How can you make a difference?

The HR Officer reports to the Human Resources Manager for close guidance, training and supervision. The HR Officer provides support to the supervisor and colleagues in the unit by executing HR services through applying knowledge of theoretical HR models, as well as understanding of organizational HR policies and procedures.

Recruitment

  • Work with Hiring Managers and their various sections to complete any outstanding recruitments ensuring that the office’s KPI of recruitment completion within 60 Days is adhered to.
  • Ensure all recruitments for VCO are completed in a timely manner and the office selection report and other related documents are timely submitted to RO/DHR for approval.
  • Ensure that JDs/TORs (TA)are updated and classified where applicable.
  • Funding of vacant posts are confirmed; Vacancy announcements are circulated as appropriate and widely.
  • Ensure timely recruitment and appointment of qualified national and International staff to support VCO programmes.
  • Longlisting completed within one week of closing of advert.
  • Candidates informed timely; test questions available.
  • Criteria for ranking established, testing and interviewing conducted; Confidentiality maintained.
  • Ensure that adequate feedback is provided to staff at each stage of recruitment.
  • SM medically cleared, visa approved for new IPs; staff on board within 45 days of receiving offer letter for locally recruited staff, within 2 months for IPs.
  • Populate talent pools where necessary.
  • Reconcile PAT Report with NYHQs in line with approved office organogram.

Management of Consultancy Contracts

  • Coordinate all VCO consultancy recruitments with Hiring managers both planning and processes.
  • Ensure that the TORs are well written and that they capture all the required information as per the consultancy policy.
  • Advertise the consultancy for 2 weeks or as agreed upon with the Hiring manager.
  • Follow up on receiving, sifting and shortlisting of candidates within one week of vacancy closure.
  • Act as a resource person, providing administrative support and guidance to Hiring Managers during the consultancy recruitment process.

Learning and development

  • Conduct HR Clinics on National and IP Entitlements plus various other Policies
  • Take all relevant staff through the HR related SOPs (R&R, Off boarding, Onboarding, Consultancy, Leave and Attendance, TODs and SECTO)
  • Train the HR team on contract management (Consultants and Individual Contractors), ensuring hands on knowledge on how to amend a contract in:
  • Check payments received by a vendor.
  • Check WBS funds availability and Grant’s validity
  • Change of funding source of a line/position (product)
  • Increase of time and cost of a contract
  • Delete and create new lines
  • Split the funding source of a line/position (product)
  • How to release funds of a contract.
  • Registration of travel expenses
  • Good receipt of a product
  • Good receipt of a travel
  • How to check the payments made in a contract.
  • How to close contracts.

**Any other related HR work may be assigned as and when necessary.

To qualify as an advocate for every child you will have…

  • A University Degree in human resource management, business management, international relations, psychology or another related field is required. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Two years of professional experience in human resource management in an international organization and/or large corporation is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
