Org. Setting and Reporting The position is located in the Executive Office of Legal Affairs. The Human Resources Assistant will report directly to the Administrative Officer and to the Executive Officer.

Responsibilities Within delegated authority and under the supervision of the Administrative Officer, the Human Resources Assistant will be responsible for the following duties: - Review and process requests for initial/extension of appointments, entitlements, and claims. Advise and inform staff on HR procedures and related entitlements, conduct exit interviews for separating staff and assist staff with final arrangements. •Review and process full range of personnel actions in Enterprise Resource System (ERP) such as Umoja. •Advise and assist staff on visa matters. •Provide information and advice to staff/consultants with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. •Review and process Purchase Orders for consultancy contracts. Administer consultancy contracts as necessary. •Monitor sick leave cases and approve sick leave for less than 20 days; Administer long-term sick leave cases and prepare submission of cases for disability; Process maternity leave and grant paternity leave quota; approve home leave travel, and grant travel time if applicable; Processes special leave with and without pay; Provide guidance and training on time-related issues and entitlements to staff; Liaise with the Medical Service, Staff Counsellor, Time Managers and (Senior) Time Administrators, as necessary. •Monitor Umoja staffing tables for a variety of human resource activities, e.g., appointments, retirement, expiration of appointments, reassignments, transfer, and movement of staff. •Generate, prepare, and maintain various HR and position management reports using Enterprise Resource Platforms (ERPs) such as Umoja, Inspira and other relevant databases and platforms. - Prepare written response to queries concerning HR related matters. - Provide general office support services; process, draft, edit, proofread and finalize for signature/approval a variety of correspondence and other communications. •Identify and resolve diverse issues/problems as they arise and determines appropriate actions. •Coordinate extensively with service units and liaise frequently with internal team members. •Perform other related administrative duties, as required.

Education High school diploma or equivalent is required.

Work Experience Seven (7) years of experience in human resources management, administrative services or related area, is required.

Experience in administrating a broad range of entitlements and benefits using Enterprise Resource System (ERPs) such as Umoja and Inspira is required.

Experience within the United Nations Common System or other international organization is desirable.

Experience in handling sensitive and confidential information is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is an advantage. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This job opening is advertised to fill a temporarily vacant position during the absence of the regular incumbent for a period of one year or longer. The regular incumbent is entitled to return to this position at the expiry of the temporary vacancy period. If the regular incumbent exercises the right to return, the appointment or temporary assignment or promotion of the candidate selected for this job opening will not be renewed or extended.

The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the “Staff Selection System” and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the United Nations Secretariat who meets the definition of “internal candidate” in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she holds a lower grade than the job opening. If the regular incumbent vacates the position during such temporary assignment or promotion, the selected staff member will be laterally assigned, promoted or transferred to the position without further selection process under ST/AI/2010/3.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.
