UNICEF is a leading humanitarian and development agency working globally for the rights of every child. Child rights begin with safe shelter, nutrition, protection from disaster and conflict and traverse the life cycle: pre-natal care for healthy births, clean water and sanitation, health care and education. UNICEF has spent nearly 70 years working to improve the lives of children and their families. Working with and for children through adolescence and into adulthood requires a global presence whose goal is to produce results and monitor their effects. UNICEF also lobbies and partners with leaders, thinkers and policy makers to help all children realize their rights—especially the most disadvantaged.

UNICEF launched the Headquarters Efficiencies Initiative (HQEI) in 2021, which is one of the biggest change management initiatives the organization has embarked on. The HQEI envisions that by end of 2025, UNICEF’s headquarters resources and capacities are positioned across teams, functions and geographies to maximize both costs and non-financial efficiencies in accelerating and sustaining results for children. As part of the HQEI Staff Support Strategy to manage the impacts of this change, a Staff Support Unit (SSU) was established by the Division of Human Resources (DHR) to serve as a central resource for staff during the HQ transition to more cost-effective locations. The SSU functions as a referral service and advisory unit to staff affected by the HQEI in NYHQ, Geneva and other HQ outposted locations.

This United Nations Volunteers (UNV) assignment will be part of UNICEF’s Staff Support Unit, serving as HR Project Officer.

1.Support relocating HQ Divisions and collaborate with receiving locations:

a.Provide support to NY-based Divisions relocating to Istanbul, Nairobi, Valencia, Florence, Brussels and any other designated location. b.In consultation with clients and HR Business Partners (HRBPs), develop tools and guidelines to facilitate change management. c.Represent Staff Support Unit in different working groups and follow up on actions. d.Support staff members with questions related to their individual circumstances. e.Update the case management system regularly ensuring effective coordination with clients. f.Organize location specific information sessions where staff can come together to ask questions and express concerns and where others who had already relocated can share best practices and lessons learned. g.Document lessons learned and share those with clients through the SSU website. h.Facilitate the correspondence between HQ Divisions and the receiving locations on the use and customization of the onboarding workflow and checklist as needed.

2.Data analytics and data management for HQEI:

a.Maintain the SSU master data file with updated information on encumbered and vacant posts impacted by HQEI. Regularly liaise with appointed data focal points from each division to update the master file. Monitor completed moves. b.Prepare data analysis on total nr. of impacted staff and posts. Report on different parameters as needed. c.Liaise with location Working Groups to keep onboarding and recruitment related information updated. Liaise with HQEI Project Team for any updates on new positions added to the list of impacted posts. d.Monitor daily performance of the Unit and update the case management system regularly ensuring effective coordination with clients. e.Issue timely reports on the performance of the Unit to the HR Manager and Senior Management f.Produce regular reports identifying surge and trends as part of the service delivery of the Unit to inform the briefing to Chief HRBP and senior management.

3.Coordinate learning programmes and capacity building initiatives:

a.Facilitate staff consultation meetings, townhalls and staff association meetings. b.In collaboration with the Staff Support Network (SSN) members, coordinate the organization of learning programs, wellbeing sessions, capacity building initiatives and briefing sessions as needed. c.Prepare presentations for Divisional Townhall meetings. d.Coordinate regular update meetings with NY and Geneva Staff Associations, with the HQEI Project Team and with the SSN members. e.Regularly organize dedicated one-on-one Help Desk Sessions to HQEI impacted staff and conduct individual conversations. Document discussions and provide write-up of options and separation simulations. f.Regularly update the internal Staff Support Unit collaboration site as well as the client facing SSU site with new offerings, session materials and recordings. g.Prepare flyers for new sessions and support with promoting the sessions.

human resource management in an international organization and/or large corporation is required. •Excellent written and verbal communication skills in English is required. Knowledge of a second UN language (i.e. Arabic, Chinese, French, Russian, or Spanish) is a distinct advantage. •Knowledge of a range of HR metrics and ability to skilfully work with data analytics and create graphs and charts is highly desirable. •Excellent organization skills with ability to manage projects, multitask and prioritize effectively is desirable. •An understanding of how UNICEF functions and some knowledge of the HR systems, policies and procedures would be an asset. •Excellent interpersonal skills are required; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners. •Ability to work and adapt professionally and effectively in a challenging environment is desirable. •Ability to work effectively in a multicultural team of international and national personnel is required.

Türkiye is an upper middle-income country, with highly urbanized cities and well-developed infrastructure systems. Most of Türkiye is assessed to be at security level 1-Minimal. Security level 2 Low applies to Ankara and Istanbul. Seismic activity remains one of the primary hazards in Türkiye. Türkiye’s population of nearly 81 million is almost entirely Muslim. Turkish is the official language. English predominates as the second language.

This assignment will be in Istanbul, which has a population of around 15M people, and straddles the European and Asian continents. Istanbul is a UN Hub for the Europe and Central Asia Regional Offices of several UN agencies, including UNDP, UNFPA, UN Women among others. There is a lively and large group of international community.

Istanbul International Airport and Sabiha Gokcen Airport have direct connections with all European, Central Asian, and global cities. Istanbul provides modern services and entertainment opportunities and an elaborate medical services system.

Healthcare is exceptionally good with various public and private hospitals with experienced doctors and medical staff, some of whom speak English. No specific vaccination is required to enter Turkey.

Considering the rapidly changing pandemic situation in Istanbul, travelers should consult the receiving entity or the partner UN Agency, or UNDSS about the latest travel requirements/restrictions.

UNV entitlements in a Nutshell: International UN Volunteers (Specialist): • Volunteer Living Allowance-VLA (per month): approximately USD 2423 USD • Accommodation supplement: At the rate of 20% of VLA • Entry lump sum (one-time payment): USD 4000 • Exit allowance (per month): USD 225 (when successful completion of the assignment) • Family allowance based on eligibility and status (per month): USD 250 for 1 dependent, USD 450 for 2 or more dependents • Medical, life and disability insurance: Cigna Private Insurance (100%) • Annual leave: 2.5 days accrued per calendar month • Uncertified sick leave: 7 days for 12 months and 4 days for shorter assignments
