Background

The International Rescue Committee (IRC) helps people affected by humanitarian crises—including the climate crisis—to survive, recover and rebuild their lives. IRC has been working on programming focused on preventing and responding to violence against the most vulnerable groups in humanitarian contexts for nearly 30 years and is especially recognized and respected among humanitarian and development actors for its technical leadership in gender-based violence (GBV) prevention and response and child protection programming. IRC was one of the first humanitarian organizations to respond at all points along the arc of this regional crisis; with an office in El Salvador covering programming in Honduras and Guatemala, and with programs on the U.S. side focused on resettlement and integration. IRC's work in Mexico supports migrant populations throughout the country, both those in transit and those who see Mexico as a destination. Current program areas include economic recovery and development, access to information, cultural orientation, and a variety of protection activities (psychosocial support, women's protection empowerment, support to vulnerable populations, protection monitoring, etc).

Scope of the role: Based in Mexico City, the Grants Coordinator will have overall responsibility for grant management for country programs in Mexico and, in addition, contribute to the development of funding proposals. Reporting to the Deputy Director of Programs (DDP) and the Deputy Director - Cross Border, Asylum and Migration (DDX), he/she will work closely with sector, finance and operations managers ensuring compliance with donor regulations.

Resource Manager: This position is responsible for managing two roles - Partnership Manager and Grants Manager.

Key Relationships: In-country: DDP, DDX; Country Director (CD), program managers and coordinators, finance, supply chain and leadership team members.

In Region: Regional Program and Grants Support Team, Regional Finance Director, Regional Measurement Actions Coordinator, and other regional team members.

Responsibilities: Positioning and proposal development - Support the DDP, DDX and CD in identifying new funding opportunities, maintaining relationships with donors and partners and updating the country's Resource Mobilization Strategy. - Ensure that monitoring, research and analysis of donor strategies is conducted and shared with relevant country program staff. - Support proposal development efforts, working with program staff and ensuring accurate review at HQ level, gathering input from technical coordinators, technical advisors, monitoring and evaluation staff, and regional team. - In close collaboration with DC, act as the point person for coordinating responses to funding opportunities, including establishing timelines for proposal development and approval. - Ensure that the IRC system for managing proposal development with administration, program, finance and operations departments is understood and respected, and results in relevant and quality proposals; - Lead the development of proposals for submission to donors in coordination with sector leadership, finance and operations teams; - Contribute to budget development in coordination with Finance, Programs and Operations and ensure that the budget is aligned with the proposed intervention and the correct costs are included. - Ensure that proposal development procedures are followed according to internal regulations. - Assist senior management in liaising with donors and act as a focal point with donors in-country for funding opportunities. - Ensure donor liaison when the need arises and/or in the absence of regular IRC donor focal points and ensure donor representation at the request of the PD or PDD. - Manage the internal Opportunity Tracking Information System (OTIS) and keep it updated.

Grant Management and Compliance - Review donor agreements and coordinate with regional team for signature. - Ensure that CRI grants or contracts in Mexico are well managed (including maintenance of complete grant files) and implemented in accordance with relevant donor regulations and CRI procedures. - Escalate to the regional program and grant support team when there are challenges in project implementation to ensure effective management and compliance with donor standards and requirements. - Support the coordination of Project Cycle Meetings (PCM) to ensure effective programmatic and financial monitoring of projects and in accordance with IRC and donor regulations. - Review donor reports prepared by project teams for accuracy, quality and compliance with donor and IRC requirements. This may involve reviewing, translating and contributing to writing (in both Spanish and English); ensuring that donor reports are submitted on time; that reports are consistent, accurate and of high quality. - Provide information and updates to the leadership group on all matters related to business development and grant management. - Act as focal point for communications with Latin America region headquarters and HQ.

Partner Relations and Partnership Management - Support the Partnerships/Partnerships Manager in building and maintaining relationships with local partners. - Participate in partner outreach during proposal development. - Oversee that there is quality and IRC Partner Management System (PEERS) compliant partnership management, including initiation of partnership agreements, implementation tracking, management and accountability, and appropriate closure of agreements. - Support the Partnerships manager and program team in organizing subcontract opening, review and closing meetings with partners, as well as program monitoring and compliance/finance visits to ensure partner program implementation is on track and in compliance with IRC and donor rules and regulations.

Communications - Work with program sector leaders to develop and produce IRC Mexico communications and information materials, such as brochures, fact sheets, advocacy notes, position papers, newsletters, etc. - Facilitate the development of success stories, lessons learned, personal experiences (blogs) of field program staff. - Provide briefing papers and status reports, as well as support HQ communications departments in the development of external communications materials.

Other: - Develop grant management capacity of field staff by facilitating trainings and providing individual follow-up support in report writing, budget management, indicator tracking, specific CRI tools and other topics as needed. - If necessary, when required, conduct monitoring visits to field locations, security protocols permitting. - Act as custodian of documentation of institutional knowledge and program activities in coordination with sector supervisors and coordinators.

Qualifications - Master's degree in relevant field or equivalent experience. - Significant international work experience in humanitarian or development programs; experience in Mexico preferred. - At least seven years of experience working in program management and grant management required; experience in funding proposal development is desirable. - Demonstrable understanding of project planning and management cycles, and strong program design skills. - Prior knowledge of donors and government regulations (UNHCR, USAID, ECHO, SIDA, UNICEF, private donors, etc.) is required. - Willingness to travel to field sites and region required. - Demonstrable high level performance management and teamwork skills, with significant experience in multi-donor leadership. - Ability to work well under administrative and programmatic pressures. - Professional fluency in spoken and written Spanish; able to communicate concisely and with impact. - Very strong writing and editing skills in English. - Strong computer skills. - Flexibility to adapt to changing requirements.
