Org. Setting and Reporting This position is located in the JPO Programme, Human Resources Management (HRM), Capacity Development Programme Management Office (CDPMO), Department of Economic and Social Affairs (DESA). CDPMO furnishes integrated management support services to the substantive divisions of the Department as they provide advisory services on request to development countries and countries with economies in transition, and formulate and implement capacity development projects. The incumbent is under the overall guidance of the Chief, JPO Programme, and the direct supervision of the Human Resources Officer.

Responsibilities Within delegated authority, under the general supervision of the Chief, Junior Professional Officers (JPO) Programme, and the direct supervision of the Human Resources Officer in the JPO Programme, the incumbent fulfills human resources related functions in the recruitment and administration of JPOs ensuring that the recruitment processes for the new appointees are carried out in a timely manner, and that the staff member's contracts are maintained up-todate; performs a great range of personnel administration functions in order to assist the various clients of assigned organizational units that are supported by the Service; prepares, updates and maintains accurate statistics on JPOs under his/her responsibility. RECRUITMENT AND PLACEMENT: •Provides comprehensive assistance in the filling of posts, by initiating and following-up on reference checks including academic verifications, medical clearances, previous employments and personal references, to ensure the completion of pre-recruitment formalities; •Reviews appointment entitlements with the proper interpretation and in compliance with the Staff Regulations and Staff Rules, updated ST/AIs and ST/ICs; •Independently prepares the statement of emoluments and the offers of appointment which are forwarded to the candidate; •Advises on visa matters and maintains continuous and effective communication with the candidates; •Reviews and processes personnel action in the relevant human resources management system; •Processes letters of appointment as well as extensions of appointment, ensuring accurate inclusion of all relevant information and prompt distribution of these documents to staff members and appropriate offices. ADMINISTRATION OF ENTITLEMENTS: •Determines the entitlements of the different types of appointment given to JPOs, with the proper interpretation and in compliance with the Staff Regulations and Staff Rules, ST/AIs and ST/ICs; •Provides substantive administrative support by ensuring timely review and processing of requests for entitlements and claims such as rental subsidy, education grant, dependency allowance, hazard pay, etc. •Coordinates, and actively monitors the arrangements of official travels on business, home leave, repatriation and shipment of personal effects of staff members and dependent(s) as required, by processing the necessary actions, as necessary and reviews and processes the relevant claims; •Monitors and maintains attendance records of staff members, both manually and in the human resources management system; •Conducts exit interviews for separating staff and assist in final arrangements; •Advises staff on personnel-related matters; •Responds to a diverse range of information requests and inquiries regarding salaries and entitlements. GENERAL: •Maintains up-to-date computerized data of appointments, extensions and separations of staff. •Coordinates extensively with Service Units and member states' representatives and liaises frequently with internal team members in Headquarters and in the field; •Provides general office support services; drafts routine correspondence and processes varies correspondence and other communication;sets up and maintains files/records; monitors deadlines •Trains and provides supervision to new and lower-level staff in the unit. •Performs other duties as required.

    Education High school diploma or equivalent. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Staff members who were granted a fixed-term, continuing or permanent appointment as a result of having passed a predecessor test recognized by the Office of Human Resources Management, and who have continuously held such appointments, are not required to take the new test.

    Work Experience A minimum of seven years of progressively responsible experience in human resources management, administration or related area is required

    Experience in integrated information management system on recruitment, such as Inspira, is required

    Experience with recruitment and administration of consultants or project personnel is required.

    Formal training and experience in Enterprise Resource Planning (ERP) or other similar system and human resources management system are required.

    Experience in donor relations is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and French are required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
