Background:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.

The IRC’s Emergencies & Humanitarian Action Unit (EHAU) supervises IRC’s global emergency preparedness and response activities. The mission of the EHAU is to expand and improve IRC’s ability to help affected communities survive in acute emergencies and hard-to-reach contexts by investing in people, systems, and solutions to complex humanitarian challenges. The EHAU works to support and empower a network of more than 400 frontline IRC emergency staff.

Job Overview:

EHAU’s thriving team is looking for a dynamic Human Resources professional to join us! In this role, you will independently lead HR administrative activities in support of staff based around the world, work to improve and streamline HR processes, and be a key player in developing and furthering the Emergency team’s learning and development capacity, helping colleagues deliver world class emergency response programs. Bringing a client-service approach, the HR Manager will enhance the overall employee experience and help improve the strategic capabilities for the team. The HR Manager reports to the Deputy Director of Human Resources and works closely with HR Leaders across the IRC.

Major Responsibilities:

Human Resources Support (40%):

- Support Deputy Director of HR in managing the full employee experience, from on-boarding to exit management, ensuring all processes are performed in a timely, efficient, and client-centered manner. - Act as a first line "go-to" for employee inquiries about IRC policies, resources, and programs, independently resolving requests and advancing to Deputy Director of HR as needed. - Partner with HR colleagues on all administrative aspects of HR communications and reporting, helping to deliver key data insights for the function and meet client needs. - Participate in special HR and administrative projects, including review and analysis of job descriptions, collecting, and organizing survey data, conducting research, partnering to develop and scale Peer Review Programs in emergency contexts, and other tasks that may arise in response to emergencies. - Demonstrate a depth of knowledge and understanding of IRC's HR strategy, policies, and programs and be able to advise and resolve issues by applying IRC’s policy to employee inquiries.

Emergency Learning & Development (60%):

· In collaboration with the Deputy Director of Human resources and the Senior Technical Advisor of Measurement, Evaluation, Accountability and Learning in Emergencies, further the development and implementation of the global Emergency Learning program.

· Work with Deputy Director, Human Resources on EHAU’s staff development initiatives and advise on continual improvements for EHAU’s new hire orientation.

- Engage with internal partners to establish key objectives for the development of communications and learning programs. - For training and capacity strengthening programs, build reports/templates for teams to track interactivity and completion, and use criteria and metrics to evaluate the program’s efficacy.

· Ensure all recurring learning programs are updated on a regular basis to encompass program, product, service delivery, procedural and technology changes.

· Conduct research and ensure standard methodologies are incorporated into learning and development offerings.

Core Requirements:

- Bachelor’s degree or equivalent experience. - Approximately 3+ years in an HR support function. - Comfort in a fast-paced, global environment, committed to innovation and continuous improvement. - Experience in designing, developing, and delivering training & development programs. - Knowledge of standard methodologies in adult learning and technology-based learning. - Strong analytical and organizational skills.

· Ability to prioritize and meet the objective of various initiatives in a timely manner.

- A highly motivated, energizing approach that inspires others. - Strong written and verbal communication skills; outstanding capabilities in MS Word, Excel, and PowerPoint; experience in Workday and applicant tracking systems a plus.

We’d love to see:

- Experience in a large, matrixed organization and/or within a non-profit setting, particularly in emergency contexts.

· Working knowledge of Arabic, French and/or Spanish.

- Demonstrated ability to inspire trust and openness amongst colleagues and clients together with a reputation for high personal integrity!
