The Division of Global Communication and Advocacy is undergoing significant staff changes, which necessitate the need to fill in the HR staffing gaps created by the release and temporary transfer of two GCA HR Associates to support the Division of Human Resources (DHR) and UN Woman. Parts of the two roles have been collapsed in this temporary opportunity to support the Division in coping with the complexities of the tasks at hand. This temporary appointment will be funded by DHR and UN Women.

How can you make a difference?

Under the overall guidance of the Chief of Operation and the direct supervision of the Human Resources Specialist, the Human Resources Associate provides technical administrative, procedural and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in his/her office, ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations.

Summary of key functions:

  • Support in processing of entitlements and benefits of local staff particularly the liaison functions
  • Support in recruitment and placement of consultants, interns and stretch assignments
  • Support in organization design and job classification
  • Support to business partnering
  • General office support

Support in processing of entitlement and benefits of local staff particularly the liaison functions

  • Take actions of the following liaison functions:

  • Visas, Work Permits, Grounds Passes, I-508

  • Registration/De-registration with USUN
  • Travel Entitlement Activities
  • Leave and Attendance

  • In consultation with supervisor, analyze, research, verify, and compile data and information on cases that do not conform to UN or UNICEF’s HR Rules & Regulations, to support consistent and equitable application of decisions and implementation of agreed upon action.

  • In consultation with supervisor, analyze, research and verify information for the purpose of responding to staff queries on areas related to benefits and entitlements
  • Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.

Support in recruitment and placement of consultants, interns and stretch assignments

  • Prepare and circulates internal and external advertisements for consultants and internships.
  • Review of selection process and recommendation for the selected candidate
  • Create Purchase Order.
  • Request for Release of purchase order.
  • Prepare DocuSign for e-signature. Amendment, if any-Review of memo and updated.
  • PRQ Closure of purchase order.
  • Monitor life-cycle of recruitment process to update supervisor as necessary.
  • Provide guidance and support with the selection process of interns and stretch assignments.

Support in organization design and job classification

  • Participate in the review of JDs, ensuring effective application of ICSC methodology.
  • Review and prepare documents to be submitted for classification to GSSC, ensuring completeness of documentation.
  • Follow up and liaises with GSSC over status of requests to ensure timely completion.
  • Monitor life-cycle of all job classification requests to facilitate recruitment and organization planning.

Support to business partnering

  • Support the business partners in developing initiatives to encourage employee well-being and employee recognition schemes
  • Support the management of change processes by advising clientele on changes to HR processes under the guidance of HR Business Partner
  • Support the business partners in assisting clientele in using HR systems such as talent management, agora and achieve.

General office support

  • Compile and analyses information and statistics related to posts and staff for
    • Reports on staffing trends.
    • Performance Management.
    • Leave and Attendance.
    • Mandatory trainings.
  • Support with any other related HR transactions, as assigned by the supervisor.

To qualify as an advocate for every child you will have…

  • Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization.
  • A minimum of 6 years of relevant human resources, administrative, or clerical work experience is required.
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset.

Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
