Org. Setting and Reporting

This position is located in the Staffing Team (ST), Staffing, Diversity and Outreach Section (SDOS), Human Resources Management Service (HRMS), Division for Management (DM) of the United Nations Office at Vienna (UNOV) and the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will report to the Deputy Chief of HRMS and Chief of SDOS. For further information on UNOV visit www.unov.org.

Responsibilities

Within delegated authority, the Human Resources Officer will be responsible for the following specific duties: • Participate and contribute to the development of new talent management strategies and processes leveraging innovation, creativity and best practices to build diverse, inclusive, competent, and agile workforce. • Develop, implement and evaluate new diversity and outreach strategies, initiatives, and tools. • Act as Team Leader of the Staffing Team of SDOS and provide advice and guidance to recruiters and programme managers on the application of policies and procedures; review specific staffing needs; manage staff recruitment and onboarding processes, and provide HR advice to UNOV, UNODC in Vienna and in field offices, as well as other Vienna based client offices. • Consult with Division Directors, Branch, Service and Section Chiefs with regard to staffing requirements, advise them on appropriate procedures and ensure implementation of decisions are in line with rules and regulations, policies and procedures. • Monitor, undertake and evaluate recruitment and onboarding related activities of client offices, provide advice on full recruitment process including advertisement of job openings, review of applications, short listing and assessments, selection recommendations and coordination with the office of the Executive Director/Director General. Serve as ex-officio member on assessment panels. • Review HR related draft policy documents/administrative instructions/information circulars and related guidelines. Provide comments and advice on interpretation and application of policies, regulations and rules. Review and provide advice on exceptions to policies, regulations and rules. Ensure adherence to human resources policies, practices and procedures. • Advise and counsel staff at headquarters Vienna and in the field in respect of rights, responsibilities, and difficulties associated with recruitment and staffing and provide advice on human resources. • Coordinate UNOV and UNODC’s efforts for a diverse and inclusive workforce by driving forward and achieving goals and activities in line with the UN Secretariat’s Geographical Diversity Strategy, the UNOV/UNODC Geography Action Plan and the Enabling Environment Guidelines, the UNOV/UNODC Strategy for Gender Equality and Empowerment of Women. Prepare top management guidance material, provide advice to management, and monitor progress. • Drive initiatives to foster gender parity and geographical diversity amongst staff, including but not limited to the creation of various statistical updates about the current staff composition, the initiation, coordination of and participation in external and internal outreach and information activities, dissemination of job opportunities through social media and other channels, as well as collaboration with UNODC Field Representatives and field offices etc. • Coordinate, support and carry out outreach activities for UNOV and UNODC, as necessary. • Identify areas that require HR analytics; provide recommendations to evaluate and enhance HR systems, policies, processes. Participate in the review, evaluation and enhancement of enterprise systems and tools, and new technologies for a diverse, inclusive, multi-talented and mobile workforce. • Participate in task forces and various working groups on recruitment related matters including mobility, system enhancements, outreach, central review bodies, onboarding, identify issues/problems, contribute to formulating strategies, policies and guidelines, and the establishment of new procedures. • Keep abreast of developments in various areas of human resources. • Prepare reports and participate and/or lead special human resources projects. • Prepare proposals and reports for senior management on human resources related matters, progress reports, presentations to the Executives Committee, briefing notes for the Office of the Executive Director/Director General, presentations to governing bodies. Prepare responses to questions from the legislative, advisory and audit bodies, and Member States. • Coordinate and monitor HR monitoring and reporting tools such as the UN System-wide Action Plan (SWAP), the Senior Management Compact, yearly reports of the Executive Director/Director General, submissions to oversight bodies, audits responses; etc. • Plan, organize, manage and supervise the work of the Staffing Team. • Collaborate and liaise with other Teams and Units as needed, including the Planning, Contracting and Reporting Unit (PCRU) for organizational design and job evaluation matters, the Operational and Advisory Support Unit (OASU) for legal consultations, the Talent Development Team (TDT) for joint outreach and learning events, the Department of Operational Support (DOS) for interpretation of rules and regulations etc. • Establish and ensure regular reporting on various HR related issues. Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Support the overall goals of HRMS by carrying out other work-related duties as assigned.

Education

An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible professional experience in human resources management or relevant administrative field, including in areas such as staffing, recruitment, staff administration, is required. Experience in analyzing complex and sensitive human resources matters and providing responses, recommendations and solutions is required. Experience within the United Nations system or similar international organization is desirable. Experience in the field, or exposure to a field-based operation, is desirable. Experience setting up and driving yearly diversity action plans and related initiatives within a United Nations common system organization or similar international organization is desirable. Experience with human resources-related data- and programme-monitoring tools is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge of another United Nations official language is an advantage.
