Since 2015, hundreds of thousands of children on the move have transited through Serbia in search of safety and a chance to recover and thrive. Despite the de-facto closure of the Balkan route in early March 2016, Serbia continues to be a transit country for refugees, migrants and asylum seekers (RM) aiming to reach the EU countries. Arrivals in Serbia have dramatically risen in 2022. According to UNHCR, more than 120,000 people on the move have transited through Serbia in 2022, representing a 100% increase compared to the previous year. This is the highest number of crossings reported on the Balkans route since 2015. Currently, approximately 3000 refugees/migrants are accommodated in government-run centres.

Additionally, in 2022, Serbia recorded over 130,000 arrivals of refugees from Ukraine with most of them continuing their travel, but still having a consistent presence of approximately 3,000 refugees from Ukraine at any given moment. Since the onset of the refugee crisis in 2015, UNICEF has provided a wide range of support related to child protection, gender-based violence, education and health. In close collaboration with the Ministry of Labour Employment, Veterans and Social Affairs (MoLEVSA) and the Serbian Commissariat for Refugees and Migration (SCRM), UNICEF has been supporting the monitoring and coordination of the child protection actors, as well as leading the child protection working group (including relevant institutions and the civil society actors) and the technical initiatives to improve the quality of care arrangements, especially for unaccompanied and separated children. Furthermore, UNICEF has been ensuring access to psychosocial support, GBV prevention and response, as well as occupational and recreational activities for refugee and migrant children, and non-food items distribution.

Work Assignment Overview:

Currently, the key elements of the UNICEF’s refugee response are focused on: child protection programming, gender-based violence programming, and humanitarian cash assistance. The Consultant will have the primarily responsibility to contribute to UNICEF’s efforts in advancing the refugee response, including quality service provision, strengthening capacities of relevant actors, advancing data management and overall coordination with other stakeholders.

Duration of the assignment: July 2023 – December 2024

Task description:

  • Support the monitoring of the implementing partners and carry out field monitoring and programmatic visits to evaluate the implementing partners’ activities, as well as to assess gaps on the ground in order to provide recommendations to improve the quality of services and UNICEF programming.
  • Support the work of the Child Protection sub-Working Group, as well as develop and carry out of the capacity development initiatives with regards to child protection, GBV and early child development, including organisation of events.
  • Support data management, reporting and communication efforts to reflect UNICEF’s results in improving the protection and health of refugee children and their parents and caregivers.
  • Provide support to the humanitarian aid and WASH services, including planning, communicating with partners, organizing non-food items distribution, logistical support, and cooperation with Operations and other sections.

Knowledge/Expertise/Skills required:

  • University degree in Social Sciences;
  • Minimum 5 years of professional experience in social protection or health, 3 years of which in the migrant and refugee crisis response;
  • Proven experience of working with relevant national authorities;
  • Excellent oral and written English and Serbian language skills;
  • Knowledge and understanding of the humanitarian principles in working with populations affected by crisis and who have experienced traumatic experience;
  • Knowledge of international technical guidelines and standards in child protection in Emergencies;
  • Ability to work effectively with an ethnically diverse team in a sensitive environment and to coordinate multiple initiatives.

It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
