The incumbent plans and delivers services on emergency human resources planning, with particular attention to staff and non-staff recruitment and rapid deployment to meet the needs in emergency response situations, and keeping emergency rosters at field level, in line with WHO rules and regulations. The Human Resources (HR) Officer works with technical and administrative staff to develop and ensure the implementation of best practices, in close coordination with the relevant administrative structure at country and regional office level. He/she provides analysis and monitors needs and requirements to develop and implement flexible solutions in the area of HR to support WHO’s emergency operations in line with Emergency Standard Procedures (SOPs), ensuring smooth and effective collaboration with the Regional and Country Sub-Offices. Objectives of the Programme and of the immediate unit or field activity (Overview of the programme): Under the overall supervision of Operations Officer, the guidance of the WHO Representative and the Regional HR Manager and in close consultation and collaboration with the relevant HR and administrative structures at regional office level, the incumbent plans and delivers services in the areas of Human Resources, including recruitment, onboarding, nonstaff administration. The work involves ongoing contacts with a broad range of WHO officials and staff members to provide advice and support, and to promote best practices in the field of human resources management, as well as contacts with counterparts in the Regional and Sub-Country Offices, as related to the above and ensure mutual understanding.

Under the direct supervision of HR Officer, WHO Representative as well as Regional HR Manager the UN Volunteer will undertake the following tasks:

• Ensures full compliance of HR activities with WHO rules and regulations, policies, procedures and strategies; effective implementation of the internal control and functioning of the HR management system; • Advises WHO Representative (WR) and staff on all aspects of HR policies and procedures including proper use of contractual modalities Under the guidance of the WHO Representative and in close collaboration with the Regional Office; • Provides substantive input to HR planning and forecasting of the staffing needs of the Country Office (CO) and facilitate and monitor the recruitment of non-staff; • Leads WHO CO selection processes including drafting position descriptions establishment of positions in Global Management System (GSM), issuance of vacancy announcements, screening of candidates, interview panels and related activities; • Work closely with HR/EMRO to ensure the timeliness of emergency and non-emergency contracts; • Develops and manages rosters for local positions; • Monitors contract’s expiry dates for staff and non-staff, initiates and follows up on requests for extensions; • Acts as a liaison between the Regional Office and the WHO CO on all HR related matters;

• Good filing and organizational skills. • Ability to maintain good working relationships with staff, experts and visitors. • Demonstrated ability to translate routine correspondence into English. • Good time management and stress management skills. • Knowledge of WHO rules, manuals, practices, procedures and WHO Style Guide applicable to the administrative level an asset.
