This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Almost nine years after the onset of the crisis in the East, following a full-scale Russian invasion in February 2022, Ukraine now experiences a full-scale war. The consequences of violence have now spread country-wide, and over 5 million are estimated to have been internally displaced. Displacement is likely to become protracted as fighting continues, including the targeting of civilian infrastructure. New waves of displacement are expected, and continued deterioration of living conditions among the most vulnerable is likely. In support of ongoing and future humanitarian response, IOM implements large-scale assessments across the country on displacement and mobility trends, urgent needs, as well as needs related to recovery and durable solutions to displacement. Under the overall supervision of the Chief of Mission and the direct supervision of the Program Manager (Data and Analytics), and in close coordination with colleagues responsible for regional coordination, the successful candidate will be supporting D&A partners contract management and supporting the capacity building in compliance to IOM’s and donors’ rules and regulations to support high-quality data collection.

  1. Serve as focal point for providing overall coordination of D&A partner agreements and memorandum of understanding (MOUs), including consultation with partners concerning all project-related activities and reporting according to the agreement and IOM standard requirements.
  2. Contribute to D&A partner selection process, which includes drafting tender procedures documents, coordinating partners’ call for expression of interest, participate in setting the selection criteria, supports the verification of application documents, and participates in the meetings of IOM Ukraine implementing partners selection committee (IPSC).
  3. Prepare implementation agreements and other necessary documents related to D&A implementing partners in coordination with IOM Ukraine Finance and Legal Unit, assure that all documents are duly filled in and signed.
  4. Provide support and guidance to partners on project budget preparation, reviewing requests and submitted budget draft to ensure they are in line with the intended scope and D&A requirements.
  5. Maintain the database of all partners agreements, annexes, amendments, agreements renewal and reports.
  6. Review and verify partners’ distribution reports, provides relevant feedback and coordinates the reports approval to finance unit for payments. Tracks the payment schedules and communicates on progress and/or delays.
  7. Ensure the overall quality of each distribution documentation, in English and Ukrainian, and for the timely submission of all relevant report documents.
  8. Support in drafting and/or updating templates, instructions, workflows, draft agreements, and other documents related to the partners’ cooperation.
  9. In coordination with D&A Area Coordinators, coordinate the timely deployment and collection of data according to product guidelines
  10. Refer to D&A Program Manager as needed to revise and update the database, including submission of requests, budget, and agreement amendments.
  11. In cooperation with D&A Field Teams, organize and contribute to the regular implementing partners capacity building sessions on D&A and data collection in adherence of IOM policy and regulation and humanitarian principles. The capacity-building sessions include as well relevant training and/or workshops.
  12. On requests from D&A Officers, communicate to partners on the planned field monitoring exercises and shares relevant information on such activities.
  13. Produce quality regular updates on partners distribution progress updates, partners performance evaluation and/or any other required information related to coordination with partners.
  14. Inform D&A Officers of any emerging issues relating to partners D&A Data collection.
  15. Perform such other duties as may be assigned.

operational activities in a complex humanitarian crisis or emergency area. • Experience in emergency, project implementation and management including project monitoring, distribution, field assessment, monitoring and reporting. • Experience in liaison with different stakeholders including non-governmental organizations, international organization, local authorities. • Experience in coordination activities of implementing partners in humanitarian sector is a must. • Background in project budgeting is desirable. • Excellent communication skills, ability to coordinate and corresponds in a clear and concise manner. • Ability to complete tasks in a timely and accurate manner. • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds. • Good level of computer literacy, including EXCEL, MS WORD, MS TEAMS, OUTLOOK, Power BI, etc. • Required high attention to details. • Strong reporting and database experience required, preferably with Microsoft Office. • Good knowledge in project management and budgeting process.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves. Taking into account the current circumstances in the country, telecommuting arrangements can be applied by the Host Entity. This is a full-time contract.

Entitlements of National UN Volunteer Specialist (Kyiv Duty Station)

This is a full-time assignment. The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) 1534 USD (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
