Job Description

Purpose of the Role

Under the supervision of the Senior Human Resources Coordinator, the HR Manager (Staff Development) guides and manages the provision of Human Resources services and policies. She/He serves as a strategic partner, aligning IRC objectives with employees and management. In collaboration with the Human Resources Coordinator, he or she will manage to ensure high quality and efficient staff learning and development, performance management, code of conduct, compliance, employee engagement and staff care. The HR Manager (Staff Development) will support the HR lead to adapt and implement Global HR initiatives and practices and serve as an advisor to improve staffing resources and performance, promote a positive organizational culture, minimize risk and ensure economy and efficiency of work processes.

Key Responsibilities

- Develop L&D plans in consultation with sector leads, assessing on PME results & goal setting forms, facilitate and run different training initiatives by searching appropriate facilitators. - Review & update the L&D policy and learning agreement. - Prepare draft capacity building proposal plan annually and propose to HR Lead. - Ensure staff are aware the development opportunity such as KAYA, compass & Navigator and strengthen country level participations and completions.

- Work as a focal person of W@W (women at work group) and work closely with the relevant leads and help the organization to establish a comfortable and safe place for everyone. - Ensure all supervisors have been aware about the people management standard, provide necessary training and guidance on these issues, and help them understand of this as a crucial aspect for staff management. - Provide all the necessary support for the new staffs’ queries and provide necessary reading and presentation to all the staff. - Crafting induction materials, update them time to time considering the context, and communicate and keep the staff updated about the changes. - Support for the performance driven culture through goal setting process, ensure midyear discussion, and manage effective year end assessment on time, ensure mid-term/end year assessment completed. - Support to Probation assessment goal setting, ensure assessment has been completed and decision of the probation assessment has been disseminated to the staff. - Conduct partnership assessment as required, ensure all the partnership document relevant to HR have been assessed and disseminated to the relevant including development plan. - Visit partners as per plan to see compliance has been followed strictly by partners and provide necessary feedback and corrective actions. - Analysis & report for the training evaluation/feedback of staff/facilitator to HR Lead. - By coordination with IRC Way Ambassadors support processes initiated by Region and HQ and take lead on those initiatives in country level such as IRC way day, employee engagement survey, etc. - Any other tasks assigned by supervisor.

Qualifications

Experience and Competencies: Knowledge, Skills and Abilities

- HR professional preferably having at least 5 to 7 years of demonstrated experience of staff management, recruitment, compensation, training and development and HR Administration. - Experience of working with an international organization or having international experience is preferable. - Strong training and development skills; experienced in conducting Training of the Trainer. - Demonstrable ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace. - Proven sense of professional discretion, integrity, and ability to manage complex HR situations diplomatically and to effective resolution. - Excellent management, interpersonal and negotiation skills, and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context. - Ability to demonstrate a supportive and consultative approach with direct reports and staff at senior and junior levels. - Very strong proficiency in MS Word, Excel, Outlook, and PowerPoint is required. - Presents a professional attitude at all times. Approaches others in a tactful manner. Reacts well under pressure. Treats others with respect and consideration regardless of their status or position. Accepts responsibility for own actions. Follows through on commitments. - Written and spoken fluency in English is required. - Ability to travel in the field

Specific Educational Qualification

- Bachelor’s degree in Business Administration. - Master’s and/or any other advanced degree in relevant subjected will be an added value. - Any professional HR or trainer certification or International HR certification will be a plus.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
