In an increasingly evolving context, UNICEF strives to equip its staff across the globe with relevant, high-quality learning and development interventions and human resources strategies that are aligned with organizational goals and priorities.

The Talent Development team in the Division of Human Resources (DHR) is responsible for global learning programmes and strategies covering core learning, leadership and management, and HR capacity development. The team builds organizational capacity through the delivery of these programmes and strategies to ensure UNICEF meets its strategic directives. In 2023, the team is focusing on the following priorities: enhancing workplace culture, leading inclusively in a hybrid work environment, building a culture of continuous learning, monitoring, evaluation and reporting, enhanced coordination and partnerships, and national staff and HR capacity strengthening. Moreover, as part of the ongoing transition and transformation initiatives at DHR and UNICEF, the team is working to strengthen its provision of agile, global learning solutions to equip staff to effectively respond to the evolving context and demonstrate UNICEF’s core values.

With over 60 percent of UNICEF learning moving to digital and virtual settings, a HR Officer (Virtual Engagement and Impact) is required to support the Learning and Development team in strengthening user experience and engagement in digital and virtual learning spaces, in order to achieve the team’s aforementioned goals. Overall direction, vision and strategy for the Learning and Development team’s work and the contribution of this role will be provided by the Chief of Talent Development.

Key functions/accountabilities

  • Work with trainers and vendors to ensure that virtual learning content (including digital content) is engaging, utilizing a range of methodologies including the development of videos, presentations and graphics with UNICEF-specific content and branding to enhance understanding and impact.
  • Ensure that user-friendly, appealing and informative digital/virtual collaboration spaces are in place and moderated (as assigned) for learning participants.
  • Develop products (including digital) to strengthen on-the-job learning and learning transfer, including infographics, videos and digital workbooks.
  • Provide guidance on and contribute to the development of digital and bite-sized learning products.
  • Support the UNICEF Global Mentoring Initiative and act as a coordinator for a select number of corporate mentoring streams.
  • Support the promotion of learning programmes through targeted communications and marketing strategies (digital or otherwise), to increase participation/engagement and highlight UNICEF’s diverse learning and career options / paths to staff.
  • Support the writing, editing and development of content for learning communications initiatives and platforms, including articles, factsheets, and online content.
  • Support the design and coordination of virtual learning programmes and paths as assigned, e.g. mentoring streams.
  • Support DHR’s engagement with the OneHR community by contributing to the design and development and release of the DHR Director and OneHR newsletters.
  • Lead in the area of enhancing innovation in the areas identified in learning, to enhance impact and to support participants in learning programmes. Explore evolving learning technology and recommend options for technology-enhanced learning solutions for UNICEF staff. Engage with GSSC and other team members of the Talent Development team to identify and promote other forms of innovation and share lessons learned.

To qualify as an advocate for every child you will have…

  • First level university degree (bachelor's) in communications, graphic design, digital media, digital learning or equivalent/relevant professional experience combined with a university degree in a related field. An advanced university degree is an asset.
  • A minimum of two years of progressively responsible experience in graphic design, videography and communications is required.
  • Experience in supporting the development of learning programmes, including experience in developing digital, virtual and online learning programmes and content.
  • Professional experience and expertise in graphic and multimedia design.
  • Professional experience and expertise in producing, shooting, scripting, editing and packaging video content.
  • Professional experience in digital communications and marketing including developing, implementing and monitoring digital communications strategies and campaigns.
  • Knowledge of and practical experience with social media.
  • Excellent English writing and verbal communication skills.
  • Experience in working with the Microsoft Office suite. Experience in working with learning platforms would be considered an advantage.
  • Proven experience with digital and online communications software, including Adobe Creative Cloud, SharePoint, MailChimp, SurveyMonkey and digital community platforms.
  • Proven ability to research, analyze, evaluate and synthesize information.
  • Experience with UNICEF communications, branding and multimedia.
  • Experience in leading projects underpinned by strong project management skills is essential.
  • Strong interest in human resources and experience in staff capacity development.
  • Experience in an international development and/or a nonprofit organization.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
