Org. Setting and Reporting This position is located in the Human Resources Section of the Office of the Special Envoy of the Secretary-General for Yemen. The incumbent will be based in Amman, Jordan and will report to the Chief Human Resources Officer (CHRO).

Responsibilities Within the limits of delegated authority, the Human Resources Officer will be responsible for the following duties:

Monitoring, Reporting and Internal Communication:

  • Contribute to the monitoring and evaluation of the implementation of delegated authorities, though, inter-alia, the Human Resources Management Scorecard (HRM-S), Service Level Agreements, HRM-S indicators, and the Senior Managers’ Compact.
  • Develop and implement practices and procedures based on HR policies to meet the evolving needs of the mission.
  • Responsible for monitoring the implementation of human resources policies, practices and procedures in the mission.
  • Prepares special reports, mission standard operating procedures (SOPs), and information circulars and participate and/or lead special human resources projects.

Performance Management and Staff Development:

•Monitors the implementation and compliance of the electronic performance management tool in the mission; •Analyzes staff development and career support plans to ensure that they are consistent with the overall organizations goals, policies on staff development and career support, and assess/recommend ways to enhance their effectiveness and impact.

Recruitment and placement:

•Supports workforce planning within the mission by providing expert advice to programme managers concerning workforce planning and staffing issues; •Identifies upcoming vacancies in coordination with client offices; •Supervises the preparation of job openings, reviews applications, and provides a short-list to hiring offices; •Plans, organizes, develops and coordinates assessments related to recruitment of professional, general service and other categories of staff as required; •Arranges and conducts interviews to select candidates, and reviews recommendation on the selection of candidate by client offices to ensure transparency in recruitment process; •Monitors and evaluates recruitment and placement-related activities of client offices, and recommends changes or corrections related to procedures to these offices; •Coordinates the onboarding of selected candidates with the Kuwait Joint Support Office (KJSO) to ensure that selected candidates arrive to the mission in a timely manner.

Administration of entitlements:

•Provides advice on interpretation and application of policies, regulations and rules; •Reviews and provides advice on exceptions to policies, regulation and rules; •Provides advice to staff members on salary and related benefits, travel, and other entitlements such as education grant, rental subsidy, mobility incentive etc; •Reviews the recommendations made by the KJSO as it pertains to benefits and entitlements for staff on the basis of contractual status; •Reviews policies and procedures and recommends changes as required; •Reviews and recommends the level of remuneration for consultants when required.

Other:

•Serves as Officer-in-Charge in the absence of the CHRO; •Assists the CHRO in all personnel related issues, including meeting with departmental staff representatives, discussing and proposing solutions on a variety of subjects relating to staff welfare and conditions of work; •Supervises the work of the Human Resources Assistant; •Performs any other duties as required.

CLIENT ORIENTATION: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education A High school diploma or equivalent is required. A technical or vocational certificate in human resources management, business or public administration, education or related area is also required.

Work Experience A minimum of ten (10) years of progressively responsible experience in human resources management, administrative services or a related area is required. The minimum years of relevant experience is reduced to 5 years for candidates who possess a first level university degree. Experience in the application of Human Resource Management Systems (for example: Inspira, Umoja, or related) is required. Experience working in a post-conflict environment outside home country is required. Supervisory experience is desirable. A minimum of three (3) years of experience in the administration of Travel and Shipping is desirable. A minimum of three (3) years of relevant experience in advising managers and staff on the interpretation and application of human resources policies and procedures is desirable. A minimum of three (3) years of experience as a Certifying Officer using UN applications such as Umoja is desirable. Experience in providing guidance and performance and career development is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required.
