Result of Service

P1: (Intermediate Product) Validated Work Plan that explains the activities, timing and planning to achieve the objectives of the process. P2: (Intermediate Product) Report on the communicational scope of the campaign in the media, which allows evidence of the work carried out and its impacts on the selected media. P3: (Final product) Communication material related to carbon market and non-market: Generate a communication and dissemination process on the implementation of Article 6 in Ecuador based on the inputs generated by the experts in charge of deliverables 1, 2, 3 and 4. Produce audio-visual material that allows MAATE to socialize the tools generated and next steps to the actors of interest. In addition, the consultant will work on the planning and execution of the workshop on national and international market and non-market approaches to carbon.

Duties and Responsibilities

The communication consultant: will have direct responsibility for the development of deliverable 4 "Communication material related to market and non-market approaches to industrial and energy carbon. Based on this, ICAT is expected to strengthen the country's capacities to carry out Biennial Transparency Reports (BTRs), established in Article 13 of the Paris Agreement. It is considered important to carry out a communication process parallel to the process of implementation of Article 6 of the Paris Agreement in Ecuador to promote: 1. Transparency and participation: Effective communication ensures that there is transparency in the implementation process, allowing the Ecuadorian population to be informed about the actions and decisions taken in relation to the agreement. In addition, it encourages citizen participation by involving different actors in debate and decision-making. 2. Sensitization and awareness: Communication is key to raising awareness among the population about the importance of combating climate change and complying with the commitments made in the Paris Agreement. Through communication campaigns, Ecuadorian society can be made aware of the actions that are being carried out to reduce greenhouse gas emissions and adapt to the effects of climate change. 3. Coordination and collaboration: Effective communication facilitates coordination between the different institutions and actors involved in the implementation of Article 6 of the Paris Agreement in Ecuador. It allows for the establishment of channels of dialogue and collaboration that are essential for the success of climate actions. The selected candidate will contribute to making visible the process Formulation of key tools to contribute to the implementation of the Climate Transparency Framework in Ecuador on Article 6 of the Paris Agreement that will be generated to maintain coherence between the results and tools developed for the other sections of Article 6 that are part of the process through the generation and dissemination of communicational inputs. • Maintain close communication with the leader of the process of "Formulation of key tools to contribute to the implementation of the Climate Transparency Framework in Ecuador on Article 6 of the Paris Agreement" • Generate verifiable (minutes, emails, etc.), of meetings, events and other spaces that are generated for the development of the products. The responsibilities of the communication consultant in Ecuador include: • Design and implement a strategic work plan for communication and design of audio-visual material. • Design and produce communication material (graphic, audiovisual, photographic, etc.) for • Article 6 in Ecuador, based on the objectives and guidelines of the Leader of the process in coordination with the SCC of MAATE, considering the dissemination of the material through various digital and printed media. • Articulate with the experts in charge of generating the tools for articles 6.2; 6.4 and 6.8 • Coordinate technical meetings with the team of experts and the technical counterpart of the Undersecretariat of Climate Change (SCC) of the Ministry of the Environment, Water and Ecological Transition (MAATE). • Once the communicational inputs have been generated, promote the respective reviews and approvals based on the guidelines and requirements of the MAATE.

P3: (Final product) Communication material (video, podcast, iconography, etc., as determined in the work plan) related to carbon market and non-market: Generate a communication and dissemination process on the implementation of Article 6 in Ecuador based on the inputs generated by the experts in charge of deliverables 1, 2, 3 and 4. Produce audio-visual material that allows MAATE to socialize the tools generated and next steps to the actors of interest. In addition, the consultant will work on the planning and execution of the workshop on national and international market and non-market approaches to carbon. Both the intermediate and final products must be delivered with their respective technical validation and approval by the relevant actors. It is required to have the documentary data of the process and final files in original files and pfd version. Included of the tables, graphic, artwork that are part of the product. 1. Knowledge of the Paris Agreement: It is essential to understand what the Paris Agreement consists of and what its main objective is in terms of fighting climate change. This includes knowing the commitments and mechanisms of international cooperation that it establishes, including Article 6 which refers to carbon market mechanisms. 2. Knowledge of Article 6 of the Paris Agreement: The communicator should have an understanding of Article 6, which sets out the frameworks for the implementation of carbon market mechanisms, such as the Emissions Trading System or the Sustainable Development Mechanism. You need to understand how these mechanisms can contribute to the reduction of greenhouse gas emissions and how they are being implemented in Ecuador. 3. Knowledge of the national context: It is important that the communicator knows the current situation of the country in terms of greenhouse gas emissions, environmental policies, prioritized sectors for climate change management, among others. This will allow you to contextualize the importance of Article 6 implementation in Ecuador. 4. Communication skills: The communicator must have solid communication skills to clearly and effectively convey information about Article 6 of the Paris Agreement and its implementation in Ecuador. You must be able to tailor the message to different audiences and communication channels. 5. Knowledge of sustainability and climate change: It is essential that the communicator has a good understanding of the concepts of sustainability, climate change, mitigation and adaptation, as well as the actions necessary to face these challenges at the global and local levels. 6. Public relations and media management: They must have skills in public relations and media management to promote the dissemination campaign effectively, seeking maximum visibility and impact on society and the media. 7. Interdisciplinary collaboration: Given the complexity of the topic, it is important that the communicator can collaborate with experts in climate change, sustainability and environmental policies to ensure the accuracy and relevance of the information transmitted in the dissemination campaign. a) Analytical capacity and power of synthesis. b) Report writing and attention to detail. c) Ability to provide services effectively in complex areas, respecting political, social and environmental sensitivities. d) Abilities to successfully conduct activities like workshops, seminars and others related.

Languages

Spanish (spoken and written) is required. Knowledge of English desirable

3 Reporting lines • Maintain close communication with the leader of the process "Formulation of key tools to contribute to the implementation of the Climate Transparency Framework in Ecuador on Article 6 of the Paris Agreement". • Generate verifiable (minutes, emails, etc.), of meetings, events and other spaces that are generated for the development of the products. • The products will be reviewed by the UNEP and MAATE team, and the final version will need to be approved by UNEP and MAATE. • The consultant/individual contractor will report to Denis Desgain – UNEP CCC Program Officer.
