UNICEF EMOPS/New York HQ is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period.

This position is situated in the Humanitarian Evidence and Learning section (HELS), one of 7 sections in the Office of Emergency Programmes (EMOPS) of UNICEF in New York HQ. EMOPS has several objectives: (a) strengthen preparedness and timely, effective and efficient response to humanitarian crises in varied contexts; (b) strengthen sustained access for principled humanitarian assistance and protection for children affected by humanitarian crises; and (c) strengthen on strategic alliances, partnerships and advocacy for child-focused humanitarian action. The section also serves as an important hub connecting to mainstream functions leading the organization on data strategy, programme process and organizational performance management, and evidence generation through research and evaluation.

HELS is a new section in EMOPS, bringing together several functions with a view to strengthening the link between evidence generation, learning and use of evidence to steer humanitarian action. In this context, evidence generation spans data on the situation of children and women, context shifts and risks, performance management data, and conclusions and lessons from research and evaluation. By contributing to stronger humanitarian evidence generation and analysis, knowledge management and learning programmes, the section will in turn support the wider EMOPS and the wider UNICEF organization.

Within the portfolio of HELS and as an active member of its team, the incumbent will support UNICEF Country Offices (CO’s), regional Offices (RO’s) and HQ staff capacity for preparedness and principled humanitarian action, through the roll out of learning packages in line with the most recent humanitarian learning implementation plan.

These will be frequently updated by this position as well as emergency preparedness and response (EPR) training packages. The latter will be delivered at trainings, and the curriculum will include response planning with new guidance / template and an EPR reference document.

Consultations for good humanitarian practices and the development of online modules for managers in Complex High Threat Environments (CHTE) are other tasks for this position, as well as providing support provided to the development of CO simulations, oversight for development of simulation packages.

How can you make a difference?

Under the general guidance of Chief, Humanitarian Evidence and Learning Section (HELS), and in active partnership with the Division of Human Resources (DHR) and other HQ divisions, sections/units as well as Regional, and Country Offices the incumbent will develop humanitarian learning strategies, assess and analyze competencies, learning, and training needs to fulfill these strategies, and contribute to the implementation of UNICEF’s global learning strategy.

The incumbent will therefore identify, develop, implement, and evaluate learning programmes, activities and products contained in the defined curricula (and other emergency-related needs); help develop capacity of HQ, Regional, and Country Office staff to prepare for and undertake humanitarian activities; coordinate and provide guidance in the implementation of learning plans across the globe associated with the rollout of humanitarian action, and to monitor and evaluate their effectiveness. The strategies must cover different target audiences, and in particular: country and regional office leadership roles, programme and operations technical roles and field practitioners including Emergency Specialists, Chiefs Field Offices etcetera.

1) Strategic learning management

  • Develop and implement a humanitarian learning strategy for emergency related soft and technical skills, in close collaboration with staff responsible for capacity development, Subject Matter Experts and other stakeholders. Ensure establishment and use of partnerships with other organizations and institutions when relevant.
  • Ensure sustainability and effectiveness in the delivery of identified learning programmes, through selection of tools and partners, and the formalization of processes.
  • Ensure regular learning needs assessments and/or skills gap analysis and propose an integrated and comprehensive set of solutions to address the needs of internal audiences (UNICEF staff) and external audiences (partners and counterparts).
  • Develop and implement a Humanitarian accreditation programme and a Humanitarian skills framework.
  • Establish a strategy for provision of learning programmes to cover identified needs. In close collaboration with UNICEF Country and Regional Country Offices, create an annual Learning Plan focused on using complementary solutions including but not limited to face-to-face traditional training, workshops, case studies, blended and modular learning solutions, e-learning, webinars, etc.
  • Actively encourage the development of a continous learning culture and the creation of environments that enable learning.
  • Promote learning which supports collaborative forms of learning and knowledge exchange related to Humanitarian Programmes using social learning technologies.
  • Remain informed of the latest developments in technology enhanced learning, learning design practices and community of practice management. Propose innovative solutions when and where suitable.
  • Ensures ongoing support to managers and staff in the design and roll-out of relevant people management strategies
  • Contribute to the development of a humanitarian leadership strategy and where appropriate work with select consultants to support the organization of and delivery of content in workshops for regional humanitarian leadership.

2) Learning design coordination

  • Work closely with EMOPS Subject Matter Experts (SMEs) and Regional Emergency Advisors, and Regional Chiefs of HR and Country Emergency Learning Focal points to define learning goals and content and to manage the implementation of activities in EMOPS and in field offices.
  • Work with Knowledge Management colleagues throughout the organization to ensure that lessons identified are indeed lessons learnt by sharing such information in real time: both in terms of what lead to success and what didn’t work out as intended.
  • Review existing communication channels in the organization, across Headquarter, Regional, and Country office levels and staff, to determine the "best fit" means of communicating humanitarian action by way of adapted specific learning programmes), and to identify and/or develop potential linkages with other on-going and planned programmes.
  • Develop learning content/instructional material and events in close cooperation with SMEs, keeping in mind the diversity of learners and groups of learners. Adapt learning material into different versions for different target groups.
  • Ability to consider a diversity of technological and learning design solutions based on needs and constraints.
  • Manage outsourcing and contracting of learning services from external sources including contract management, when relevant.
  • Facilitate a diverse range of activities such as high-level government visits, exchange forums,

3) Programmes management

  • Supervise the effective delivery of learning programmes, together with the Humanitarian Learning Consultants.
  • Monitor content relevance and schedule updates / revisions as appropriate, plus communicate on an ongoing basis internally within EMOPS Division and across UNICEF Regional and Country offices.
  • Manage and maintain overview of UNICEF Humanitarian learning curriculum, including overall responsibility of Humanitarian Learning content in UNICEF Learning Management System (LMS).
  • Maintain the Learning database and dashboard (excel and PowerBI systems) and report on Learning activities with different formats, including Learning KPIs, as requested
  • Design and implement other initiatives in support of learning, e.g. mentoring programmes, soft skills and other bite sized content in the area of Humanitarian Leadership Development.
  • Quality control / assessments of learning programmes.
  • Coach internal SMEs for improved facilitation skills and use of facilitation resources (online quizzes, learning games, etc.).

To qualify as an advocate for every child you will have…

  • Advanced university degree in Human Resources, Adult Education, Organizational Development or in a directly-related technical field.
  • A minimum of eight (8) years of relevant experience, at national and international levels, in communication and learning (design and delivery), organizational development and project management for a humanitarian organization.
  • Field experience in complex emergencies and high threat environments is preferable.
  • Hands-on experience in adult learning, distance and computer-based training and learning including specifically learning activities relating to humanitarian action in emergencies
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
