Significant escalation of the armed conflict in Ukraine has resulted in increased humanitarian needs and population displacement within and outside of the country. The situation has rapidly evolved; and hostilities have led to destruction of key infrastructure and disruption of basic social services and economic activity. A number of children have been caught in the crossfire and have been injured and killed, highlighting the extremely vulnerable situation children are in. The conflict in Ukraine poses an immediate and growing threat to the lives and well-being of the country’s 7.5 million children.

The protracted armed conflict, widespread displacement, and over-stretched national systems and services will leave thousands of children in need of humanitarian assistance. To support the humanitarian response, Operations and Human Resources scale-up is required to provide dedicated technical support and oversight to the affected countries, in addition to providing quality assurance, and support to the Programmatic scale-up to respond to the rapidly multiplying Humanitarian needs. In this context, the HR team for UNICEF ECARO provides a 360 degree set of services to Country offices and the regional office, from talent acquisition to retention, and including customized approaches to support office change management to positive influence effective programing and ways of working and a conducive workplace culture, to impact results for children

How can you make a difference?

Under the supervision of the HR Business Partner (Manager) and guidance of the Regional Chief of HR, the HR Business Partner (Officer) will be accountable for implementing HR Business Partner services that enhance the capacity of her/his clients to deliver on their business goals and objectives in the Europe and Central Asia Region (ECAR).

You will demonstrate the ability to anticipate HR-related needs and develop subsequent plans and solutions that align HR management with business objectives. This will include:

Acting as the Local HR focal point for on-boarding/maintenance/off-boarding of staff in ECARO Istanbul Hub:

  • In close collaboration with the HRBP in the team, initiate and follow-up on the administrative side of the on-boarding process for new staff (visa, travel, etc.).
  • Provide briefing and orientation to newly arrived staff in Istanbul Hub on personnel and administrative procedures, installation, entitlements and requirements (visas, accommodation, opening of bank accounts, etc.). Ensures the timely processing of entitlements and necessary documentation.
  • Advise and assist in determining & implementing entitlements for international and local staff in accordance with UN/UNICEF rules and regulations.
  • Using the systems available, ensure timely and efficient screening of forms posted by future staff member.
  • Follow up on actions related to the administration of the human resource activities in Istanbul, e.g., support to recruitment, onboarding, entitlement travel, attendance records, learning, staff wellbeing, separation, etc.
  • Monitor contract expiry dates, liaise with concerned parties on staff movements and ensure completion of related administrative processes.

Supporting Talent Acquisition and Management:

  • Liaise with HR Business Partners to provide assistance in Talent Acquisition and Management.
  • Support the coordination of recruitment and placement of staff by interacting with hiring managers and ECARO HR team, to support with talent outreach, sourcing, and candidate assessment.
  • Ensure correct and efficient management of all recruitment requisitions, through timely monitoring and compliance with corporate KPIs on completion of staff recruitment.
  • Establish and/or review systems, procedures and best practices for compliance with relevant administrative issuances and prepares timely and comprehensive reports and recommendations to facilitate monitoring of the HR function and strategic decision making in talent management.
  • Maintain and enhance relationships with centers of expertise and the global shared services center.

Providing HRBP Client Relationship Support:

  • Provide HR Business Partner Client-relationship support to various HR occupations (recruitment, job classification, career development, performance management, data analytics, learning & development, etc.) to help supervisors in implementing efficient client services that help either attract, retain and/or motivate staff of the highest caliber.
  • When assigned casework in the relevant area on either a routine or non-routine basis, analyze and synthesize issues and problems, and interpret established, formal guidelines to address and recommend solutions or further actions required.
  • Maintain and enhance relationships with centers of expertise, the global shared services center as required to perform key functions.
  • Perform a wide range of team support and administrative follow-up functions, including reviewing, recording, distributing and/or processing requests and other documents, while following-up on impending actions.

Generating HR Data Analytics:

  • Use UNICEF systems to generate HR data analytics to inform the office management on performance related to: gender and geographical balance; compliance with completion of performance planning and assessment, recruitment key performance metrics and/or any other areas of HR functions that contribute to the office performance.
  • Collect, interpret and analyze HR data to help inform decision making on HR processes and strategies.
  • Support the development and implementation of data collection systems to optimize data quality.
  • Assist in generating a variety of standard statistical and other reports, work orders, etc., using various databases.
  • Coordinate with country office & regional office clients and partners to provide inputs related to their HR information management.

To qualify as an advocate for every child you will have…

  • A First-Level University Degree (Bachelor’s) in Human Resources or related areas is a minimum requirement. Additional specialized certification in Human Resources is an asset.
  • A minimum of one (1) year of relevant work experience in Human Resources management is required.
  • Hands-on experience in facilitating recruitment, selection and on-boarding processes is required.
  • Experience in a client-orientation role with strong analytical, interpersonal and communication skills is required.
  • Experience with Data Analytics, Key Performance Indicators and Data Visualization including experience in PowerBI is preferred.
  • Knowledge of technological platforms, particularly SharePoint and Enterprise-Content Management (ECM) systems as is an asset.
  • Prior knowledge/experience in the UN/UNICEF system in HR is a distinct asset.
  • Knowledge of UN/UNICEF HR rules, guidelines, policy and procedures is an asset.
  • Demonstrated ability to work in a multi-cultural environment.
  • Demonstrated ability to plan, organize, prioritize, and deliver under pressure is a requisite.
  • Prior hands-on experience in middle and or high-income contexts is desirable.
  • Fluency in English, written and verbal, is required. Working knowledge of another official UN Language (Arabic, Chinese, French, Russian or Spanish) and/or local language as needed to perform the role is an asset.
  • National Officer positions require applicants to hold nationality of the country, therefore for this role nationality of Türkiye is a pre-requisite.

Please note that this role is aimed at supporting UNICEF response to the Ukraine emergency in neighboring and surrounding countries and is part of ECARO that is currently designated as L2 Emergency Response. The successful candidate for this emergency recruitment should be available to commence work within four weeks of receiving an offer.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
