedback loop (i.e., reporting back action taken based on feedback). - Support donor reporting as needed. - Support teams in setting up projects in ETO and other relevant databases. - Data quality assurance—including ensuring quality of core indicator data, conducting data quality audits when needed. - Lead MEL for strategic projects. - Support program staff with data analysis and action planning and capture of lessons learned. - Facilitate or support program staff with M&E planning with partners. - Coordinate multi-project/sector M&E initiatives to advance office and organizational priorities within the office. Examples include: - Implementation of standardized knowledge management procedures to make lessons learned available to IRC colleagues to inform program/project design and M&E. - Oversee development and implementation of cross-cutting tools and processes to collect, analyze, and use client feedback data. - Oversee intersectional assessment of client needs and preferences and context and supporting program staff in developing action plans based on findings.

Coordinate internal reporting and monitoring progress of the office’s Strategic Action Plan

- Coordinate internal development and revision of the SAP implementation plan as needed. - Monitor and report progress of the SAP implementation plan. - Coordinate office response to Quarterly Strategy Reviews (QSR) and annual stats data requests and ensure the RAI Project Tracking Tool is updated.

Provide thought leadership to advance monitoring, evaluation, and learning at the global level:

- Collaborate with program managers and research partners to inventory, understand, and capture learning from internal and external research projects to ensure protection of sensitive client data and capture of findings and learnings. Where needed and approved, actively coordinate research in collaboration with relevant teams and partners. - Pilot and input recommendations, learning, and knowledge into global MEL related tools and processes. - Active participation in RAI’s MEL working group and community of practice. - Active participation in the weekly Leadership Team meeting, All Staff meeting, and one on one meetings with supervisor. - Comply with all policies and protocols of the agency. - Support general office logistics, such as office support and front desk, as applicable and feasible. - Other duties as assigned.

Job Requirements:

Education: A university degree in a relevant discipline (preferably in social sciences, data science, or a related field)—a technical degree together with additional relevant work experience may substitute for education.

Work Experience: Experience developing and implementing M&E plans; coordinating and/or conducting project evaluations, conducting qualitative and both descriptive and inferential quantitative data analysis. Experience conducting evaluations of programs for refugees or displaced populations preferred; minimum of 5 years’ experience strongly preferred.

Demonstrated Skills & Competencies:

- Leadership experience with M&E planning, system set-up, maintenance, and oversight from inception to close-out. - A strong understanding of routines that promote data quality and data-driven decision making. - Experience with data management systems. Experience with Social Solutions’ ETO platform is highly desired. - A strong understanding of client feedback systems and demonstrated dedication to applying a GEDI lens to monitoring, evaluation, and learning. - Demonstrated experience with MEL capacity building/training. - A strong understanding of principles and processes involved in collection of data from linguistically diverse refugee, immigrant, and migrant (RIM) populations. - Proven experience with donor reporting and data visualization. - Strong understanding of the relationship between program design, M&E, and technical skills needed to support program staff in designing evaluable projects and using data and evidence to inform project design. - Advanced M&E knowledge, including knowledge of basic M&E concepts and tools, as well as some or all of the following: design of evaluable projects, data analysis, statistics, electronic data collection, sampling, evaluation and research methodologies, and Power BI. - Demonstrated ability to promote an organizational culture that reflects IRC’s core values of service, accountability, integrity, and equality. Ability to lead in a way that recognizes that IRC’s work is best accomplished through the true collaboration of individuals from many cultures with a great variety of skills and perspectives. - Demonstrated success working and communicating effectively in a multi-cultural environment. - Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively. - Attention to detail and accuracy in work product. - Fluent in English, both spoken and written; proficiency in language(s) spoken by client group is desired. - Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes. - Valid driver’s license and access to a personal, insured vehicle preferred.

Working Environment:

A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.

May require occasional weekend and/or evening work.

Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
