Result of Service

The ultimate result of the services will be the development and implementation of comprehensive L&D indicators and reporting tools, as well as the coordination of L&D transparency with international processes. This will ensure a centralized, transparent, timely, and high-quality data collection and monitoring reporting process for L&D. The outcomes will strengthen the Enhanced Transparency Framework and the Global Stocktake for L&D, helping national governments to expand existing climate transparency frameworks to include L&D.

Duties and Responsibilities

The UNEP Copenhagen Climate Centre (UNEP-CCC) requires a consultant to develop comprehensive Loss and Damage (L&D) indicators and reporting tools for selected sectors, and to coordinate L&D transparency with international processes. This is part of the UNEP Belgium Fund aimed at increasing awareness, capacity, and policy responses related to L&D transparency and reporting. The consultant will work closely with the UNEP-CCC project manager and will contribute to enhancing the transparency and accountability of L&D reporting related to climate change impacts. This work supports countries to assess and report on their loss and damage economics and non-economics impacts and arrange their data arrangement system under the enhanced transparency requirements. Output Expectations Phase 1: Development of Indicators and Reporting Template/Tool • Collect existing indicators used or considered by governments and non-governmental actors for L&D reporting. • Develop detailed indicator sheets and an Excel-based or digital reporting template. • Create calculation methods and guidelines for indicators, including assessment guidelines and insights on developing baselines and setting targets. • Organize and facilitate an online expert workshop to establish a "good practice" set of indicators by sector or theme. • Produce a comprehensive report on relevant L&D indicators for both economic and non-economic losses and damages, including a data collection tool/template for reporting. Phase 2: Coordinating Loss and Damage Transparency with International Processes • Identify potential synergies and overlaps with existing international processes, such as the Sendai Framework and the Sustainable Development Goals (SDGs). • Organize and facilitate an expert workshop to discuss lessons learned for including L&D in Biennial Transparency Reports (BTR) reporting, and issues relevant to the Warsaw International Mechanism (WIM) and the Global Stocktake. • Develop and implement awareness-raising and dissemination strategies for project findings and recommendations. • Produce a report describing the possibilities of integrating L&D transparency mechanisms with other international processes. Performance Indicators • Timely submission of detailed indicator sheets and reporting template. • Successful organization and facilitation of expert workshops. • Delivery of comprehensive reports on L&D indicators and the coordination of L&D transparency with international processes. • Development and dissemination of effective awareness-raising and dissemination strategies. • Positive feedback from stakeholders and participants in workshops.

Qualifications/special skills

A postgraduate degree in climate change, environmental science, or a related field is essential. • Experience: A minimum of 5 years of experience in climate change policy, with a particular focus on loss and damage. • Knowledge: Strong understanding of international climate change frameworks and processes • Analytical and Report Writing Skills: Demonstrated ability to conduct thorough analyses and produce clear, comprehensive reports. • Proficiency in data analysis and indicator development • Workshop Facilitation: Proven experience in organizing and facilitating expert workshops. • Communication and Stakeholder Engagement: Excellent communication skills and the ability to engage effectively with a variety of stakeholders.

Languages

Fluency in English is required, knowledge of other UN language an asset.

Additional Information

For several years UNEP-CCC has worked on L&D, e.g., to support a stocktake of science, policy, and practice, and to identify priority areas for policy development, country support, and capacity building. Supported by UNEP Belgium Fund and building on this work, UNEP-CCC is implementing a new initiative to increase awareness, capacity, and policy responses related Loss and Damage transparency and reporting. Although few countries have started reflecting on Loss and Damage in their international reports, in most cases, information is not transparent and comparable. This project will help national governments to expand existing climate transparency frameworks to include loss and damage. Building on the multiple national-level initiatives in this area, of varying levels of ambition, the project will develop relevant L&D indicators (both for economic and non-economic losses and damages) and a data collection tool/template for data collection and reporting. The project aims to enhance the transparency and accountability of loss and damage (L&D) reporting related to climate change impacts.
