Org. Setting and Reporting

This position is located within the United Nations Organization Stabilization Mision in the Democratic Republic of Congo (MONUSCO) in the Talent Acquisition and Management Team of the Human Resources Management Section and reports to a Team Leader at P-4 level.

Responsibilities

Under the direct supervision of the Team Leader, the Human Resources Officer supports the Section with recruitment and placement, administration of benefits and entitlements, human resources planning, and staff development and career support. The post holder is expected to cover an entire spectrum of human resources functions covering life and career events from pre-appointment to separation, while ensuring transparency, accuracy and ensuring full compliance with the organization’s Staff Regulations and Rules. Within delegated authority, the Human Resources Officer will be responsible for the following duties: General • Provides advice to internal and external clients on benefits and entitlements, staff rules and regulations and HR guideline, and promotes a collaborative and client-oriented approach. • Prepares special reports and participates in and/ or leads special human resources projects. • Keeps abreast of developments in various areas of human resources. Recruitment and placement • Identifies upcoming vacancies in coordination with client offices. • Prepares job openings, reviews applications, and provides a short-list to those offices. • Arranges and conducts interviews to select candidates. • Reviews recommendation on the selection of candidate by client offices. • Serves as ex-officio in appointment bodies, examinations boards, and prepares and presents cases to these bodies. • Prepares job offers for successful candidates. • Monitors and evaluates recruitment and placement related activities of client offices, and recommends changes or corrections related to procedures to these offices. • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions at the Mission level including monitoring of contract end dates and maintenance of staffing tables. • Support the administration of Online test including Language professionals’ examinations and other programmes and tests related to recruitment of professional, general service and other categories of staff. Administration of entitlements • Provides advice on interpretation and application of policies, regulations and rules. • Reviews and provides advice on exceptions to policies, regulation and rules. • Administers and provides advice on salary and related benefits, travel, and social security entitlements. • Liaises with HLIS, CIGNA and local service providers on staff member’s health insurance • Acts as an interface between in-network health providers, staff members and CIGNA keeping a log of staff members’ concerns • Determines and recommends benefits and entitlements for staff based on contractual status. • Reviews policies and procedures and recommends changes as required. • Reviews and revises HR policy guidelines relating to benefits and entitlements as deemed necessary. • Liaises with the RSCE to ensure processing of entitlements and benefits of staff members such as personnel administration of contracts, administration of staff movements, time management and separations. • Reviews and recommends level of remuneration for consultants. • Processes the onboarding, check-in, check-out and separation activities for staff Staff development and career support • Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs. Prepares monitoring reports on staff development and career support programmes. • Provides advice on mobility and career development to staff, particularly young professionals and staff in the General Service and related categories. • Designs, plans, monitors and provides induction orientation programme and briefing to new staff members. • Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system (PAS). • Assesses training needs, identifies, designs and delivers training programmes to staff at all levels throughout the Organization. Other duties • Advises and counsels staff in respect of rights, responsibilities, code of conduct and procedures associated with work and entitlements. • Conducts and coordinates salary surveys with lead agency assessing the local labor market and establishes salaries and related allowances of locally recruited staff. • Prepares classification analysis of jobs in Professional and General Service and related categories and provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review. • Undertakes research on a range of HR related issues and assists in the preparation of notes/reports, drafts and / or processes a variety of correspondences and other communications. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Maintains automated database containing HR related statistics and prepares periodic reports, sets up and maintains reference files/ records (electronic and paper). • Monitors and evaluates the effectiveness of related guidelines, staff rules, HR rules and regulations, practices and procedures, and makes recommendations through immediate supervisor where necessary. • Performs any other duties as required. Work implies frequent interaction with the following: - Staff at large - Applicants - Staff within the section - Human Resources Officers/Administrative Officers/Executive Officers in the Secretariat and other field missions - Counterparts in other UN agencies. Results Expected: Applies expertise with respect to the full range of human resources management issues of the Department/Unit. Uses initiative to resolve problems and identifies exceptions. Adheres to applicable UN guidelines, policies and procedures while undertaking these duties.

Education

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

At least five (5) years of progressively responsible experience in human resources management, administration or related area at the national and at the international level is required. For first level degree holders, seven (7) years of qualifying experience is required Experience working in a United Nations common system (inclusive of Peacekeeping field operations, political missions and UN agencies, funds and programmes) – or similar international organization or non-governmental organization is desirable At least two years of experience and practice of Enterprise Resource Planning (ERP) is desirable Experience with human resources systems and management is desirable

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in both English and French, (both oral and written) is required. Knowledge of another UN official language is an advantage.
