You have:

  • Master’s degree in a relevant area, such as social work, public health, gender studies, or related field.
  • At least 3 years of professional work experience in health and gender-related programs, with data management experience preferred.
  • Demonstrated experience in results-based management focusing on planning, monitoring, and reporting.
  • Demonstrated understanding and experience in working with data management tools like DHIS2, HMIS, or Microsoft Power BI.
  • Excellent oral and written skills, and aptitude for documentation and reporting.
  • Ability to work effectively in a multicultural team, with sensitivity to cultural and social issues.
  • Solid overall computer literacy, familiarity with MS Office applications, and database management.

Contract

UNFPA Afghanistan Country Office is strengthening support to its regional offices with M & E function. UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s strategic plan (2022-2025), reaffirms the relevance of the current strategic direction of UNFPA and focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. These results capture our strategic commitments to accelerating progress towards realizing the ICPD and SDGs in the Decade of Action leading up to 2030. Our strategic plan calls upon the UN Member States, organizations, and individuals to “build forward better”, while addressing the negative impacts of the Covid-19 pandemic on women’s and girls’ access to sexual and re productive health and reproductive rights, recovering lost gains, and realizing our goals. Afghanistan faces an unprecedented humanitarian crisis with very real risk of systematic collapse and human catastrophe. The crisis is feared to rollback development gains of the last twenty years. In response to the humanitarian situation, UNFPA in Afghanistan works towards increasing the availability and use of integrated SRH/PSS services (including family planning, maternal health and psychosocial support) that are gender- responsive and meet human rights standards for quality of care and equity in access. Within this context, the M&E Associate will provide assistance to the smooth and transparent implementation of the Results-Based Monitoring and Evaluation and support the UNFPA M & E Unit in data collection, processing, validating, storing, and reporting with evidence-based recommendations. She/he ensures completion, accuracy, reliability, and timeliness of the required data.

Within the delegated authority and under the supervision of the respective Heads of Offices with technical reporting to the Monitoring and Evaluation Specialist, the UNV M & E officer will: ● Establish field monitoring plans under their respective regions and ensure extensive monitoring of the UNFPA supported facilities in line with the agreed checklists including regular follow up until the monitoring findings are addressed. ● Create/ or contextualize standard data collection tools for the M & E activities as required. ● Ensure routine Data Collection, Data Analysis and timely monitoring of the planned activities. ● Conduct trainings of the implementing partners on planning, monitoring and evaluation at regional levels. ● Collect standard data for all M & E related activities within the respective regions. ● Clean and compile all Service Delivery Points (SDP’s) facility and community level data and ensure quality of the data by applying data quality assurance protocol and methods for providing the program clean, complete, and up to date data. ● Closely track and monitor the statistics and programme indicators on a regular basis and provide feedback to the implementing partners and the programme teams. ● Provide additional analysis of data and information on different variables when needed ● Share and discuss M&E findings and compiled data with relevant program staff to inform program activities ● Support development of project monitoring plan of the projects ● Support the community based monitoring initiatives and the third party monitoring mechanism and coordinate with the Programme Staff and Implementing Partners in the effective roll out of the monitoring activities. ● Coordinate donor supported third party monitoring mechanisms and ensured adequate preparations for successful missions. ● Work with the AAP community feedback mechanism to identify ways of integrating the data generated into existing reporting mechanisms. ● Develop regional monitoring plans and ensure follow up of monitoring findings. ● Provide overall support to the UNFPA and donor monitoring activities including TPM, Donors TPM and community based monitoring initiatives. Conduct trainings of the implementing partners on planning, monitoring and evaluation at regional levels. ● Update the List of Service Delivery Points in coordination with the Programme Teams and Implementing Partners including donor and geographic updates. ● Update the monitoring tools as needed and conduct training of the implementing partners on the revised tools. ● Coordinate the M&E Dashboard updates with IM teams and implementing partners. ● Update the training data in coordination with the programme teams on a monthly basis. ● Prepare the donor data for preparing monthly updates based on the Dashboard data. ● Provide support in updating the data on the sitreps, donor progress reports, updates and briefing notes. ● Update the field missions follow up matrix and coordinate with the relevant focal points on the implementation of the recommendations. ● Assist in training the field staff on M & E tools and protocols. ● Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment. ● Any other related tasks as may be required or assigned by the supervisor.

Master’s degree in a relevant area, in social work or other social sciences, public health, community health, international relations, international law, gender studies, human rights or related field. ● At least 3 years of professional work experience at the national and/or international level in health, and gender related, or other relevant programmes; experience within data collection, management and analysis is an asset, as is experience working in the UN or other international development organization. ● Demonstrated experience in results based management with special focus on planning, monitoring and reporting ● Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to sharing of sensitive data. ● Demonstrated understanding and experience of working in data management tools such as DHIS2, HMIS, Microsoft Power BI etc. ● Excellent oral and written skills; excellent drafting, formulation, reporting skills. ● Accuracy and professionalism in document production and editing. ● Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. ● Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. ● Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.

This position will be based in Kabul, the capital city of Afghanistan. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. Working week for the UN in Afghanistan is from Sunday to Thursday.
