The Human Rights Adviser presence was established in Moldova in 2008. The OHCHR field presence in Moldova, led by the Human Rights Adviser, assists the UN RC Office, UN Country Team in Moldova (UNCT), Government and civil society in strengthening human rights and human rights-based approaches, working closely with the UN Country Team on capacity building and mainstreaming human rights in their work, as well as providing support in engagement with national actors on human rights, including advising national authorities upon request.

In November 2023, OHCHR will start the implementation of a 21-months project which seeks to improve the enjoyment of the human rights by ethnic or linguistic minorities in the Republic of Moldova, including in the Transnistrian region. This will be achieved through a three-level approach, combining work with State authorities, National Human Rights Institutions and civil society organizations and minorities. The project will involve work with a wide variety of stakeholders.

Within the delegated authority and under the supervision of the Human Rights Officer – Project Coordinator, the UN Volunteer Human Rights Officer will perform actions related to the following:

Finance • Prepare cost estimates and budget proposals, in terms of office resource requirements such as staff and non-staff requirements, including programmatic aspects; • Monitor budget expenditure, including review of agreements and cost plans, and recommend funds reallocation when necessary, ensuring compliance with regulations and rules and established policies and procedures; • Coordinate and check financial reports as well as progress reports.

Human resources • Initiates, reviews, processes and follows-up on actions related to the administration of human resource activities; • Responds to enquiries and provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations.

General administration • Drafts and translates routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters.
• Performs other related administrative duties, as required.

Procurement • Provides logistical support to the organization of meetings, events, external translation and other related activities; • Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services; • Processes the payment of contractors' invoices and monitor payments.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs

• As an active OHCHR team member, efficient, timely, responsive, client-friendly and high-quality support rendered to OHCHR and its beneficiaries in the accomplishment of her/his functions, including: o Budget expenditure is monitored on a regular basis; o Human resources administration is carried out on a regular basis; o Logistic support is provided to the organization of meetings and events; o Contract with vendors are processed and managed in a timely manner. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Moldova is a unique country and OHCHR is a unique organisation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.

The Republic of Moldova has a population of 2,6 million (2022) and is bordered by Ukraine to the north, east, and south and shares a direct border with Romania. Chisinau, the capital of Moldova, is the largest and well-developed city, located in the middle of the country. The city has a high degree of security, lots of parks, lakes and nice places with affordable restaurants and coffee places. It offers a diverse range of accommodation with properly working utilities. The public transport is cheap and accessible, but during the rush hours the city has problems with the traffic due to high number of cars. Taxi service is also available and can be ordered through the phone and mobile applications. The city has a lot of shops and several malls with a good selection of products. The Internet and mobile operators are not expensive and running with a good quality of the connection. There are public hospitals, laboratories, and private clinics, depending on the budget and needs.

UN Volunteer entitlements and allowances: Please note that the amounts can vary according to fluctuations of the monthly post adjustment.
