MdM strategy in Palestine focuses on 2 pillars: Emergency Preparedness and Response (EPREP) and Sexual & Reproductive Health and Rights (SRHR), with two cross-cutting topics: Mental Health & Psychosocial Support (MHPSS) and gender mainstreaming.

In MHPSS, MdM intervention in the Palestine is focused on provision of MHPSS emergency response activities following critical incidents related to occupation, local partners capacity building and MHPSS integration at Ministry of Health (MOH) and Primary Health Care Centers (PHCCs).

Job description

Under the responsability of the general coordinator, you will have the responsability to define, adapt, plan and supervise the implementation of the mission’s human resources infrastructures including internal procedures and policies, compensations and benefits, talent management, staff disciplines, career development and learning or team building while respecting the local context and legislation and MdM policies and values.

More specifically, your main responsibilities are the following:

Human resources management

  • Ensure that every employee file is updated with a contract, updated job description, and minimal yearly appraisals
  • Supervise the HR database’s management, ensuring all important staff information is complete and up to date, and leads on and supervises the monthly payment of salaries in conjunction with Finance department
  • Coordinate the monthly follow up of HR tools and ensure sharing with HQ the needed updates
  • Participate and ensure the rolling out of the occupations and salary grid within the mission as well as the salary policy for national staff
  • Management of all HR related aspects related to expatriate staff in the mission including updates of Expatriate HR polices at mission level

Team management

  • Recruit the staff under your direct or technical responsibility
  • Provide regular evaluation to the team under your direct or technical responsibility
  • Reinforce the capacity building of the HR department staff including accompany and coaching

Development of HR policies and tools

  • Review and improve the HR policy in accordance with the legal framework of Palestine and MdM core values
  • Ensure complete implementation of the MdM HR policy, conditions of employment and internal rules
  • Develop and harmonize the necessary HR tools and supervise the implementation by all field teams
  • Work in collaboration with the coordination and field teams to improve the organizational chart, clarify hierarchical and functional links and follow the set-up for its monthly update
  • Ensure that all staff are informed and trained about the existing policies
  • Update the classification and salary grid and ensure its strict implementation on the bases
  • Develop job profiles for existing or needed positions
  • Centralise and coordinate the annual training plan and support its implementation
  • Participate to the definition of HR needs in terms of writing project proposals and any amendments
  • Supervise the administrative and payroll procedures and support the finance team to ensure timely accurate salary payments
  • Under the General Coordinator supervision, support the implementation and follow up of the Expat HR policy in collaboration with the HQ HR Advisor
  • Take part in disciplinary procedures and investigations
  • Review and update national staff recruitment policy
  • Supervise the overall recruitment of national staffs and monitor them

PSEA policy

  • Support the general coordinator regarding the implementation of the updated MdM PSEA policy
  • Ensure the implementation of a reporting and complain mechanism related to PSEA
  • Train HR staff on presentation and implementation on PSEA policies
  • Ensure visibility within the offices on PSEA policies

Technical support and capacity building

  • Carry out the capacity building trainings of HR team on all relevant HR procedures
  • Develop a yearly training needs assessment and a training plan for the mission’s staff
  • Review the existing evaluation mechanism for ‘learning and development’ of employees and carry out necessary changes for improvement
  • Perform regular field visits, to control and supervise the human resources matters, and report to the related coordinators for implementation of key recommendations

Legal compliance

  • Support the General Coordinator in relation to timely renewal of MdM MoU/Registrations with line ministry
  • Ensure Local Tax laws are followed and deposit is done on monthly basis across the mission offices
  • Supervise processing expat staff Visas, FRCs, Travel Authorizations with relevant ministries, authorities on timely manner. Alert the General Coordinator on any changes in the local regulations, labour or Immigration laws.
  • Supervise the organization of all legal documents, contracts in secured file with proper catalogue

Benefits

  • Starting date : as soons as possible
  • 3 month-contract
  • Gross monthly salary : €3,306
  • Position based in Bir Zeit with regular field visists in Nablus, Ramallah, Jerusalem and Gaza when access and safety are granted
  • Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)

Requirements

  • Three-year degree in management or HR related studies
  • Five years of experience in the same position with at least three years in the international humanitarian sector
  • Budget analysis: read, construct, analyze a budget and carry out budget monitoring
  • Payroll analysis: monitor, improve and structure the pay and staff administration
  • HR Policies implementation: understand, analyze and communicate the organization HR policies and practices
  • HR Policies creation: design, formalize and adapt procedures, SOP, operating modes, recommendations related to HR
  • Legal expertise: understand and interpret the legal administrative framework of the mission and implement it in line with the Organization rules
  • Compensation & benefits: design and analyze remuneration methods and rules
  • Good knowledge of training and recruitment process: identify, analyze and implement changes on training and recruitment needs of the mission
  • Management skills: ability to take decisions and arbitrate, set objectives and draft action plan for your team, assess and develop your colleagues’ skills
  • Languages: English is mandatory (oral and written), arabic is an asset.
