Qualifications

Purpose of the Role

The Grants Manager will contribute to the overall business development and awards management of the Mexico country program portfolio. Reporting to the Grants Coordinator and with frequent visits to the field offices, this position will work closely with sector heads, finance and operations on compliance, donor regulations, proposal development and reporting.

Key Accountabilities

Awards management and compliance:

- Ensure that all grants and contracts are well-administered and implemented in compliance with the relevant donor regulations and IRC procedures. - Oversee internal and external reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements. Maintain close collaboration with all relevant departments in preparation for donor reports. - Ensure that in-country and regional reviews and approvals for donor deliverables are done according to IRC procedures. - Act as focal point for communications with the Regional Program Support Team (RPST) in relation to awards management and compliance. - Ensure that the OTIS (Opportunity Tracking Information System) database is up to date and follow up internally for required approvals. - Ensure the maintenance of awards and grants management files

Business and Proposal Development:

- Act as the point person for managing responses to business development opportunities. - Ensure that proposal development processes and internal quality guidelines are followed and coordinate with all relevant departments for the timely and quality submission of donor proposals or amendments. - Be the lead writer/coordinator/editor for concept notes and proposals, as needed. - Provide advice in the development of budgets and ensure communication and coordination across all departments (finance, programs, and operations) in drafting of budgets. - Ensure that in-country and regional reviews and approvals for donor deliverables are done according to IRC procedures. - Assist senior management in donor liaison and communication as requested. - Act as focal point for the proposals in use of the OTIS (Opportunity Tracking Information System) database.

Monitoring and Evaluation:

- Support the implementation of the Project Cycle Meetings (PCM) routines accompanying project leads and functional areas to ensure that awards are implemented in compliance with the IRC and relevant donor regulations. Support the follow-up to action points from these meetings. - Maintain the PCM tracker up to date and support the project leads in the preparations for and scheduling of the meetings and follow up actions. - Work closely with the Country Director, Deputy Directors of Programs and project leads to develop and maintain the project dashboards so decisions based on accurate and up to date data can be made. - Contribute to the development of strong data collection and monitoring and evaluation plans within each proposal, including well-designed log-frames and indicators, and ensure that project indicators are regularly and systematically monitored and reported on.

Other:

- Build grants management capacity of field staff by facilitating trainings, and providing one-on-one follow up support in report writing, proposal development, budget management, indicator tracking, PCM routines, IRC-specific tools, and other topics as/if needed. - Conduct monitoring visits to field locations, security protocols permitting. - Ensure quality information management related to awards by overseeing the regular maintenance of grant files, reporting calendars and workplans, and updating of internal IRC documentation and Grants tools. - Act as custodian of documentation of institutional knowledge and program activities in coordination with relevant sector supervisors and coordinators.

Skills****, Knowledge and Qualifications

- Substantial international work experience in relief or development programs; regional experience preferred. - Demonstrated successful experience developing projects and writing proposals for public and private donors. - Demonstrable understanding of project planning and management cycles. - Experience in monitoring and evaluation tools, including logframes, monitoring plans and reporting - Previous experience in working with European and American public donors. - Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment. - Flexibility to adapt to changing requirements. - Excellent written and verbal communication skills in English and Spanish. - Strong computer skills. - Degree, preferably in a subject related to IRC’s work or equivalent experience
