The Philippines is one of the most disaster-prone countries in the world, prone to earthquakes, volcanic eruptions, tsunamis and typhoons. Climate change has increased the scale and frequency of disasters in the Philippines with an average of 20 typhoons affecting the country each year. The current COVID 19 pandemic has emphasized the need for a more integrated approach that considers the resilience of the country’s health systems to minimize overall impacts on the economy and the welfare of the marginalized.

Disaster response and recovery in the Philippines has been largely focused on infrastructure reconstruction while socio-economic recovery has been more challenging. Risk reduction and humanitarian and recovery measures have not been systematically integrated, which has eroded resilience building efforts each time a new crisis occurred. As a result, the country’s poverty reduction efforts have often been compromised.

Among those hardly hit are the most vulnerable on account of high exposure, inability to adapt, and weak socio-economic capacities. Those needing specifically targeted interventions include persons with disabilities, women and children, informal settlers in the urban areas, upland dwellers and indigenous communities, small farmers and fishermen. There is a need to understand the differentiated vulnerabilities and needs of different marginalized groups to hazards and during disaster events. Disasters often affect women, girls, men and boys differently due to gender inequalities caused by socioeconomic conditions, cultural beliefs and traditional practices, while the existing gender inequalities slow down the recovery processes for everyone. Any recovery efforts need to ensure women are equally engaged in shaping and implementing recovery interventions. Through understanding of the differential vulnerabilities and needs, as well as the status of gender equality, more targeted and gender-responsive interventions and policies can be designed and implemented for disaster recovery and resilience-building. The results of this activity will serve as a reference to ensure gender-mainstreaming in programmatic activities and support of UNDP Philippines in disaster recovery and resilience-building.

C. Objectives of the Assignment

The role of the Gender Advisor is to assess cross-sector and gender disaggregated information on the current state of disaster recovery and resilience in the Philippines. Through the use of relevant tools and data analysis, key elements of vulnerabilities of women, men, young boys and girls, LGBTI, and People with Disabilities (PWDs), migrants, and displaced people will be identified. Key strategies in gender mainstreaming to recovery and resilience programs, projects and activities (PPAs) will be formulated.

The Consultant will perform the following tasks:

1. Prepare an inception report including but not limited to:

Analytical framework
Detailed work plan and schedule of activities
Data-gathering tools and methods appropriate to the work context
List of stakeholders
Type, context, and schedule of consultations with stakeholders

2. Carry out a desk review of available background data, including a gender equality assessment of the country, sex-disaggregated demographic information and social and economic indicators on disaster recovery and resilience (e.g. statistics, tools, legislations, policies, plans, strategies, programmes and projects related to recovery and resilience from different levels of government down to the communities).

3. Identify progress in mainstreaming gender consideration and disability inclusion in recovery and resilience activities and documents in the Philippines

Key considerations in identifying progress in gender mainstreaming and disability inclusion

In what project phase is gender mainstreaming included, taking into consideration that gender mainstreaming goes beyond inclusion and participation of women and addresses the removal of structural barriers to gender equality. Did they consider it starting from the project design?
Evidence of published documentation of consultations with data on participation and representation of women, children, LGBTI, and People with Disabilities (PWDs), migrants, and displaced people;
Identify differentiated sources of vulnerabilities of women and marginalized groups based from these documents. Social and gender dimensions of the risks addressed n reviewed documents;
What are the policies aimed to reduce vulnerability and increase inclusion of women, children, LGBTI, and People with Disabilities (PWDs), migrants, and displaced people; and
Actions to empower women to be part of shaping and implementing recovery plans, and meet different priorities of women, men, PWDs, elderlies in responding to disaster

Based from the desktop review conducted, carry out consultations with relevant government agencies and other organizations to outline good practices, opportunities, and needs for gender mainstreaming and social inclusion in different disaster recovery and resilience PPAs.
Work with the UNDP team in formulating gender mainstreaming strategies for disaster recovery and resilience PPAs, including in the following activities:
- Post-disaster Needs Assessment (PDNA)
- Recovery Planning
- Monitoring and Evaluation
Formulated gender mainstreaming and inclusion strategies (classified into policy, regulatory, and technical measures). Ensure that these strategies benefit both women, men, PWDs, children, the elderly, LGBTI, and other marginalized groups.

Required Skills and Experience

The successful IC should meet the following minimum qualification

Education

Bachelor’s Degree in Gender, Social Work, Community Work, Anthropology, Psychology, Sociology, Economics, or a related field

Experience

Must have at least five (5) years of experience in doing gender assessments and analysis and developing gender-mainstreaming projects;
Must have at least two (2) years’ experience in research (primary and secondary). Experience in DRRM would be an asset.
Completed minimum of two (2) gender analysis studies
