Result of Service The Consultant (Accessibility Resources Producer for Safer Cities Course) will be responsible for the delivery of accessibility resources services to be included in videos previously recorded for distance learning courses, providing descriptive subtitle services for the Deaf and Hard of Hearing, interpretation in Brazilian Sign Language (Libras) and audio description services.

The training program "Safer Cities Course" is part of the Crime and Violence Prevention Program in Pernambuco, a project in which UN-Habitat seeks to produce qualified information to support the formulation and adaptation of public policies by the Government of the State of Pernambuco and decision-making in the field of social prevention based on evidence. It aims to provide theoretical and practical knowledge on effective concepts, methodologies, and strategies in theme-related areas.

For this product, UN-Habitat has the mission to develop a capacity-building program for public administrators and general public, consisting of instructional videos that will address various topics related to global development agendas, crime and violence prevention, with a special focus on the role of public spaces and the perspective of young people and women on urban security in a participatory manner.

The goals of this course are: (i) to raise the participants awareness of both theoretical and practical knowledge on effective strategies for crime and violence prevention, while understanding the relationship between urban form and dynamics and violence; (ii) introduce global development agendas and opportunities for their localization; (iii) address the importance of urban planning, proper management of public spaces, and safe urban design in crime and violence prevention, promoting safer and more inclusive urban environments.; (iv) share best practices based on the approached themes, including the methodologies implemented by UN-Habitat in Pernambuco, such as Public Space Design and Women's Safety Audit, highlighting their contributions to crime and violence prevention; and (v) support the formulation and adaptation of public policies, promoting evidence-based decision-making and contributing to social prevention.

The training will be structured into thematic modules designed to enhance comprehension and content absorption. It comprises video segments lasting between 20 to 40 minutes each, culminating in a comprehensive 6-hour program.

The Consultant must, among other essential activities: (i) ensure the development of high-quality accessibility resources for the above-mentioned capacity-building program; (ii) produce descriptive subtitle services for the Deaf and Hard of Hearing; (iii) provide interpretation of the material in Brazilian Sign Language (Libras); (iv) deliver audio description services and; (v) produce all needed reports, as defined by UN-Habitat team.

The Consultant will work in close collaboration with the technical team of UN-Habitat office in Pernambuco and local stakeholders.

Work Location Recife (Home based)

Expected duration The consultancy has an expected duration of 45 days. The videos produced for the Safer Cities Course will have a duration of six (6) hours.

Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

Through a partnership with the United Nations Development Programme (UNDP) and the State Government of Pernambuco to improve institutional and technical capacities of state and municipal stakeholders on sustainable territorial and urban development, UN-Habitat is implementing the Project “Crime and Violence Prevention in Pernambuco”. The project implements innovative methodologies and pilot actions aiming to strengthen social prevention of crime and violence by emphasizing the promotion of cross-sectoral actions, improve the quality of urban spaces and promote integration of the most vulnerable population into these spaces.

In order to meet with greater demand to implement the abovementioned project, we are looking for a Consultant (Accessibility Resources Producer for Safer Cities Course).

Report to UN-Habitat Manager

The Consultant (Accessibility Resources Producer for Safer Cities Course) will report to the National Officer for Brazil, who will evaluate him/her.

Responsibilities

Under the overall supervision of the National Officer for Brazil, the Consultant (Accessibility Resources Producer for Safer Cities Course) will:

  • Define a work plan including the methodologies that will be used to prepare the accessibility resources.
  • Be responsible for providing the necessary software, specific equipment, and required spaces, such as a recording studio and/or audiovisual equipment.
  • Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project partners.
  • Guarantee content and orthographic revision of the material.
  • Hold bilateral meetings with UN-Habitat support team.
  • Prepare a final report and an executive summary of the course content.
  • Participate in meetings with the UN-Habitat team and other partners.

The activities will be carried out under the technical supervision of UN-Habitat and will take place in Recife.

The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Outputs/Work Assignment

The Consultant (Accessibility Resources Producer for Safer Cities Course) will be responsible for the following tasks:

i. Ensure the development of high-quality accessibility resources for the capacity-building program, including the following:

a. Descriptive subtitle services for the Deaf and Hard of Hearing, with orthographic revision of the materials. b. Interpretation in Brazilian Sign Language (Libras). c. Audio description services.

ii. Provide the necessary software, specific equipment, and required spaces, such as a recording studio and/or audiovisual equipment. iii. Produce all required reports as defined in this Term of Reference.

The Consultant must participate in meetings with UN-Habitat's local team and other partners which are essential for the development of the course. The definition of the Work Plan for the implementation of this Consultancy may include other activities beyond those indicated in this Term of Reference and all stages of the course design process, from its conception to the validation and approval of the materials in their final version, will be coordinated by UN-Habitat.

The Consultant will deliver the following products:

Product 1: Initial report Description: Document containing the workplan and the proposed methodology that will be used to prepare the accessibility resources for the course. Expected delivery date: Fifteen (15) days after contract signature.

Product 2: Final report and main results of the course content. Description: Document containing final report summarizing the main results of the consultancy containing evidence of the delivery. Expected delivery date: Thirty (30) days after contract signature.

Duration and timeframe

The consultancy has an expected duration of 45 days.

Qualifications/special skills Academic Qualifications:

¿ Post-graduation courses (Latu sensu or stricto sensu) in Education, Communication, Journalism, Administration, or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement.

Experience:

¿ A minimum of eight (8) years of experience on the theme is required; ¿ Experience in preparing accessibility resources for capacity building and/or professional training for the public sector is desired; ¿ Previous experience within the UN System would be considered an added advantage.

Skills:

¿ Excellent speaking, writing and proof-reading skills in Portuguese is required; ¿ Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines are required; ¿ Ability to communicate in a clear language.

Knowledge Management

¿ The Consultant must know the processes, procedures, and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ¿ The Consultant will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ¿ The Consultant must know the office filing system, work with it, and ensure its proper maintenance, accessibility for all staff and due updating. ¿ The Consultant will prepare databases related to the project running. ¿ The Consultant will make sure that all relevant technical information will be adequately shared with the correspondent staff. ¿ The Consultant will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.

Competencies

¿ Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. ¿ Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. ¿ Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the mainstreaming of vulnerability; willingness and ability to work in difficult environments.

Languages ¿ Fluency in Portuguese is required; ¿ English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.

Additional Information Remuneration

SB-4/5 (UNDP Brazil Salary Scale)

The Consultant will receive a total amount of BRL 33.591,70 according to the following schedule:

¿ Payment 1 (50%): Upon delivery and approval of Product 1 (BRL 16.795,85) ¿ Payment 2 (50%): Upon delivery and approval of Product 2 (BRL 16.795,85)

Travel details

The Consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines.

Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
