UNFPA's new strategic plan (SP) 2022-2025 is underpinned by the respect and fulfillment of human rights. Human rights based approach is identified as an accelerator to contribute to the realization of the three transformative results. Country Offices (COs) are also to report on their engagement with human rights mechanisms and follow-up on the recommendations through the development and implementation of advocacy plans. Although most countries in the Asia and the Pacific region have ratified a number of human rights treaties and have adopted national legislation and policies that promote the respect for gender equality, sexual and reproductive health and civil and political rights, significant gaps remain including in respect to gender equality. The region also continues to be the most disaster prone region in the world with a high level of conflict and houses over half of the world's refugee population. While the region has witnessed a shrinking space for human rights, and high levels of human rights violations, and people speaking out against these atrocities are routinely punished, their standing up made a difference. There are many examples where efforts to achieve human rights progress in Asia paid off. UNFPA APRO has developed a human rights work plan (2022-2025) (draft) for the region to further strengthen and institutionalize the work and fulfill UNFPA's SP; Human rights focal points have been identified in the country offices, and while a number of capacity building on international human rights mechanisms have been carried out for the human rights focal points and CO Representative during the last two years and increase in human rights engagement is noted, more is required for an institutionalization of systematic and strategic use of human rights and its mechanisms, including a plan to monitor, advocate and review the implementation of country commitments. This requires collaboration across sectors and with different partners, such as CSOs, NHRIs and the Parliamentarians.

Under the supervision of UNFPA Asia Pacific Regional Office Human Rights Advisor, the Human Rights Analyst will provide technical program support to countries in the region to assist them to further integrate and mainstream human rights across programs and to strengthen the engagement and follow-up with human rights mechanisms (i.e. UPR and treaty body reporting and special procedures) to realize the UNFPA SP 2022-2025, and as such as contribute to the realization often three transformative results. A. Provide support to the human rights advisor to assist Country Offices in their strategic engagement with International Human Rights mechanisms and integration of recommendations in national implementation processes Assist country offices to develop medium to long term engagement plans with national and international review processes including UPR, Treaty Bodies, quadrennial ICPD reviews and Voluntary National Reviews on the SDGs. A.2. Provide country offices with information and analytical tools, good practice examples to support a strategic engagement with human rights review processes, for the formulation of evidence-based submissions and reports, SMART recommendations, and advocacy strategies. A.3. Assist to Develop learning tools and deliver training activities and technical assistance to country offices on human rights and the work of human rights mechanisms for integration of human rights recommendations in national programs and advocacy strategies. Support the development of a human rights community of practice with staff from UNFPA country offices and assist in the documentation and vetting of emerging good practices and case studies. B. Work with the human rights advisor to provide support for technical assistance to CO to strengthen the capacity of national accountability systems to monitor and review the implementation of human rights recommendations and Nairobi Summit Commitments related to the three outcomes of the UNFPA 2022-2025 strategic plan B.1. Develop a guidance tool for country offices to integrate Nairobi Summit Commitments in National Mechanisms for Implementation, Reporting and Follow-up (NMIRFs) of human rights recommendations, as well as National Recommendations Tracking Databases (NRTDs); B.2. Provide technical support to Country Offices for the integration of Nairobi Summit Commitments in NMIRF or NRTDs in at least three countries. B.3. Provide support to country offices to report on the status of implementation of national commitments when providing written submissions to the UPR review process (State report, UNCT submission and Stakeholders' submissions) and Treaty Body reports, and encourage strategic collaboration with other stakeholders, including civil society, such as youth -led organizations and networks of persons with disabilities and families and other groups left behind, National human rights Organizations with the aim to increase the impact. B.4. Develop guidance and tools to support national human rights and focal points in promoting the active engagement of youth-/ disability organizations in all stages of the UPR process, including reporting, national implementation and monitoring of UPR recommendations. B.S. Support a select group of countries to roll-out the Primer for NHRIs to conduct national inquiries on Female Genital Mutilation. C. Undertake research and analysis of human rights recommendations and national commitments related to the three outcomes of the 2022-2025 Strategic Plan (zero maternal deaths, zero unmet need for family planning and zero GBV and harmful practices)

C.I. Develop a briefing series comprising each of the three outcomes of UNFPA's Strategic Plan with analysis of regional trends based on Human Rights recommendations and Nairobi Summit commitments from countries in the region, and status of implementation.

C.2. Support a survey with the Asia Pacific Forum of National Human Rights Institutions on the human rights situation in relation to Female Genital Mutilation in Asia Pacific. C.3. Explore opportunities for regional human rights assessments in the areas of maternal health, family planning and the status of implementation of Nairobi Summit Commitments in partnership with the Asia Pacific Forum of National Human Rights Institutions or other regional mechanisms with a human rights monitoring mandate. C.4. Support the organization of events to disseminate the findings of regional human rights assessments and trends at regional and global forums. C. Partnership, Communication and Resource Mobilization D. 1. Support the human rights advisor in APRO's engagement in regional inter-agency fora, mechanisms and processes on human rights such as Asia Pacific Human Rights Working Group and capacity building to UNCT from the Issue Based Coalition on Human Rights and Gender Equality and Women's Empowerment D.2. Assist in regional and multi-country resource mobilization initiatives. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); Be acquainted with and build on traditional and/or local forms of volunteerism in the host entity, Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 13. Results/expected outputs Strategic engagement with International Human Rights mechanisms and integration of recommendations in national implementation processes Strengthened capacity of national accountability systems to monitor and review the implementation of human rights recommendations and Nairobi Summit Commitments related to the three outcomes of the UNFPA 2022-2025 strategic plan Accessible briefs of human rights recommendations and national commitments related to the three outcomes of the 2022-2025 Strategic Plan (zero maternal deaths, zero unmet need for family planning and zero GBV and harmful practices) Strengthened partnership, communication and resource mobilization in respect to human rights. As an active UNFPA team member, efficient, timely, responsive, client-friendly and high-quality support rendered UNFPA and its beneficiaries in the accomplishment of her/his functions, including:

Be conversant with the international normative guidance, data and evidence, tools and resources related to human right prevention and response in both development and humanitarian settings.

Understand key opportunities and challenges related to integration and advancing human rights across humanitarian and development settings in Asia and the Pacific region.

Understand principles and approaches for policy and programme interventions at country level to apply human rights in practice and use of different human rights mechanisms.

Understand the structure and functioning of the regional office and be conversant with programme planning, implementation and monitoring.

Have experience working in interagency mechanisms and fora and have developed an understanding of UN interagency coordination and joint programming.

During the course of the assignment, every effort will be made to ensure that the Human Rights Analyst has the opportunity to participate in internal training and where possible and relevant, to undertake country missions. The duty station will be Bangkok, Thailand. Bangkok is a highly developed modern city with excellent accommodation that includes single house, apartments etc. The cost of living in Bangkok, perhaps compared to some of the other capital cities in Asia, is relatively high but still low compared to Europe and North America. Health facilities and services are among the best in Asia and often many people from various countries visit Bangkok for seek medical services. Travel to and from Bangkok is easy as there are many daily flights connecting Bangkok with major cities in the world.
