Org. Setting and Reporting The position is located in the United Nations Development Coordination Office (UNDCO) in the Business Management Branch and reports to the Chief of Human Resources.

Responsibilities Within delegated authority, the Human Resources Officer will be responsible for the following duties:

General - Contribute to the design and implementation of a process to staff the new United Nations Development Coordination Office (UNDCO) entity under the current staff selection system in the United Nations Secretariat. - Contribute to the management and quality assurance of the staffing process to ensure timelines are adhered to and milestones are met. - Prepare updates and presentations as requested about the staffing process and its progress. - Provide advice and support to managers and staff on the staff selection process relevant for recruitment to the new entity.

Recruitment and placement: in consultation with the hiring manager - Prepare job openings and pre-screen applications. - Facilitate the evaluation of applicants and the preparation of shortlists. - Facilitate the assessments of applicants to determine whether they meet the technical requirements and competencies of the job opening. - Serve as ex-officio in interviews. - Support the preparation of documented record of the evaluation of proposed candidates against the applicable evaluation criteria to allow for review by the central review bodies or the Senior Review Group and a selection decision by the head of the department/office or the Secretary-General. - Monitor and evaluate recruitment and placement related activities of client offices, and recommend changes or corrections related to procedures to these offices.

Administration of entitlements: - Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules. - Administers and provides advice on salary and related benefits, travel, and social security entitlements. - Determines and recommends benefits and entitlements for staff on the basis of contractual status. - Reviews policies and procedures and recommends changes as required. - Reviews and recommends level of remuneration for consultants. - Develops and maintains procedures, to ensure that HR administration and management information reports are consistent with UN Human Resources policies and practices - Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.

Other duties - Provide advice on interpretation and application of policies, regulations and rules, in particular as it pertains to the staff selection system. Review and provide advice on exceptions to policies, regulation and rules. - Review policies and procedures and recommends changes, as required. - Advise and counsel applicants in respect to the staffing process. - Perform other duties, as needed.

  • Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

    Education Advanced university degree (Master's degree or equivalent degree) in human resources management, business or public administration, psychology, social sciences, education or related area. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible experience in human resources management, administration or related areas is required. Experience of working in UN recruitment, including assessment and screening of large volumes of applicants, is required. Experience in the use of talent management systems, such as Inspira or related talent management systems such as PeopleSoft or SAP, is desirable. Experience in the United Nations system, or similar organizations, is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

    Special Notice This temporary position is available through 31 December 2021, subject to availability of funding.

If a selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
