After 3,5 years without confirmed cholera cases Haitian authorities have confirmed new cholera cases – as of 4 Oct 5 confirmed

and over 70 suspected and by the 9th of October, 224 suspected cases, 16 institutional death and cases outside of Ouest

department. These cases come in a very different country context compared to 2010- 2019 epidemy; Haiti is experiencing a

protracted political crisis, repeated lockdowns due to civil unrest/epidemics, a president’s assassination, and indefinitely

postponed elections, coupled with increasingly high rates of violence, urban crime and insecurity as gangs expanded control over regions and infrastructures blocking access to fuel nationwide. This leads to basic services shutdowns for prolonged periods, exacerbating challenges in ensuring basic human rights to water, sanitation, food, education, health services, etc.

UNICEF is supporting the coordination of the humanitarian WASH response in Haïti. The IMO is a core sector coordination team member. The purpose of this position is to manage the collection, analysis and sharing of information that is important for the sector participants to make informed (evidence based) strategic decisions.

How can you make a difference?

Under the overall direction and guidance of the WASH Sector Coordinator, the Information Management Specialist (WASH) is a core sector coordination team member.

The key services and tasks to be provided/undertaken by the incumbent during this temporary appointment is as follow:

 Respond to the WASH sector participants’ needs for information.

 Adapt existing in-country IM approaches for collecting, analysing and reporting WASH sector activities and resources,

and identifying information gaps.

 Work with the national IM specialists of the gouvernement counterparts to maintain and strenghten existing IM

mechanisms for collecting, analysing and reporting WASH sector indicators.

 Coach and / or train in-country IM specialists to develop appropriate IM tools to support decision making processes in

various types of crisis (outbreak, displacement of IDP’s, natural hazard).

 Establish and maintain information databases that consolidate, analyse and report/disseminate information critical to

decision making.

 Maintain monthly reporting from sector participants, including 5Ws (‘Who does What, Where, When and for Whom?’

databases).

 Support the estimation of spatial and temporal gaps, overlaps and coverage of sector activities and projects.

 Work with sector participants to identify information gaps at national and sub-national levels and propose ways to

bridge those gaps

 Work with the OCHA IM Specialist to develop appropriate supportive strategies.

 Use GIS mapping for map production and geographic data management

 Adopt and promote the use of global standards for IM for inter-operability.

 Manage flows of information and dissemination in an appropriate way, including website management.

 Manage an inventory of relevant documents on the humanitarian situation.

 Support the development and analysis of needs assessment and monitoring programmes

 Provide IM leadership in assessments and monitoring, including joint assessments and training.

 Lead on the preparation of SitRep inputs with emphasis on sector plans, targets and achievements.

 Develop and strengthen IM capacity through the training

 Contribute to the core sector functions

 Ensure that there is effective communication, reporting, engagement and coordination between the two national and a sub-national sectors

Core cluster functions:

Supporting service delivery

 Provide a platform to ensure that service delivery is driven by the agreed strategic priorities

 Develop mechanisms to eliminate duplication of service delivery

Informing strategic decision-making of the HC/HCT for the humanitarian response

 Needs assessment and gap analysis (across other sectors and within the sector)

 Analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.

 Prioritization, grounded in response analysis

Planning and strategy development

 Develop sectoral plans, objectives and indicators directly support realization of the HC/HCT strategic priorities

 Application and adherence to existing standards and guidelines

 Clarify funding requirements, prioritization, and cluster contributions to HC’s overall humanitarian funding considerations (Flash Appeal, HRP, CBPF, CERF)

Advocacy

 Identify advocacy concerns to contribute to HC and HCT messaging and action

 Undertaking advocacy activities on behalf of cluster participants and the affected population

 Monitoring and reporting the implementation of the cluster strategy and results; recommending corrective action where necessary

Contingency planning/preparedness for recurrent disasters whenever feasible and relevant.

To qualify as an advocate for every child you will have…

Education:

An advanced university degree (Master’s degree) in one of the following fields is required: Information Management or

Information Systems, GIS Information Technologies, Computer Science, Statistics, Social Sciences or another subject

area relevant to Information Management or to the AoR/ Sector/ Working Group.

Formal training in AoR/ Cluster/ Sector/ Working Group Information Management is considered an advantage.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted

in lieu of an Advanced University Degree.

Experience:

A minimum of 5 years of professional experience in information management, data management, geographical information

systems, assessments, situation analysis and/or PM&E with the UN and/or NGO is required.

Experience of demonstrating very strong information management skills in a professional context is essential for this post.

Experience in a humanitarian context is required, with experience of working in the humanitarian coordination system considered an asset.

Extensive work experience outside the humanitarian sector which is relevant to this position may be considered as a replacement for humanitarian experience

Language Requirement:

Fluency in French and English is required. Knowledge of another UN Official language is an asset.
