Org. Setting and Reporting The Human Resources Officer (Organization Design and Classification) is responsible to the assigned Senior HR Officer (Organization Design and Classification) and works closely with other ODC staff

Responsibilities Conducts individual management reviews and other studies, as assigned, and contributes to Agency-wide structural reviews and analysis of work flow processes and assists in provision of related technical expertise and guidance to the client departments and offices to meet their operational / staffing needs.

Carries out job analysis and related research and on this basis drafts and/or reviews and amends post descriptions and updates norms and standards for International and Area posts ensuring the application of established guidelines and procedures as well as the adopted methods and practices in the area of organization design.

Conducts all necessary research and prepares all documents related to management reviews, as assigned by the supervisor, including historical background of relevant structures and posts to ensure reliable and complete analysis and technical advice.

Reviews and evaluates Area and International posts and grading requests in the Fields and HQ using the ICSC job classification tools; provides documented evaluation rationales in support of ODC’s classification recommendations.

Ensures due monitoring and updating of the Organization Design and Classification (ODC) intranet page; maintains, updates and assures quality of the staffing table and other reports in Power BI and other applications; builds and supports ODC data management systems including reports, post descriptions, organizational charts and other relevant tools.

Is responsible for mapping new posts and organizational units; reviews and, following appropriate analysis, recommends for authorization related Requests for Post Actions (RPAs) in REACH system and follows up with relevant staff in HR at HQs and the fields, Budget Division and Information Management and Technology Department (IMTD) at HQA to ensure implementation of appropriate actions in line with approval; prepares/amends organizational charts Agency-wide and prepares special position management and related reports to ensure consistent and up-to-date reporting on Agency posts and structures.

Carries out workload analysis, analyses staff assignment patterns and makes recommendations on optimizing staffing levels/distribution to ensure efficient utilization of Agency human resources; closely collaborates with other ODC staff including the Compensation and Benefits team as required.

Education A university degree from an accredited educational institution in public or business administration, human resources management, industrial engineering or related field.

Work Experience At least five years of progressively responsible and relevant experience in human resources management, particularly in the areas of organizational design, job classification, staffing control, and compensation, of which ideally two years should have been acquired in a large international, governmental or commercial organization involving organizational analysis, operations research, work methods study or related disciplines.

Languages Excellent command of written and spoken English and Arabic.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract: Fixed Term Appointment

Duration of Contract: 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

This vacancy notice is open to internal and external candidates. Only candidates residing in Jordan with authorization to work in the duty station at the time of application are eligible to apply.
