The Role

The HR Analyst, Support and Advocacy works under the supervision of the HR Specialist, Support and Advocacy based in UNOPS HQ, Copenhagen.

They assist in providing support to alleged victims of workplace misconduct (harassment, discrimination, abuse of authority, sexual harassment, sexual exploitation and abuse) as well as other personnel in need, with a focus on duty stations where Spanish and French are officially recognized as national languages.

They organize and prioritize their work, coordinating the delivery of multiple tasks while maintaining attention to detail and engaging with a variety of stakeholders in alignment and consultation with the HR Specialist.

The HR Analyst job is remote/ home-based, but you need to live in a place where the UNOPS has offices in the Latin America and Caribbean Region (LCR).

Case Management - As assigned by the HR Specialist, Support and Advocacy (HRSA), serve as a support focal point to referred victim/survivors in Spanish speaking and any other delegated locations - In consultation with the HRSA, provide continuing monitoring of victim/survivors and action any requests made as part of needs assessments and reviews. - Support any other individuals referred to the HRSA Specialist (i.e. victims/survivors of domestic violence) with information and referrals to the correct service provider such as medical and psychosocial - Perform duties in accordance with protection mechanisms and action plans, as expected by UNOPS policies, standards and commitments

Monitoring and Reporting - Assist the HR Specialist in developing quarterly and ad hoc internal and external reporting through effective application of knowledge of the UN and Inter-Agency Standing Committee (IASC) systems. - Support the HR Specialist in maintaining a support and advocacy case database. Ensure the data is up-to-date and can be extracted to report on trends related to geographic spread of support provided, types of support referred, and other relevant data points as may be specified. - Assist in monitoring any changes in policy/guidance to ensure that UNOPS internal policy and practices are in line with UN and other international standards.

Capacity Building - Participate in the development of operational procedures and policies related to victim-centered approaches, as assigned by the HR Specialist. - Support the HR Specialist to develop and deliver training on the victim/survivor centered, gender and other approaches. - Provide advice and support to managers who are dealing with an incident of sexual harassment in the workplace - Advocate and communicate with internal and external stakeholders (UN agency working groups, UN Victim Rights Advocate, the IASC, etc) ) on behavior change and support strategies and communication and outreach materials to promote survivor centered approaches in internal justice mechanisms. - Research and log lessons learned to improve support for individuals. - Contribute these to develop knowledge materials and communications products. - Work with the HR Specialist to identify key stakeholders across offices in LCR and develop plans for ongoing engagement.

The Human Resources Analyst, (Support and Advocacy), supports the achievement of integrating a victim/survivor centered approach to fact finding within all relevant units. They also contribute to ensuring that any victim/survivors have been provided a supportive environment that promotes safety and empowers the survivor to have some say in the investigation process. This consequently reinforces the visibility and image of UNOPS’ duty of care to its personnel and any person affected by them.

Education/Experience/Language requirements

Education: - Advanced University (Master’s) Degree in related fields such as Law, Social Justice, Human Rights, Behavioral Sciences, Psychology, Social Sciences, or related field is required. OR - First University (Bachelor’s) Degree in Law, Social Justice, Human Rights, Behavioral Sciences, Psychology, Social Sciences and/or other related fields in combination with additional two (2) years of relevant experience will be accepted in lieu of the advanced degree.

Experience: - A minimum of 2 years relevant experience in protection/safeguarding, OR social work, OR gender-based violence, OR prevention and response to workplace misconduct and/or a combination of the above within international development and/or humanitarian aid is required - Working experience within the geographical context within Latin America and Caribbean will be required - Proven experience in individualized case management and interdisciplinary coordination and, as well as providing support to survivors of abuse is highly desirable - Working for the UN and/or an NGO is desirable. - Experience in developing and facilitating trainings, in particular capacity-building, and promoting behavior change through communication is desirable - Report writing and knowledge management is an asset

Language Requirements: - Fluency in English and Spanish are required. - Fluency in French is an asset.
