Background:

The OSCE has a co-operative and comprehensive approach to security that encompasses politico-military, economic and environmental, and human dimension aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, freedom of media, protection of national minorities, democratization, rule of law, policing strategies, border management, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Human Resources (DHR) ensures that the OSCE benefits from a capable and committed workforce that delivers on the security priorities of participating States. DHR provides a range of human resources services throughout the OSCE and is responsible for the development and review of human resources policies.

The Talent Acquisition (TA), as part of the Department of Human Resources, comprises at least ten staff members and is primarily responsible for the recruitment and selection of international contracted and seconded staff for the Secretariat and field operations and of general staff, temporary staff and consultants at the Secretariat. It is also responsible for outreach activities.

Tasks and Responsibilities:

Under the overall supervision of the Talent Acquisition Officer, while Chief, Talent Acquisition acts as the second-level supervisor, the successful candidate will be tasked with the following duties:

  1. Assisting in co-ordinating, advising and processing the recruitment and selection for posts in the OSCE Secretariat and, as necessary, in supporting the recruitment for posts in Institutions and Field Operations;
  2. Assisting with preparing and publishing vacancy notices, actively supporting longlisting and shortlisting processes, designing and preparing pre-assessment activities, organizing interviews and written tests, including communications with all participants/stakeholders of the recruitment process: hiring managers, board members, candidates, appointing authorities, HR colleagues, as relevant;
  3. Supporting the optimal use of the OSCE's electronic recruitment systems;
  4. Participating in and contributing to OSCE outreach activities to promote OSCE as the employer of choice;
  5. Designing and preparing posts for websites and social media, including text and visual features (photos, videos, audios, presentations), and supporting the design and preparing newsletters and other communication products;
  6. Contributing to and participating in webinars, job fairs, or student information activities;
  7. Performing other related tasks as required.

Necessary Qualifications:

  • Completed secondary education, as well as specialized training in human resources, ideally supplemented by formal training in office administration;
  • A minimum of three years of relevant working experience;
  • Experience in human resources, preferably in outreach and recruitment, either in the public service, private enterprises, non-profit sector, international organizations or academic institutions;
  • Professional fluency in English with excellent communication (both oral and written) skills; working knowledge of another OSCE official language is an asset;
  • Computer literate with good knowledge of Microsoft applications and with very good knowledge and understanding of IT systems and processes;
  • Good understanding of collecting and interpreting statistical data and data analytics;
  • Established ability to work with figures, display accuracy and attention to detail;
  • Team player, with empathy and good communication skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is EUR 4,000 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
