UNICEF is a leading humanitarian and development agency working globally for the rights of every child. Child rights begin with safe shelter, nutrition, protection from disaster and conflict and traverse the life cycle: pre-natal care for healthy births, clean water and sanitation, health care and education. UNICEF has spent nearly 70 years working to improve the lives of children and their families. Working with and for children through adolescence and into adulthood requires a global presence whose goal is to produce results and monitor their effects. UNICEF also lobbies and partners with leaders, thinkers and policy makers to help all children realize their rights—especially the most disadvantaged.

The recent escalation in the armed conflict in Ukraine poses an immediate threat to the lives and wellbeing of the country’s 7.5 million children. The intensification of the armed conflict is posing severe human costs, causing a growing number of civilian and children casualties, interrupting livelihoods and damaging critical civilian infrastructure, including hundreds of homes, water and sanitation infrastructure, schools and health facilities. Hundreds of thousands of children and their families have been internally displaced and, to-date, over 6.8 million forced to flee the country in search of safety – the majority are women and children.

In the midterm UNICEF aims to facilitate the Governments and civil society in Ukraine and the surrounding affected countries cope with the increased demands on the social sector services (health, education and social protection). UNICEF will also respond to the risk of outbreaks of vaccine preventable diseases, including Measles and Polio. In the long-run UNICEF will foster and promote social cohesion of the refugee hosting communities through advice on integration of refugees into social services, building capacity of national actors and systems and creating a supportive and enabling environment for mothers and children for during the three year temporary protection directive and period of asylum granted by the EU.

This UNV assignment will provide key Human Resources necessary in supporting UNICEF’s response to this crisis. Under the close supervision and guidance of the Human Resources Manager, the Human Resources Associate will provide administrative, procedural and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in his/her office, ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations. The HR Associate, within their area of responsibility, is accountable for supporting the implementation of HR services that enhances the capacity of their clients to deliver on their business goals and objectives.

The focus of HR positions at this level is on the provision of specialized transactional HR activities pertaining to recruitment and placement, administration of entitlements, staff development and career development, job classification and/or performance management. These positions require in-depth knowledge of the subject matter and the capacity to carry out tasks with strong independence. Managerial oversight for these positions is limited to ensuring results are fulfilled according to work-plans and facilitating any issues that arise outside of established patterns.

Within the delegated authority and under the supervision of the HR Manager or his/her designated mandated representative(s), the UNV HR Associate will:

Support to business partnering

• Support the business partners in developing initiatives to encourage employee well-being and employee recognition scheme

• Support the management of change processes by advising clientele on changes to HR processes under the guidance of HR Business Partner

• Support the business partners in assisting clientele in using HR systems such as talent management, agora and achieve.

Support in processing of entitlement and benefits

• In consultation with supervisor, analyze, research and verify information for the purpose of responding to staff queries on areas related to benefits and entitlements

• Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.

Support in recruitment and placement

• Prepares and circulates internal and external advertisements.

• Liaises with candidates in the various stages of the recruitment process.

• Prepares formal acknowledgement, offer and regret letters.

• Initiates and follows up on reference checks and academic verifications, and ensuring the completion of other background checks.

• Monitors life-cycle of recruitment process to update supervisor as necessary.

Support in learning & capacity development

• In consultation with supervisor, researches and analyses data and information to help identify training needs within his/her office for the development of learning plans and other targeted training interventions.

• In consultation with supervisor, researches, analyzes, verifies, and compiles information on external training courses available and educational institutions to help supervisor decide on learning programmes that address learning gaps in his/her country office.

• Develops and processes contracts for institutions providing training and courses, ensuring compliance with UNICEF rules and regulations.

• Assists team in organizing and conducting courses, workshops and events by preparing and organizing distribution of materials for participants, ensuring availability of training venues and required equipment and supplies, while providing logistical and secretarial support at workshops and events as necessary.

• Tracks the performance management cycle processes, ensuring the timely distribution and enhancing the timely completion and return of appraisals.

• Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs:

As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: o Supporting the Regional Office Surge Team efforts to ensure required staff members are in place to support the refugee response; o Supporting UNICEF Country Offices in the timely completion in the recruitment of staff members and non-staff support for new posts created in response to the crisis in Ukraine; o As experienced HR professionals, the HR Associate’s work reflects directly on the professionalism of the incumbent and the overall reputation of the HR community for technical quality in terms of the customer service approach to problem resolution.

This assignment’s duty station is Istanbul and relocation is required for the one not living in Istanbul. Due to COVID-19 pandemic restrictions, this can be within a month after contracted upon agreement with the hiring manager. The UN Volunteer will be responsible for arranging her/his own housing and other living essentials. UNV Entitlements in a Nutshell for National UN Volunteers (Specialist): • Current Volunteer Living Allowance (VLA) is approx 10900 TRY as of June 2022. This amount is subject to increase in parallel with revision in allowance of local personnel applicable in each year. • Additional 40% expertise differential might be applicable in case the selected candidate demonstrates sufficient experience. • 100% health, life and dismemberment coverage by CIGNA. As per UN’s diplomatic mission status, it is not included in National Security Institution’s (SGK) system but can be initiated on private basis. • Entitlement to annual Leave at the rate of 2.5 working days per completed month of volunteer assignment • Entry allowance for covering relocation expenses • Exit allowance upon completion of service • Several learning opportunities Unified Conditions of Service is available on UNV's website.
