The impact of the Syria crisis on Lebanon is reaching a scale unprecedented in the history of complex, refugee-driven emergencies. The crisis is not only challenging the country’s existing social and economic infrastructure, it also brings to Lebanon a new set of disparities, cleavages and tensions that threaten to undermine Lebanon’s delicate social and political stability.

With the protracted nature of the crisis, refugees are living in poverty, accumulating debt and making tough choices to reduce costs, with negative consequences for quality of shelter, access to health, clean water and education opportunities. Furthermore, areas with the highest concentration of refugees, North Lebanon and the Bekaa valley, are among the poorest and most underserved regions of Lebanon. Even before the crisis, social services, infrastructure and livelihood opportunities were inadequate. Now, increased refugee populations are putting enormous pressure on water, sanitation, education and health care systems, with critical consequences for Lebanon’s natural and environmental resources.

Furthermore, this dynamic is unfolding within the context of a socio-economic crisis in Lebanon where on 17 October 2019, nation-wide protests erupted throughout the country, coinciding with a major economic and financial crisis. The unfolding crisis presents new challenges which are resulting in further difficulties for both vulnerable Lebanese and Syrian refugees in terms of livelihoods, food security, and health care (including mental health). In the medium to longer-term, the number of vulnerable families is likely to rise and the situation for those already living in poverty will worsen. The unpredictability and fluidity of the situation is affecting the crisis response.

Reflecting the protracted nature of the crisis and its profound impact on Lebanon, the response to the crisis is moving in 2023 to a two -year integrated humanitarian-stabilization response, the Lebanon Response Plan (LRP).

Within this plan, UNDP leads on stabilization, under the overall leadership of the Government of Lebanon. In addition to this overall leadership role, UNDP is also leading three of the eleven sectors of the response, the social stability, livelihoods and energy sectors, while UNDP programmes are providing crucial contribution to Lebanon’s stability by supporting host communities in the areas of livelihoods, basic infrastructure and environmental and social stability.

Within the delegated authority and under the supervision of the Chief Technical Advisor and Information Management Officer, the UNV Information Management Officer will:

  1. General Information Management and Coordination • Perform assignments in the management of information on behalf of Social Stability & Livelihoods sectors of the LRP and the Stabilization dimension of the LRP including finalizing dashboards. • Support in the analysis of the data regarding Social Stability & Livelihoods sectors. • Work with Social Stability & Livelihoods technical officers to support survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions; • Prepare various written and infographics outputs, e.g. snapshots, humanitarian issue profiles, maps, graphs, for humanitarian appeals and relevant reports on humanitarian issues/projects;

  2. “Activity Info” Reporting Platform, including the Who Does What and Where (3W/5W) database • Support the development of the following: standardized reporting formats, SOPs for need assessments, consolidating reports and data in the required formats for internal and external use. • Contribute significantly to the regular updating of 3W information by gathering information from organizations. • On a regular basis, collate and disseminate 3W maps to the humanitarian and development community. • Support partners in the reporting process to ensure proper streamlining of data. • Support the development of ICT procedures for the gathering/exchange of data with contributing partners as well as in the implementation of these procedures

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in UNDP Office in Beirut, Lebanon. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
