This position is within the Programme Effectiveness Team section of the Division of Data, Analytics, Planning and Monitoring, reporting to the Chief of the Learning and Knowledge Exchange. The Division aims to ‘drive decision making and organizational learning for now and the future, improve effectiveness and achievement of results of UNICEF and its partners to realize the rights and improve the life of every child’. The priorities of the Programme Effectiveness Team include a) reforming programme monitoring, and strengthening partnership and risk management across all contexts, b) enhancing programme effectiveness by simplifying and improving the quality and impact of programming, including through digital transformation, and c) reinforcing organizational learning on delivering results for children at scale, and building strong knowledge management and exchange.

How can you make a difference?

Under the supervision of the Chief, OLKM, the Learning and Development Specialist will be responsible for coordination and development of learning programmes to strengthen the capacity of UNICEF staff in areas of work relating to the mandate of the Division including on programme effectiveness and UNICEF’s data work. The incumbent coordinates with DAPM sections and units to translate technical content into coherent learning packages using a mix of approaches and promote the uptake of learning programmes through a variety of tools available, as well as supporting teams to identify learning needs, identify approaches to address them and to support evaluation of learning programmes undertaken.

Key Accountabilities and Duties & Tasks

1. Development and Delivery of Learning Programmes to deliver on the DAPM priorities

Based on identified needs, assist in the design and implementation of innovative and focused staff development strategies capable of delivering real performance gains in the Organization using a mix of approaches, including formal and informal learning. Implement cost-effective approved range of courses by mobilizing internal resources such as AGORA. Identify external resources to support capacity development of UNICEF staff and partners, where strategic. Communicate learning to staff through a variety of channels.

2. Identification of Learning Needs

Monitor and analyse organizational learning needs relating to DAPM’s mandate. Support the development of tools and coordinate the assessment of existing competencies as well as identify current and future learning needs in emerging areas of UNICEF’s programme effectiveness and data work. Support skills building among staff across the organisation, contributing to a strengthened data function, strengthened monitoring function, enhanced knowledge management function, with specific attention to ensuring such capacities are available at country office, regional office and headquarters levels.

3. Co-opting and Managing Vendor Relations

While much of the design and roll-out of learning programmes will be managed by the incumbent and colleagues within the division, the incumbent will also manage the processes of procuring service(s) to support learning by developing Terms of Reference, coordinating review of proposals and co-option of vendors and institutions. Coordinate and manage the interface between external training providers and UNICEF ensuring that the training given meets staff needs and contributes to the acquisition/development of competencies required for effective implementation of the SP.

4. Assessment of Learning Programmes

Assess quality of and results achieved through ongoing learning programmes and ensure consistency of delivery methods. Update content in collaboration with subject matter experts. Use assessment(s) to develop lessons learned to ensure that the assessment(s) contribute to improved future products.

5. Partnership Building

Work closely with colleagues in other units in the division in identifying and establishing partnerships with institutions and other organizations to leverage on their strengths and to ensure that learning developed within UNICEF is widely shared as appropriate and that UNICEF staff can access and benefit from the already existing learning programmes.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in education, adult learning or other relevant disciplines including, Educational Technology, Management of Non-Profit Organizations, Human Resources Development, International Relations, Development Studies.
  • A minimum of five (5) years of relevant professional experience in adult learning.
  • Excellent written and oral communication
  • Experience in developing on-line, face-to-face and blended learning programmes for adult audiences.
  • Strong project management, coordination and collaboration skills and sound research skills.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
