Result of Service The consultant will interpret several moments following a work plan according to the demands of the International Seminar. The consultant will work in close collaboration with the programme team of UN-Habitat in Rio de Janeiro.

Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

Within this context, UN-Habitat and Brazil government – represented by the Brazilian Cooperation Agency from the Ministry of Foreign Affairs (ABC/MRE) - signed the trilateral South-South Cooperation umbrella Project "Mainstreaming Sustainable Urbanization Trough South-South Cooperation” to share urban knowledge and experiences with the Global South in several areas such as housing and informal settlements, urban basic services, public spaces, post-COVID-19 response and SDGs localization.

The international seminar “South-South Cooperation for Sustainable Housing Policies” is inserted in the context of the Trilateral South-South Cooperation initiative signed. The Seminar will seek to promote the exchange of knowledge, experiences and good practices among countries of the Global South, with the aim of developing and strengthening sustainable housing policies and encouraging cooperation between participating countries to address common housing-related challenges. The Seminar will be held during the activities of the 2023 Urban Circuit, from October 27 to 31, 2023, in Rio de Janeiro.

In order to support the implementation of this project, we are looking for a interpreter to ensure a good translation of the seminar.

Report to UN-Habitat Manager

The Interpreter reports to the National Officer for Brazil, who will evaluate him/her.

Responsibilities

The Interpreter will be responsible for oral translation assignments, from Portuguese to Spanish and Spanish to Portuguese during the International Seminar “South-South Cooperation for Sustainable Housing Policies” to be held in Rio de Janeiro from 27th October to 31st October 2023. The interpretations assignments will be conducted as follows:

1. Consecutive Interpretation Services (Portuguese to Spanish, Spanish to Portuguese): Provide consecutive interpretation during the international seminar (technical workshops and field visits). 2. Simultaneous Interpretation Services (Portuguese to Spanish, Spanish to Portuguese): Provide simultaneous interpretation during the international seminar (several panels).

The selected person will be responsible for providing all the technical equipment necessary to carry out the simultaneous/consecutive translation.

The consultant will be responsible for providing the necessary equipment, such as a translation booth and headphones for the participants.

Outputs/Work Assignment

The interpretation assignments will take place according to the following schedule:

  • October 27th, Friday (from 8 am to 6 pm): Simultaneous interpretation of panel presentations. Up to 40 participants.
  • October 28th, Saturday (from 8 am to 5 pm): Simultaneous interpretation during technical field visits. Up to 40 participants.
  • October 30th, Monday (from 8 am to 6 pm): Simultaneous interpretation of panel presentations. Up to 40 participants.
  • October 31st, Tuesday (from 8 am to 6 pm): Consecutive interpretation during workshop (morning) and simultaneous interpretation during the seminar closure conference (afternoon). Up to 40 (morning) and 100 participants (afternoon).

The consultant shall deliver the following products:

Product 1: Preliminary work plan for the performance of duties (7 days after the signature of contract).

Product 2: Report of the interpretation assignments conducted (7 days after the end of the international seminar).

The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Qualifications/special skills Academic qualifications:

¿ Required: Postgraduate degree (Lato Sensu or Stricto Sensu) in Translation, Interpretation, English, Urban Studies, Sociology, Public Policies, International Relations, Geography or related field, or additional four (4) years of relevant experience to the post, beyond the requirement.

Experience:

¿ Minimum of seven (7) years of experience in interpretation and/or translation services from Spanish into Portuguese and from Portuguese into Spanish (Time of experience as self-employed, interns, and part-time count as 50%. Non-relevant experience for the position is not counted); ¿ Professional and academic experience on themes related to urban and social development and public policies is an asset; ¿ Familiarity with and interest in urban issues and global urban agenda of the Organization is an asset; ¿ Previous experience within the UN System and/or any other international agency is an asset.

Technical Experience and Skills:

¿ Good computer skills, Microsoft Office package, Google package (Gmail, Drive, Docs, Sheets, Forms) and Web search engines is required; ¿ Good handling of technological tools and use of softwares and online platforms is desirable; ¿ Good knowledge on project management methodologies is an asset.

Knowledge Management

¿ The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ¿ The person will propose formats and procedures that allow the efficient implementation of the activities related to the duties development. ¿ The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ¿ The person will prepare databases related to the duties development. ¿ The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ¿ The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.

¿ Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to good urban governance and local and regional development. ¿ Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. ¿ Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. ¿ Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the mainstreaming of vulnerability; willingness and ability to work in difficult environments.

Languages ¿ Fluency in Portuguese and Spanish is required. ¿ English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written English will be considered as an added advantage.

Additional Information Remuneration

SB4-4 (UNDP Brazil Salary Scale, 100%) The consultant will receive a total amount of BRL 26.266,00, to be paid in two (2) instalments, upon the presentation and approval by supervisor of the following products:

  • Payment 1 (50%): Upon delivery and approval of Product 1 (BRL 13.113,00).
  • Payment 2 (50%): Upon delivery and approval of Product 2 (BRL 13.113,00).

Travel details

The Consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer.
