The overall objective of the EU Confidence Building Measures Programme (the EU CBM Programme) is to contribute to an environment of trust and cooperation across the Nistru River generating new perspectives on shared interests and a shared future for people from both banks of the river while responding to their pressing development needs. The EU-CBM Programme represents a framework for engaging in development interventions across the security zone on both sides of the Nistru River, comprising a series of activities that strengthen, regularize, and intensify interaction between otherwise divided societies, aiming to establish this interaction as a norm.

The sixth phase of CBM started in July 2023 and consists of 4 components: Component 1: Economic development and decent job creation; Component 2: Enhanced cross-river thematic cooperation between the civil society from both banks; Component 3. Community development and small-scale social infrastructure support; Component 4: Promotion of cultural heritage.

Given the increasing number of beneficiaries, the development of thematic platforms, and the specific complexity of the process of working on two banks, a Data Management Associate is required to support the EU-CBM VI Programme team in data collection tasks and monitoring of the constantly increasing database of beneficiaries and partners, as well as – provide continuous guidance to the component stakeholders on monitoring and reporting rules.

Under the guidance of the Programme Manager, the Data Management Associate is expected to perform the following tasks: - Support the implementation of the Monitoring and Evaluation (M&E) plan applicable to EU-CBM VI interventions on both banks of the river Nistru, including contributing to the development of tools or data management systems. - Assist the development of progress tracking tools and maintain and monitor dashboards on results, activities, and risks of EU-CBM VI response portfolio. - Perform data management tasks and apply monitoring and evaluation tools, to provide baseline and endline information and progress for future estimation of the leverage effect of EU-CBM VI interventions. - Assist the information management processes and flows, including supporting program teams in developing, testing, and implementing data collection tools in the field, and accompany the EU-CBM VI Programme team. - Assist in the technical management and maintenance of multiple data collection processes and reporting mechanisms, including data quality control for inputs/outputs, data entries, and data consolidation for programmatic purposes. - Assist in the development and maintenance of information products for EU-CBM VI Programme to feed into internal and external briefings, infographics, and contractual and/or ad-hoc reports. - Help verify that all data collection, storage, analysis, and dissemination is in line with UNDP Moldova data protection principles and applications adhere to Information Technology and Communication Information and Communications Technology (ICT) Policies and Standards and Data Protection. - Upon approval, disseminate findings, conclusions, and recommendations from monitoring and evaluation activities. - Help the Project team in filing related information, documentation, and correspondences. - Perform any other administrative and logistical duties as requested by the supervisor.

 Attention to detail, ability to organize paperwork in a methodical way.  Discreet, details and clients-oriented, patient and willingness to learn new things.  Proficient in preparing comprehensive reports and visualizations to communicate evaluation findings effectively.  Skilled in using data visualization tools to present complex data in a clear and concise manner.  Good analytical and evaluation skills;

a related field is desirable. -Familiar with monitoring systems and processes to track program implementation progress, performance indicators, and outcomes, is preferred; -Knowledge of the civil society and local stakeholders on both banks of the Nistru River; -Knowledge and understanding of the working environment in the Transnistrian region (or other divided regions), its sensitivities, political challenges, and ability to build a solid ground for joint work between the two sides, is desirable; -Excellent oral and written skills; excellent drafting, formulation, and reporting skills; -Accuracy and professionalism in document production and editing; -Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; -Knowledge in at least one of Excel and a certificate of other M&E applications/ statistical software packages (i.e. MS Access, SPSS, or STATA), is desirable; -Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; -Sound security awareness.

UN Volunteer Specialist entitlements and allowances:

Monthly Living Allowance: MDL 17400 Entry lump sum (one-time payment): USD 400 Exit allowance: MDL 1400 for each month served, paid on completion of the contract Please note that the amounts can vary according to fluctuations of the monthly post adjustment.

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service. Contingent on specific eligibility criteria, location of the volunteer assignment, and contractual type and category, the payment of allowances will begin from the date of Commencement of Service For more information on entitlements please read the Condition of Service (https://explore.unv.org/cos).

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV-provided medical insurance coverage. Coverage for UN Volunteers begins from the commencement of service and normally ceases one month after the last day of the UN Volunteer contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment.

Leave entitlements: • Annual Leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. • Learning Leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive 7 days of uncertified sick leave working days in a calendar year.
