The main responsibility of the Emergency cone in the Division of Human Resources (DHR) is to provide human resources solutions and support including preparedness as well as surge deployments and recruitments to emergency countries.

How can you make a difference?

Under the direct supervision of the Human Resources officer (Sourcing) and close guidance of the Human Resources Manager (Emergency Response Team), the Human Resources Officer will support DHR on-site or remotely in facilitating the scale-up emergency recruitment (International Professional and local positions) in line with the new Emergency Procedures to enable country offices to launch an effective humanitarian programme.

Summary of key functions/accountabilities

  • Support, implement and administer the effective and timely recruitment processes in the hiring and retaining the best international professional, fixed-term and temporary staff available to support the strategic human recourses needs of emergency country/regional offices.
  • Provide guidance to hiring managers and human resources staff throughout the recruitment process to ensure adherence to policy, integrity and merit in all selection procedures while supporting the needs and goals of diversity.
  • Draft formal acknowledgement and regret letters.
  • Monitor life-cycle of recruitment process to update supervisor as necessary.
  • Work closely with the Sourcing Team to source candidates through outreach and in-reach activities.
  • Create requisition and review vacancy announcements for positions to help attract suitable candidates.
  • Ensure timely and efficient screening of applications for minimum eligibility, taking into account qualifications, competencies, and post requirements.
  • Build applicant sources by reviewing talent pools, researching and contacting internal staff, community services, colleges, employment agencies, recruiters, media, and internet sites; providing organization information, opportunities, and benefits; making presentations; maintaining rapport.

To qualify as an advocate for every child you will have…

  • A University Degree in human resource management, business management, international relations, psychology or another related field is required.
  • A minimum of two years of professional work experience in human resource management in an international organization and/or large corporation is required.
  • Advanced knowledge of the principles and concepts of human resources management.
  • Strong experience in conducting recruitment processes is highly desired
  • Ability to identify issues, conduct rigorous research, and make conclusions and recommendations.
  • Strong research, planning and organizational skills.
  • Excellent knowledge of information technology systems and tools.
  • Working experience in Emergency contexts is desirable
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
