Refugees and migrants continue to arrive to Serbia - in the eight months of 2022, over 65,000 refugees and migrants arrived (out of which 4,000 children), double the number of the arrivals in the same period previous year. Already with limited access to state run services, refugees/migrants face heightened risk for their health, wellbeing and safety including abuse, neglect, and GBV. While women and children remain a smaller portion of the refugee/migrant population, they remain the most vulnerable part of the population faced with highest safety and health risks. Additionally, at the beginning of the year, Ukrainian refugees fleeing violence and insecurity started arriving in Serbia, with 114.000 arrivals recorded so far. And while for now Serbia is considered a transit country for this population, too, still several thousand persons are present in the country at any given time across the whole country, and those most vulnerable in one asylum center. UNICEF has joined the efforts to address the needs of this population and include them in the programs design to strengthen the national response systems and provide humanitarian assistance to populations on the move.

How can you make a difference?

The Emergency Officer (Child Protection) will be responsible for the technical contribution to the development, planning, implementation, monitoring and evaluation of the emergency interventions to advance the protection, survival and well-being of children and mothers and affected communities, particularly those in an emergency situation caused by Ukraine crisis.

Key Accountabilities and Tasks:

  • Provides professional assistance in risk analysis to identify emergency-prone conditions/situations and contribute to early warning and timely emergency preparedness.
  • Assists in the formulation of plans of action in preparation and response to emergencies. Gathers information on best practices in emergency situations in coordination with other sectors for the preparation of contingency plans. Monitors compliance of all sectors with emergency plans of action.
  • Supports collection, interpretation and analyses all available data on the evolving emergency situation and its implications to the emergency operation.
  • Assists in organizing and conducting staff training for the office’s capacity building in emergencies preparedness and response, with particular focus on child protection and GBV.
  • Acts as Emergency Focal Point in the CO Emergency Management Team (EMT) supporting the Deputy Representative in her role as Emergency Coordinator.
  • Assists the supervisor in coordinating assessment of local emergency and security situation.
  • Participates in the implementation of plans of action and workplans for emergency projects.
  • Collects and analyses lessons learnt from UNICEF's emergency operations experience and contributes towards adoption of the best practices and standards for longer-term emergency interventions.
  • Works with other colleagues to make sure that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office's workplans.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.
  • A minimum of two years of relevant professional work experience at the national and/or international levels in programme/project development, planning, implementation, monitoring, evaluation or administration.
  • Field work experience is required.
  • Training/experience in emergency response management is highly desirable.
  • Fluency in English is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) applies.

UNICEF appointments are subject to medical clearance. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
